San Diego (KGTV) - About a hundred people packed the auditorium at Crown Point in Pacific Beach Wednesday night to sound off about the deckles bikes and scooters invading their community.The PB Town Council held the meeting.  Representatives from LimeBike, Ofo, BIRD, and Mobike were present to take questions from the crowd.RELATED: Coronado to begin impounding dockless?bikes, fining companiesThe two main concerns dealt with encroachment issues and safety concerns. The dockless bike and scooter rental model involves people checking them out using an app, but after they’re done using them, they can leave them anywhere for the next rider to find and use.Many complained of the vehicles cluttering sidewalks, storefronts and residential blocks.Other say people are riding them illegally, either because they are too young, without a helmet, or riding them without where the vehicles are not allowed.“They have no regard for human life I think someone is going to die,” one woman said.“it's with anything new right? You have a couple of bad actors that don’t know how to operate the vehicle responsibly,” Zack Bartlett with LimeBike said. “The community seems to be behind the technology.  We’re also in 45 markets, so this isn’t our first rodeo. SAN DIEGO (KGTV) -- According to a recently-released autopsy, a combination of cocaine, alcohol and blunt chest impact caused a man to die during a punching game in March downtown.The medical examiner ruled the death of 27-year-old Corey Poole an accident Monday. According to authorities, Poole went out drinking at Jolt’n Joe’s downtown just before 1 a.m. with friends.Police said Poole and one of his friends then decided to have a punching contest. Poole and his friend then started “consensually sparring” and punching one another in the chest.RELATED: Man killed in Gaslamp Quarter punching game identifiedIt was then, according to police, that Poole fell to the ground and became unresponsive. Poole was taken to the hospital where he later died.Poole’s friend was also taken to the hospital for chest pain following the incident. 850

SAN DIEGO (KGTV) - A strong series of earthquakes struck Baja California Monday morning, but was felt throughout San Diego, according to United States Geological Survey data.The first tremor,was reported at 8:09 a.m. and was centered in San Vicente, Mexico -- about 93 miles south of San Diego, according to the USGS. The quake registered 4.4-magnitude.The jolt was followed by two more in quick succession at 8:30 a.m. and 8:31 a.m., both registering 5.2- and 5.1-magnitude respectively, USGS reported.No known injuries or damage have been reported.Various people reported feeling the quake all over Southern California, including numerous locations in San Diego, some as far north as Escondido and east in El Centro. 727

SAN DIEGO (KGTV) -- A South Bay homeowner contacted Team 10, saying his homeowner’s association towed his car even though he has parked in the same spot for years.Cecilio Nazareno has lived in the Rolling Hills Ranch community since 2005. “It’s a nice neighborhood,” Nazareno said.He has never had any problems with his HOA until recently. Navarro went on vacation with his wife late last year for a couple weeks.He parked his car in front of his home, but when he returned it was gone. “We were shocked because my car… was missing,” Nazareno said.He thought it was stolen, but when he contacted property management, someone told him it was towed. “The person that I talked to knew it was my car. [He] said we towed your car because it was abandoned,” Nazareno said.The bill was more than 0. “It’s a lot of money for me, especially being retired,” the military veteran said.Navarro said there were two warnings on his windshield, but he obviously did not see it since he was out of the country. “Give us time to correct it. While you're on vacation and your car is parked, you don't have time,” Nazareno said.Team 10 contacted the property management company and got a response from Rolling Hills Ranch Community Association. General Manager Haley Murphy cited a rule that said certain vehicles cannot “remain parked on any street adjacent to the Property for more than twenty-four (24) continuous hours.”However, Team 10 found the rule was for oversized vehicles, not regular sized cars.Murphy then pointed out a different rule: “Any vehicles which would be considered abandoned over 72 hours are subject to regulations… and vehicles that can’t be driven must be kept in the garage or removed.” “I said, how can you say abandoned? I used that car and parked here since 2005,” Nazareno said.“When I was in the military I would leave it here for weeks on out.” Team 10 asked why Navarro was being towed now.Murphy would not answer that specific question, but cited yet another rule that said: “Any vehicle parked for more than 72 hours in the same space is subject to tow with no further notice.” Murphy said that because he lives in “the gated section of the community with private streets,” there are additional restrictions on parking. Nazareno said he, along with several of his neighbors, have never seen this rule.Attorney Dan Zimberoff is not affiliated with the case, but sees a lot of issues similar to Nazareno’s situation. “It’s really the three P’s you see a lot. Pets, poop, and parking,” Zimberoff said.He said it is in the interest of both sides to resolve issues before it goes to court. One way is mediation. SAN DIEGO (KGTV) -- An executive order signed by President Trump Wednesday may help San Diego's military spouses find work. The executive order is aimed at increasing opportunities for military spouses to obtain federal jobs.The order encourages agencies to increase use of the noncompetitive hiring authority for military spouses.For military spouses, the unemployment rate is 16 percent which is four times higher than the national average for female adults. Among military spouses who do have jobs, 14 percent have part-time jobs and half of those spouses want full-time work.Many spouses of military members choose careers like teaching, nursing or law, but such jobs often have state-specific licenses that make it difficult to move from state to state.“Right now I’m looking at leaving my career because the exams and licensing costs are phenomenal never mind how poorly the education system is run; right from resources to teacher pay,” Sheryl Ogle said in a Facebook comment.According to an impact study conducted by the San Diego Military Advisory Council, there are more than 100,000 active-duty military members in San Diego. The service members are split fairly evenly between the Navy and Marines.In a phone call Wednesday morning, a White House official says the new order directs agencies to make an existing non-competitive hiring authority provision for military spouses available in their job announcements, according to Military.com. The hiring authority allows military spouses to be appointed to certain jobs without having to go through the usual hiring process.According to dosomething.org, military spouses tend to be under 35 and are mostly women with only five percent of military spouses being men.Data also shows that military families relocate 10 times more often than civilian families, moving an average of every two to three years. 1886
