SAN MARCOS, Calif. (KGTV) — A man was arrested after deputies say he fled the scene of a San Marcos crash and was stopped by passersby from leaving a second crash scene.San Diego Sheriff's deputies received a report of a beige Mercedes-Benz traveling at an unsafe speed on northbound Bennett Ave. before is ran off the road and collided with a concrete wall and then a residence at 600 Bennett Ave.The driver, a 26-year-old man, tried to flee the area, but was detained by passerbys until deputies arrived.While deputies were responding to that incident, SDSO says they received another call about a black, male suspect wearing camouflage clothing who had used a hatchet to smash the window of a vehicle at a Stater Brothers Grocery store at 1330 East Mission Rd. The man reportedly fled in a vehicle matching the description of the Mercedes-Benz and struck a gray Audi in the area of Knob Hill Rd., SDSO said. The driver of the Audi, a 61-year-old woman, was not injured. At the scene of the Bennett Ave. crash, paramedic treated the suspect at the scene and he was released. Based on evidence and interviews, deputies determined that the suspect was under the influence of prescription medication and heavily intoxicated at the time of the collision. The man was later arrested for driving under the influence, vandalism, and leaving the scene of an accident.SDSO's traffic division is investigating the crime. 1420

(KGTV) - Surveillace video shows thieves stuffing a car after breaking into a popular Santee restaurant hit hard by the pandemic and a recent tragedy.Every time restaurant owner Maria Dellarsina looks at the surveillance video she gets anxious."All kinds of emotions. I feel angry, and I feel sad," said Dellarsina.The roller coaster of emotions began after a Thanksgiving morning break-in. The 43-year old Jimmy's Restaurant of Santee was ransacked by thieves. The HVAC access on the roof is the likely entry point.Video shows three people stuffing items into their car, as they helped themselves to whatever they wanted."They took food, liquor, checks, cash, laptop computer, and sports memorabilia," said Dellarsina.The items stolen were just part of the loss. The thieves also cut the power and left the refrigerators open, so all the food had to be tossed."When I saw food going into the trash is when I broke down," said Dellarsina.The total loss more than ,000.The restaurant had to be shut down for a few days, including the day after Thanksgiving, their busiest day of the year."One thing after another ... devastation," said Dellarsina.Beginning in March, restaurant was shut down for months during the pandemic. In May, her husband and co-owner John, passed away from lung cancer."I didn't know if I wanted to open again. We did it. I got my strength back to continue his legacy, but it's hard on us.So far, the pandemic has slashed revenues by more than 60%. SCRIPPS RANCH (KGTV): At the top of a trail along Semillon Boulevard and Pomerado Road, right next to a sign that reads, "No Dumping - 00 fine," sits a giant pile of wood chips.It's been there for years, growing and shrinking in size. But right now, people who live nearby say it's as big as they can remember."Yeah, it is a little larger than normal," says Douglas Burns, who lives in a home next to the pile.The wood chips are from trees cut down by maintenance workers in the area. The work is part of the Scripps Ranch Civic Association's maintenance contract with the city. The workers take the leaves to the dump but leave the wood chips behind.Bob Ilko, the President of the SRCA, says it saves money on beautification projects. He says the city doesn't have to pay to haul the wood chips and tree pieces away or buy fresh mulch when they need it for landscaping.The wood chips are used to help with weed control and ground cover across Scripps Ranch."It's natural here, it's generated here, it stays here," says Ilko, adding that there's also an environmental benefit since it keeps all the wood chips out of city landfills.Ilko says the pile is larger than usual right now, but that's because crews have been hard at work clearing away dead and dying trees from the area.And while the wood chips are on city-owned land, that does not mean they're available to the general public."It's city property," says Ilko. "If people take them, it defeats the purpose of keeping the wood chips here to save money."He also says contractors are not allowed to use the area to dump their wood chips.When asked if the pile presents a fire hazard, Ilko told 10News the Fire Department has been out to inspect the area, and they say there is no danger of any spontaneous combustion."It's not mulch, it doesn't heat up and break down like manure or mulch," says Ilko. 1889

(CNS) - A San Diego County Sheriff's Department employee was behind bars Thursday morning on suspicion of burglary and identity theft, authorities said.Estella Velez, a 54-year-old licensed vocational nurse at the Vista Detention Facility, and her alleged accomplice, 44-year-old Raul Rios, were taken into custody Wednesday, sheriff's Lt. Nancy Blanco said.The pair is suspected of stealing a woman's purse in the 5500 block of Mission Road in Bonsall on July 10, then using the victim's credit card at several locations in North County, Blanco said.Rios and Velez were also seen on video surveillance in two attempted commercial burglaries in the 1700 block of East Vista Way in Vista on July 21 and 23, the lieutenant said.Velez was booked into the Las Colinas Detention and Reentry Facility in Santee and Rios was booked into San Diego Central Jail, according to jail records. They both face multiple felony counts of burglary, conspiracy and theft.Velez was being held in lieu of 5,000 bail pending arraignment, scheduled for Aug. 14.
