BEIJING, Oct. 17 (Xinhua) -- The Communist Party of China (CPC)Central Committee Saturday congratulated the Kuomintang (KMT) plenary congress, expecting deepening trust, more exchanges and common understanding across the Taiwan Strait.     The KMT held its 18th plenary congress Saturday morning, at which Taiwan leader Ma Ying-jeou officially assumed the position of KMT chairman.     In a statement to the KMT Central Committee and Ma Ying-jeou, the CPC Central Committee expected the two parties to stick to the"common wish for peaceful cross-Strait development".     With the 1992 Consensus and opposing "Taiwan independence" as the political foundation, the two parties should deepen mutual trust, increase exchanges and expand common understanding, the statement said.     In response to the CPC statement, the KMT Central Committee said in a reply that the two parties have reached a common understanding to promote cross-Strait peaceful development.     The KMT expected to work with the CPC for improving trust and mutual benefits, in a bid to improve the welfare of people on both sides, the statement said.     Hu Jintao, general secretary of the CPC Central Committee, congratulated Lien Chan for maintaining the position of KMT honorary chairman and Wu Poh-hsiung for taking the position of KMT honorary chairman respectively.     The "common wish for peaceful cross-Strait development," reached by the two parties during Lien's 2005 visit to the mainland, has set a clear direction and laid the foundation for cross-Strait relations, Hu said in a statement to Lien.     "We sincerely expect Mr. Lien to continue working for the peaceful development across the Strait," he said.     In response to Hu's congratulation, Lien said in a statement that since the two sides resumed systematic talks based on the 1992 Consensus, the peace and stability across the Strait has been greatly enhanced and people's welfare improved.     "We should work even harder to strengthen the five-point common wishes," Lien said.     As the KMT chairman in the past two years, Wu had made great contribution to improving cross-Strait relations, Hu said in a statement to Wu.     Last year and this May, Wu visited the mainland twice for the KMT-CPC talks, which laid solid foundations for favorable exchanges between the two sides, he said. "We expected Mr. Wu to make new contributions to cross-Strait peaceful development."     In a reply to Hu, Wu said in the past four years, the two parties pushed forward their cooperation step by step and won support from the people and the international society.     "The two parties should work together for peace and development with sincerity and goodwill," he said.     As honorary chairmen, Lien and Wu will assist Ma on cross-Strait affairs and regional exchanges.

HAIKOU, Oct. 12 (Xinhua) -- Rescuers have recovered the bodies of three victims in a boat capsizing incident after tropical storm Parma landed in south China's Hainan Province Monday.     Strong winds and waves triggered by Parma caused a fishing boat to capsize and sink off the coast of Wanning City Monday morning, and all nine fishermen aboard the vessel fell into water, a spokesman with the Hainan Provincial Emergency Response Office said.     By 5 p.m., one body had been retrieved and five people had been rescued. At about 8 p.m., the bodies of two more victims were found, according to the maritime bureau of Hainan. HARBIN, Aug. 10 (Xinhua) -- Chinese Vice Premier Li Keqiang said over the weekend that the rebuilding of shanty towns which have long-housed low-income workers is an important part of the country's effort to improve people's livelihood.     Li made the comment at a working conference to address the rebuilding of shacks in cities and at compounds of large state-owned mining enterprises held in Harbin, capital of northeast China's Heilongjiang Province, on Saturday.     Such shanty towns are shabby residential areas that were built when the country started to industrialize its economy, and people living there are more often low-income wage earners in factories.     These people are either living in a space that is less than 10 square meters for each, or in apartments that have no tap water or sewers, or even toilets or kitchens. Chinese Vice Premier Li Keqiang (C) addresses a meeting on the rebuiding of cities and hut zones, in Harbin, capital of northeast China's Heilongjiang ProvinceChina is aiming to offer proper housing for 7.5 million low-income urban households and 2.4 million households living in shanty towns of coal mines, reclamation areas, and forest zones in three years, Premier Wen Jiabao said in March.     There are another 1.14 million living in shabby apartments at compounds of state-owned mining enterprises, which are not included in the planning of cities, according to the conference.     Li urged to integrate the rebuilding of such shanty towns with the low-income housing project, initiated by the Chinese government to build affordable houses for low-income urban residents.     He also asked planners to build homes at different price levels in a region so as to avoid the concentration of poor population in a certain neighborhood.     Li stressed that the government should dominate the project of rehousing low-income workers, but it could invite funding from outside the government.     He said the government should secure land supplies for such projects and materialize tax supports.     The central government pledged to allocate 49.3 billion yuan (7.25 billion U.S. dollars) from the central budget to finance such housing projects in 2009 alone.

DAMASCUS, July 30 (Xinhua) -- Syrian Foreign Minister Walid al-Moallem said Thursday that Syria is willing to enhance cooperation with China on the basis of mutual benefits.     Moallem made the pledge during a meeting with Wu Sike, China's Special Envoy to the Middle East, and both sides discussed bilateral relations and the latest situation in the Middle East region.     Wu reiterated that China supports Syria's commitment to achieving a just and comprehensive peace based on the relevant UN resolutions. BEIJING, Aug. 18 (Xinhua) -- Drought-hit regions in northern China are forecast to have moderate to heavy rain Wednesday and Thursday, the National Meteorological Center said Tuesday.     The regions include Inner Mongolia Autonomous Region where more than 200,000 livestock have died due to drought, Heilongjiang Province where 1.47 million hectares of farmland were hit by drought, Liaoning and Jilin provinces.     A severe drought has hit China's northern part, affecting 11.33million hectares of crops, according to the State Flood Control and Drought Relief Headquarters.     Among the total affected crops, 4.2 million hectares suffered serious drought and 1.07 million hectares dried up. About 3.9 million people and about 4.37 million livestock had difficulties getting water.     Yuan Zipeng, deputy director of the Liaoning provincial observatory, said the long-anticipated rain would "obviously" relieve the two-month-long drought that led to drinking water shortages for 792,200 people and 242,200 livestock in the province.     In order to increase the rainfall, the provincial bureau has prepared 1,269 rocket shells along with three aircraft to seed the clouds, Yuan said.     In Liaoning alone, 32 million hectares of farmland were hit by drought.     The water resources department in Inner Mongolia said 1.89 million people and 4.27 million livestock faced drinking water shortages. More than 200,000 livestock died as 71 percent of the region's pastures were severely hit by drought.     Qinggele, a herdsman in Bayan Zhuoer, Inner Mongolia, said his family had to use donkeys to carry water 15 km away.     Authorities in Inner Mongolia made artificial rain more than 1,000 times as the region saw the worst drought in the past 50 years. Officials also helped residents find more water sources and build more water-saving and irrigation projects.     Chinese Vice Premier Hui Liangyu has urged government agencies to place "top priority" on anti-drought efforts during his tour of the drought-hit regions in Liaoning, Inner Mongolia and Jilin on Monday and Tuesday.     Local governments were also urged to expand irrigation by speeding up construction of reservoirs and properly conducting artificial precipitation as "the drought took place in major grain production bases at the key maturity period for crops, which will greatly affect agriculture production".
