SAN DIEGO (KGTV) - A San Diego family is preparing to uproot their lives and move across the country so their 2-year-old son can get a life-altering liver transplant.After Gavin was born, Kendra and Vince Giacalone waited nearly two years for answers on what was wrong with their son.Eventually, through exome sequencing, they learned Gavin had a rare genetic disorder: GM3 Synthase Deficiency. He's missing an enzyme which helps with brain development.The family read online there was no treatment or medicine for their son but they refused to give up.After connecting with specialists they are now hopeful a liver transplant from Kendra's sister will replace the enzyme Gavin is missing.The family will move to Pittsburg for several months while Gavin gets the transplant.All transplant costs are being covered by the Children's Organ Transplant Association (COTA).The family is trying to raise ,000 for COTA in Gavin's name - 100 percent of donations will go to Gavin.You can also follow Gavin's Rare Journey on Facebook.  1041

SAN DIEGO (KGTV) - A new California law aims to help thousands of low-income Californians gain access to fresh and healthy food.Seniors in California who receive Supplemental Security Income (SSI) benefits will also be able to apply for CalFresh food benefits, formerly known as food stamps.SSI recipients are either over age 65, disabled, or blind. Up until recently, they couldn't apply for CalFresh benefits because they receive money for food in their check; however, it's just a month. "One of the challenges seniors face is the high cost of living, we can hardly make it with what we get," said Gwendolyn Joseph, a San Diegan who lives on a fixed income.Joseph just turned 76 and can finally apply for CalFresh benefits, despite receiving SSI benefits. The average CalFresh recipient receives 0 per month to purchase food."We are striving so hard in California to restore these kinds of safety net programs to our most vulnerable Californians, look around this room, these are people who've worked their entire lives, they deserve it, they've earned it, and they need our support now," said Senator Toni Atkins, who represents California Senate District 39.Feeding San Diego, in partnership with Serving Seniors, 211 San Diego, and the County of San Diego Health and Human Services, is working to spread the word and encourage SSI recipients to apply for CalFresh benefits. "The nutritional gap that we're seeing in San Diego in terms of people having calories to eat, but not having healthy and nutritious foods to eat, is a real serious and growing problem, and it impacts seniors disproportionately," said Vince Hall, CEO of Feeding San Diego. SAN DIEGO (KGTV) - A new report is calling for San Diego County jail reforms to address mental health issues and inmate suicides.From 2014-2016, 17 people have died by suicide while being held in a San Diego County jail facility, according to an investigation?by Disability Rights California (DRC).By this rate, the group says San Diego County's rate of inmate suicide is "staggeringly" high compared to national, statewide, and local data. During this three-year period, the county's rate of 107 deaths per 100,000 was double the national rate of 50 per 100,000, the group says.More: TEAM 10 INVESTIGATIONS"People with mental health needs and their families deserve better," DRC Attorney Rebecca Cervenak said. "Without appropriate community services and improved conditions, people will continue to suffer."The report says four aspects contribute to the high suicide rate: over-incarceration of people with mental health needs, lack of jail oversight, failure to provide mental health treatment and harmful solitary confinement, and a lack of efficient suicide prevention.DRC spoke with jail staff, inmates, and San Diego Sheriff's Department (SDSO) leadership as part of their investigation.The SDSO said they welcome feedback regarding the jail system and will work to improve procedures, but had a number of concerns with how data was gathered and recommendations were formed: 1409

SAN DIEGO (KGTV) - A pair of recent cyber-attacks on Southern California school districts has shown a new front in the war against computer criminals. Hackers have started to target schools and school districts for ransomware attacks."What they're looking for, ultimately, is money," says Kierk Sanderlin, the Head of Engineering for Check Point, a cyber-security firm.Sanderlin says the hackers will spend months using malware and fishing campaigns to gain access to computer systems. Then, when the time is right, they'll launch the ransomware attack, shutting down the system and demanding a ransom to restore access."They want to impact the environment in such a negative way, at such a critical time, that you will be willing to pay," says Sanderlin.Over the weekend, the San Bernardino School District had its servers shut down by a ransomware attack. And in August, San Dieguito Schools lost the ability for parents to register their students for classes because of an attack.Sanderlin says there have been 50 similar attacks on schools throughout the country in 2019.Sanderlin says the criminals typically want to make money from the ransom. But, he warns they can also use their access to the systems to steal the personal information of students, teachers and families.If they do that, Sanderlin says they can sell the information on the dark web, making people vulnerable to identity theft."All of that intellectual property, identification for student records, social security numbers, anything they can mine and sell on the dark web, they're going to do that," he says.School districts have become easy targets because many of them don't upgrade their cyber security frequently enough. Sanderlin compares it to fighting a modern war with antique weapons."We have to start treating cyber-security as something that's far more important than we have in the past," he says. "We can't be an ostrich sticking our head in the ground anymore. We have to realize this is important and do it the right way."He says parents need to become advocates for better cyber security, urging districts to invest in upgrades to protect their networks. He also advises people to use dark-web monitoring services. Those regularly scan the dark web to see if your personal information is for sale.Both San Bernardino and San Dieguito say their students' information was not stolen in the recent attacks. SAN DIEGO (KGTV) - A La Jolla homeowner is facing millions of dollars in damage to his property after massive amounts of water flooded into his house Tuesday.Didier Jantz, the general contractor for the homeowner, said the owner wasn’t home when the water began flooding in. Crews doing work on the home on Encelia Drive noticed the water start coming in around 3 p.m.Crews say the water came from a neighborhood property, though it's unclear what ruptured and released the water. The city told 10News they sent a crew to turn off the water at a residence due to some type of leak, though it's unclear where the leak was and what caused it.“There are Asian Persian rugs everywhere, there’s a lot of personal damage, we got water in the walls, we got water in the ceilings, we got water coming through the ceiling lights,” Jantz said. 842
