SAN DIEGO (KGTV) - A driver died Wednesday following a two-car crash at what a Clairemont resident describes as a known trouble spot for traffic. The crash happened about 1 p.m. at the intersection of Genesee Avenue and Chateau Drive, south of Clairemont Mesa Boulevard. “Hit so hard it sounded like an explosion,” said Bonnie Alexander, who has lived in a home at the intersection for some 40 years. He’s no longer with us,” said Alexander. The man's identity was not immediately released.Alexander’s home has been struck by cars five times. She’s hoping to get a guardrail at the location. SAN DIEGO (KGTV) - A 10News investigation has revealed that the California department responsible for the state’s child welfare program does not maintain data regarding all deaths of children in foster care. The revelation is prompting calls for immediate action to child welfare services from at least one San Diego-based politician.State law requires counties to report any child death that is determined to be suspected to be the result of abuse or neglect to the California Department of Social Services. According to the CDSS, each county in California is required to keep track of every foster child that dies while in its custody.Counties are also responsible for reporting all high profile incidents that occur in foster homes to the State Department of Social Services. High profile incidents would include incidents involving death or serious injury. But the CDSS has no master data list available regarding foster deaths and says that information is maintained at the county level.Using open records laws Team 10 collected the total number fatalities of children residing in a foster placement from all 58 counties in the state since 2010.The numbers show more than 250 kids died during that time across the state. 1290

San Diego (KGTV) – Mayor Kevin L. Faulconer Friday announced the expansion of his successful “Play All Day” initiative, a pledge to break ground on or upgrade 50 parks in five years, by adding an additional 15 parks to neighborhoods across the city. The program was initially proposed during Mayor Kevin Faulconer's 2016 State of the City address and the initiative is a partnership between the City of San Diego and the San Diego Unified School District, designed to maximize public resources and increase the amount of city park space, especially in urban communities. The parks are used by the school system during the day and remain open to the community after school hours. 720
SAN DIEGO (KGTV) — A beach on Naval Base Point Loma went from unsafe and unappealing to a sandy destination that also houses a new oceanic ecosystem. In the 1980s, Smuggler’s Cove was hit with erosion and until recently, was rocky and uneven.“This beach had virtually eroded away,” said Captain Ken Franklin, Commanding Officer of Naval Base Point Loma.In the past three years, a revitalization project has been in the works, with different additions to the beach coming from unique places. The Navy’s environmental team had the idea to use rubble and cement from a fuel pier that had been demolished to build an underwater reef. They planted eelgrass along the reef, restoring the habitat.“That actually enhances the fish production, enhances the overall ecology of the system. So it actually enhances and helps some of the protected species, with the birds, gives them food to eat, and overall enhance the production of the area,” said Navy marine biologist Sean Suk.Since the work started, the eelgrass has seen an estimated 700-1,000% increase, and 15-18 fish species have been spotted swimming around the new ecosystem. In addition, the Navy brought in sand that the Coast Guard had leftover from their dredging they had finished. This created a sandy beach, compared to the rocky area that was there before.“It’s a win for everybody. It’s a win the fleet, it’s a win for the warfighter, the family and for the environment, so all and all nirvana from my perspective,” said Franklin.A spokesperson for the Navy said biologist Mitchell A Perdue was one of the major driving forces behind the project, but he passed away suddenly last year, so the completion of the upgrade is in honor of him. 1702
SAN DIEGO (KGTV) - A candidate for the County Board of Supervisors says he may open his own doors to the homeless.Attorney and North Park resident Omar Passons is now leaning towards renovating his detached garage and housing homeless.Passons first began mulling it over after reading a recent local opinion piece touting the idea of a so-called "foster care system" for the homeless, matching transients with willing homeowners.Passons says the foster homes would likely house those needing transitional housing - perhaps several weeks - with applicants screened by a city or county agency. He plans more research on the topic, but says the idea could fit as one part of a comprehensive plan to combat homelessness."Because of the housing shortage, this becomes - at least in a portion of the circumstances - a lower-cost alternative to standing up an 80-unit building. I do think there is space for creative solutions, and I hope this starts to open people's minds to what is possible," said Passons.Passons posted his idea on the Nextdoor app, which drew a sharply divided reaction. Among those voicing concerns is his neighbor Anastasia Colfer, who has frequently found transients sleeping in her yard."If the transients aren't screened properly, then we have got major problems," said Colfer. 1322
