SAN DIEGO (CNS) - Just after midnight, a full rail closure between Oceanside and San Diego to accommodate work along the passenger and freight rail line will go into effect and continue until 5 a.m. Monday. The closure will affect four rail services operating on the San Diego segment of the Los Angeles-San Diego-San Luis Obispo Rail Corridor: North County Transit District COASTER, Metrolink, Amtrak and the freight carrier BNSF.On Monday, riders are encouraged to plan for increased travel time as trains could be delayed.Full rail closures are routinely scheduled to advance rail construction and ensure worker safety. During the upcoming closure, construction activities are planned for the Del Mar Bluffs Stabilization project and the Mid-Coast Trolley project. In Del Mar, stabilization work continues on the bluffs. Crews will weld and test tieback anchors along previously placed support columns and pour concrete for retaining wall installation on the upper bluffs near 12th Street. Crews will also place concrete panels along previously installed support columns and backfill the area on the upper bluffs north of Torrey Pines State Beach.Officials said the Del Mar Bluffs Stabilization 4 project to repair drainage infrastructure and stabilize portions of the 1.6 miles of coastal bluffs is scheduled to be complete this fall.In San Diego, ongoing construction activities are planned throughout the Mid-Coast Trolley corridor. Crews will perform improvements to the surface of the trolley tracks, including tamping the rail -- a process that secures the rail to avoid misalignment once in use.The Mid-Coast Trolley project will extend UC San Diego Blue Line Trolley service from the Santa Fe Depot in Downtown San Diego north to the University area and is anticipated to be complete by late 2021.During all construction, nearby residents and businesses can expect intermittent noise and lights. 1912

SAN DIEGO (CNS) - Military officials are preparing to transfer the remains of seven U.S. Marines -- including one from Montebello -- and a Navy sailor to Dover Air Force Base in Delaware over the next few days to be prepared for burial. The remains were recovered Friday after the Marines went missing near San Clemente Island when their amphibious vehicle sank during a training mission last month."Our hearts and thoughts of the 15th Marine Expeditionary Unit are with the families of our recovered Marines and Sailor," said Col. Christopher Bronzi, commanding officer of the 15th Marine Expeditionary Unit. "We hope the successful recovery of our fallen warriors brings some measure of comfort."Marine and Navy pallbearers will place the remains aboard an aircraft bound for Dover AFB in a solemn transfer, officials said. From Dover AFB, their remains will be released to their families in accordance with their wishes.RELATED: Remains of missing Marines and Sailor recoveredThe transfer of remains will not be open to the public.A group of service members and supporters went on an 8-mile hike Saturday morning in Carlsbad to honor the Marines and sailor. The U.S. military announced Tuesday it had located the amphibious assault vehicle that sank last week off the coast of San Diego County, killing the nine young servicemen, and confirmed the presence of human remains where the vessel came to rest on the sea floor. The naval Undersea Rescue Command made the discovery near San Clemente Island on Monday using video systems remotely operated aboard the HOS Dominator, a merchant vessel whose crew specializes in undersea search and rescue. The amphibious troop-transport vehicle was en route to a waiting ship during a maritime training mission about 80 miles west of Encinitas when it foundered for unknown reasons about 5:45 p.m. July 30, according to Lt. Gen. Joseph Osterman, commanding general of the 1st Marine Expeditionary Force. The 26-ton vessel went down roughly 1,600 yards from a beach on the northwest side of the island in water nearly 400 feet deep.Seven members of the Camp Pendleton-based crew survived the accident. Medics took two of them to Scripps Memorial Hospital La Jolla, where both were admitted in critical condition. One was later upgraded to stable condition. The other five rescued Marines received clean bills of health and returned to their units.Pronounced dead at the scene of the accident was Lance Cpl. Guillermo S. Perez of New Braunfels, Texas. Perez, 20, was a rifleman with Bravo Company, Battalion Landing Team 1/4, 15th Marine Expeditionary Unit. The 15th MEU, I MEF and Makin Island Amphibious Ready Group searched in vain for nearly two days for more survivors or their bodies, finally concluding the operation Aug. 1 after 40 hours of scanning some 1,325 square miles of water by sea and air.The other lost service members have been identified as:-- Lance Cpl. Marco A. Barranco, 21, of Montebello, a rifleman with Bravo Company, BLT 1/4, 15th MEU;-- Cpl. Cesar A. Villanueva, 21, of Riverside, a rifleman with Bravo Company, BLT 1/4, 15th MEU.-- Pfc. Bryan J. SAN DIEGO (CNS) - A proposal to add a fenced-in, off-leash dog park and walking trails at Fiesta Island in Mission Bay Park was vetted Thursday by the San Diego City Council's Environment Committee, which unanimously voted to send to the full council. The committee considered two options for an amendment to the Mission Bay Park Master Plan, which guides future development of the area. Either option would update Fiesta Island, a partially undeveloped area of the park, by adding new amenities and park area to the island's southwest section. The committee ultimately chose the plan dubbed "option B," which reserves much of the island's southwest area for a fenced-in, off-leash dog park and also includes parking areas and walking trails.Option A would have allocated much of the southwest area for a fenced- in, off-leash dog park but would have also included a non-motorized boat launching area along the water, a road extension, larger parking facilities and a designated swimming beach for residents. The Fiesta Island amendment to the Mission Bay Park Master Plan has been in development for roughly two years. Committee attendees, including members of the Fiesta Island Dog Owners group, overwhelmingly stated their support for option B.City Councilman Scott Sherman said his office received roughly 30 calls and more than 300 emails in support of option B, due in part of members of FIDO posting his office's contact information. City Councilwoman Vivian Moreno also expressed appreciation for the public support for option B, particularly among dog owners."I am confident that city staff will be able to find a permanent location for non-motorized personal watercraft in other locations in Mission Bay Park," Moreno said. "But I don't think we need to destroy the experience of thousands and thousands and thousands of dog owners who use Fiesta Island right now in order to do so."Option B also received support from former City Council members Donna Frye, Sherri Lightner and Lorie Zapf."It's important to preserve as much open space as possible," City Councilwoman Barbara Bry said of option B. "It doesn't require any expensive infrastructure and, most importantly, will preserve Fiesta Island as a gem and a magical place for San Diegans for generations to come."The committee did not announce when the proposal will go before the full council. 2365
