BEIJING, June 21 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee Monday approved an education reform plan for the next decade, which aims for greater education investment and fairer distribution of resources.Presided over by the CPC Central Committee General Secretary Hu Jintao,a meeting of the Politburo approved the final version of the Medium- and Long-term National Educational Reform and Development Plan (2010-2020).The Politburo, the CPC's top decision-making body, said in a statement that education was the fundamental cause for the revitalization of China and social progress in the future.China had established the largest education system in the world since the founding of the People's Republic, which ensured education rights for millions of people, the statement said.The government promote educational fairness as a basic policy and increase education investment in rural, remote and ethnic minority areas, the Politburo agreed.According to the plan, government investment will increase steadily to support the education sector, with the ratio of education expenditure in terms of gross domestic product (GDP) to be 4 percent by 2012.In 2008, the ratio stood at 3.48 percent, compared with the average international level of 4.5 percent.The plan, released at the end of February for public scrutiny, was seen as setting the tone for the development of the education sector in China, which has long suffered from funding shortages and unbalanced development in rural and urban areas.The plan said giving students fairer access to quality education would be a "fundamental policy," with more public education resources for rural, impoverished and ethnic areas.The reforms would also encourage private organizations and individuals to play a greater role in the education system, said the statement.The plan took one year and nine months to draw up, during which public submissions were invited on two separate occasions.

GUANGZHOU, Aug. 9 (Xinhua) -- A man who had allegedly shot dead four people including two traffic policemen last month in south China's Guangdong province went on trial on Monday.The trial opened at an intermediate people's court in Jieyang City, where the suspect is charged with killing the two traffic police officers on July 5.Hu Yihua, the suspect, 29, was involved in two murder cases, police said.He robbed and shot dead a couple at a cinema parking lot in Yiwu City, Zhejiang province, at midnight July 3, and then fled to Guangdong in the victims' Lexus sedan. He disguised the car license plate and then discarded it.While sleeping in the sedan at a highway service zone on July 5, Hu was cornered by two traffic policemen on patrol duty in Jieyang as the car was without a license plate. He shot them dead and fled to Fujian, where he was nabbed on July 8 after more than one thousand police personnel were mobilized in the search for him.The sedan that Hu had stolen, a loaded pistol and identity cards of the slain police officers were found in Hu's possession.The court did not say when it would rule on the case.

BEIJING, June 17 (Xinhuanet) -- Flooding and landslides triggered by recent heavy rain have killed at least 42 people as of Wednesday in the worst hit provinces like Guangxi, Fujian and Sichuan, while 49 others are still missing.Storms are forecast to continue to sweep across most parts of South China over the next 10 days, with some areas due to receive 250mm of rain, the China Meteorological Administration said on Wednesday.The national weather forecaster said rainstorms will also hit Guizhou, Sichuan, Fujian and Guangdong the following week.The National Meteorological Center issued a yellow alert on Wednesday morning for heavy rain across parts of China. Residents wade through the waterlogged street in Nanning, southwest China's Guangxi Zhuang Autonomous Region, on June 15. NANJING, July 28 (Xinhua) -- A powerful explosion at a factory in eastern China's Nanjing City Wednesday has left at least 10 people dead and hundreds injured, including 14 critically, the city government said.Officials of the government of Nanjing, capital of Jiangsu Province, told a press conference Wednesday evening that 10 people were killed and 14 others suffered serious injuries after the blast at 10:11 a.m. ripped through an abandoned plastics factory in northern Nanjing's Xixia District.Further, more than 120 people have been hospitalized, according to the official.The death toll, which is based on the number of bodies so far recovered, could climb as rescuers are still clearing the explosion site and some injured people are reported to be in very critical condition.The blast was caused by a gas leak after a propylene pipeline was damaged as workers dismantled factory buildings of the Nanjing No. 4 Plastics Factory, said a statement from the State Administration of Work Safety (SAWS).The rescue headquarters say an excavator owned by Yangzhou Hongyuan Construction and Development Co., Ltd. hit a a pipe of 159 mm in diameter.The gas leak started at 9:56 a.m. and explosion occurred at 10:11 a.m.Gas supply was cut off a minute later, said Liu Zhaohua, deputy head of Nanjin's work safety bureau.The excavator operator, whose identity was not revealed, has been held by police for investigation.The explosion occurred when a motorist started a car engine at the scene, igniting the leaking gas, the SAWS statement said, without saying if the motorist was among the victims.Some rescuers and repairmen who had come to handle the gas leak may have died in the explosion, the headquarters said.
