(KGTV) - Neighbors say several aggressive coyotes are treating some South Bay parks as their hunting ground, attacking pets of all sizes.Along East Naples Street, surveillance video captured a hard-to-watch scene a few weeks ago in Patty Prescott's yard: a coyote toying with a feral kitten that Prescott was caring for."I ran out of the house. I started yelling, waving my arms. That's when the coyote dropped the kitten," said Prescott.Sadly, the kitten died. Prescott says coyote sightings have surged in the neighborhood, with more than six pets killed in the last month. Just to the south, at Max Field, home to little league fields, neighbors have been reporting several aggressive coyotes roaming the baseball fields and nearby Loma Verde Park since the start of the pandemic."Frightening. No fear of people. You make noise, and they take a step back and then stare you down. Now they're coming out earlier, throughout the day, any time throughout the day. They're searching and looking," said neighbor Rachel Morineau.Park goers say the coyotes are going after dogs of all sizes. In late May, cellphone video showed one of the coyotes leaping a park fence and attacking a large pit bull, before its owner chased it off.The coyotes' behavior has unnerved neighbors."I don't feel safe, even in my front yard," said Prescott.A group of neighbors has banned together, starting a Gofundme campaign to address the issue. Their concerns grabbed the attention of City Councilman Mike Diaz, who secured funding to trap the coyotes. Because state laws don't allow for them to be relocated, they will be euthanized."It's not something we wanted to do, but they are getting very aggressive, and it's the only option California gives us," said Morineau.Until they're trapped, Prescott plans to defend herself and her other cats."My son sent me a pellet gun, and I plan on using it for my protection," said Prescott.Councilman Diaz says the funding will also help form a long-term plan looking at the presence of coyotes in the city. 2055

(KGTV) -- A developer wants to add 300 more units to the Otay Ranch project in Chula Vista, expanding the housing options on the 35 acre site.Baldwin and Sons, the developer behind the project, is asking for public input at a meeting Tuesday night. It's at 6:30 pm at the Residence Inn by Marriott at 2005 Centerpark Road in Chula Vista.Right now, the project, called Otay Ranch, calls for 600 multi-family units, a 2 acre park, 15,000 square feet of commercial retail and two hotels. One of the hotels opened in 2017 and construction on the 292 planned for-sale condos is underway.Now, they want to add 300 units to the plans."There's a real need for housing in this location," says Nick Lee, a spokesman for Baldwin and Sons.Under the original plans, 300 apartments would have been built, with most of them being two or three-bedroom units. The new plans call for 600 apartments, with 65% of them being either studio apartments or one-bedroom units.Lee says this will bring in more young professionals, instead of families with children. That will minmize the impact on nearby schools, which are all near capacity.People who live nearby are more concerned about the traffic problems that will come about with 1000 new homes in the area."It's unbearable," says Michelle Harrison. "I don't think anyone planned for the congestion we already see on a daily basis."Lee says the soon to open South Bay Rapid from MTS will alleviate some of the traffic problems. The apartments are a 5 minute walk to the Otay Ranch Station.He adds the developers have worked with the city and are keeping the project well within the bounds of the General Plan. Also, Lee says an updated Environmental Impact Review showed the additional housing will not create any greater impact on the area than the original plan.Lee says Tuesday's meeting will be important to find out what the people who live nearby want to see in the complex.The company hopes to have final plans approved by the City Council in the start of 2019, so construction can begin as soon as possible. 2079

(KGTV)- The Chula Vista Police Department is debuting a first-of-its-kind program allowing officers to listen in on 911 calls in real time.If you live in Chula Vista and need to call to 911, there's a good chance the person who takes your call won't be the only one listening."Essentially the community is talking directly to officers and getting that information relayed to them immediately," said Lt. Don Redmond, who oversaw the project.The brainchild of a Chula Vista police officer, the department partnered with HigherGround, a dispatch software company, to create Live 911, which allows officers to hear 911 calls inside their vehicles. Here's how it works. Patrol officers can pick an area near them - say a half-mile radius - and listen to any 911 call as it comes in."They're hearing real-time information, as opposed to the inherent delays in dispatching," said Lt. Redmond.Right now, 911 calls are taken by a person who inputs information. A dispatcher reads that information and radios officers to respond. Lt. Redmond says that process can take several minutes. Those minutes could become critical."If it save us two or three minutes, that could be a life that we save," said Lt. Redmond.After a six-month test, Live911 went into all police vehicles in mid-May. Already, there have been examples of quicker response times. On one occasion, an officer got to a home within a few minutes - in the middle of the 911 call - and rendered medical aid. Lt. Redmond says Live911 will also help officers respond better. Because dispatch can relay only so much information, officers in the past only got part of the picture."The officers can hear everything, they are picking up on clues that could be left out," said Lt. Redmond.Those clues could include a person's tone and urgency, and any details that could help an officer better assess or deescalate a situation."We feel like Live911 can be a game changer for law enforcement in general," said Lt. (KGTV) - Concerned citizens made their voices heard Monday night at a Sweetwater Union High School District board meeting in which the district’s financial problems are discussed.Many residents in the South Bay have expressed outrage over the district’s myriad fiscal issues, pointing specifically at the financial mismanagement of salaries and a disproportionate ratio of administrators to teachers.Data provided by public pay and pension database Transparent California, showed 1,796 Sweetwater district employees making 0,000 and above in 2017 salaries. Many of those making six figures are administrators and other non-teaching employees.In 2017, the district paid out 9.97 million in salaries and benefits to its employees. Two similarly sized school districts in California paid out nearly 20% less than SUHSD in total pay and benefits, between 5 and 3 million, according to the data. SUHSD was shown to have 2,000 more employees than the other two district; 6,391 compared to about 4,500 for the other districts.SUHSD paid over .3 million in overtime to about 841 district employees during the year.
