SAN DIEGO (KGTV) -- A San Diego family is hoping to make their way home from Mexico on Thursday after having to ride out Hurricane Delta at the hotel where they were staying. Victor Lopez is a local restaurant owner of El Pollo Grill. Lopez's family traveled to Playa Del Carmen, Mexico last week. As Hurricane Delta was approaching, they booked a flight to leave the region, but their flight was canceled as they were heading to the airport. As the hurricane was approaching, the family was moved to a hotel ballroom where they spent the night as the hurricane passed. Lopez says there were no windows in the ballroom so they could only hear the heavy rain and strong winds. Lopez admits that the ballroom was crowded and there was some concern of COVID-19, but he said the hotel staff was disinfecting constantly and everyone was wearing masks. The hurricane did little damage to the resort in Playa Del Carmen, but just 45 minutes away in Cancun's hotel zone, debris and palm fronds were scattered all over the streets. Lopez and his family are hoping to return to San Diego on Thursday afternoon. Hurricane Delta is expected to make landfall in Louisiana on Friday afternoon. 1188

SAN DIEGO (KGTV) - A San Diego law student is making parking less expensive downtown. The city approved to lower rates and extend parking hours along Third Avenue and Cedar Street on Thursday. It's no secret downtown parking is tough. "Sometimes it’s just hard to find one," said Oday Yousif. "That’s the problem. It’s never guaranteed."For students at Cal Western Law School, it's not any easier. "8 o'clock in the morning, that’s when the meters start running. That’s when most classes start; they’re already full," said Yousif. There are 26 metered spots on Third Avenue and Cedar Street right next to the school. "My bank statement is just filed 'City of San Diego parking'. .25 an hour for a max of two hours. So, after those two hours, you have to move your car or you’ll get a ticket," said Yousif.He got three tickets in one year. "They’re about 60 to 70 dollars, and then there’s a fee. I've appealed every single one I've got."Yousif wrote an email to the city to try to fix the situation. He worked on a resolution with the Downtown Parking Management Group for ten months. They proposed lowering the rate to 50 cents per hour for up to four hours of parking. "Giving us 50 cents an hour is not only beneficial to help students, but doing it at four hours is the perfect combination to help students who are just trying to have an ideal parking scenario," said Yousif. That proposal was approved unanimously by the City Transportation Engineering Division on Thursday. SAN DIEGO (KGTV) — A preliminary 5.8-magnitude earthquake struck in Inyo County, just north of Ridgecrest, on Wednesday.The quake occurred at about 10:40 a.m. in the Lone Pine area, about 60 miles north of Ridgecrest, according to the USGS. There have not been any immediate reports of injury or damage.The initial 5.8 earthquake was followed by several smaller shake-ups, ranging from magnitude 2.5 to 4.6.USGS's "Did You Feel It?" map reported the quake was felt as far away as Fresno to the north, Los Angeles to the south, and Las Vegas, Nev., to the east. There was no threat of a tsunami due to the quake, according to the National Tsunami Warning Center.The earthquake comes a day after a 7.5-magnitude quake struck Mexico's southern coastline, just east of the popular tourist destination Huatulco, Oaxaca. 822

SAN DIEGO (KGTV) - A local dreamer is fighting for a chance to see his dying grandfather in Mexico.Luis Tinoco, who was brought to the United States in 1989 when he was five-years-old, received protective status under DACA, the Deferred Action for Childhood Arrivals program enacted during the Obama Administration.In the past, DACA recipients have been allowed to travel to their country of origin during emergencies if they obtained an “advanced parole” permit from U.S. Citizenship and Immigration Services.On Thursday, Tinoco and his lawyer submitted an application at the UCIS office in Downtown San Diego. But they said it was denied.Tinoco can still apply by mail but he predicts it could be months before he gets a response.“There’s a high chance it might get accepted, but meanwhile, I don’t know what’s going to happen to my grandpa,” he said.Tinoco says he hasn’t seen his grandpa since he was five.
