SAN DIEGO (KGTV) — Some local colleges are shifting toward a new policy of getting rid of standardized test scores as an admissions requirement. The University of San Diego is one of 60 other colleges, including local Cal State and University of California campuses, now using the "test blind" policy amid a pandemic-altered high school experience and education. The SAT has been something on Laila Ellyse's mind for some time now. She says part of her concern recently has been COVID-19-related restrictions on testing group sizes."You've been hearing about it for such a long time you have to take the SAT, it's like this big bad test," Ellyse said. "The number of seats available at any given test site is now reduced because of social distancing and all of those kinds of things." Ellyse says she had to go all the way to Utah to take the test because there were no testing site options in California. Standardized testing has also become increasingly debate following the nationwide college admissions scandal, in which several parents were charged with paying to get their kids admitted to top tier colleges. That's part of the reason USD is now a test blind campus. While SAT or ACT scores can be admitted, they'll be ignored for admission. Instead, college officials will consider other factors including high school academic record and GPA, letters of recommendation, admission essays, extra-curricular involvement, work experiences, and family responsibilities.USD says it hopes the new policy will make the admissions process fair and equitable for all students and allow lower-income students who may face barriers to accessing testing an even playing field. The test blind policy may not be permanent though. UCSD is test-optional until 2022 and test blind until 2024. San Diego State and local CSU campuses are test blind for 2021 only at the moment. 1868

SAN DIEGO (KGTV) -- San Diego’s elderly population, those 85 and older, is expected to soar by more than 400 percent by 2060, according to new data from the State of California. The data means many more Californians will be faced with helping their parents at the same time they’re trying to stash money away for retirement. 10News spoke with experts to take a look at ways to manage. As the population ages, more and more San Diegans will fall into the sandwich generation. RELATED: Here's where you can get a senior discount around San Diego“It’s those folks who are taking care of their parents and putting a kid thru college,” explains Yvonne Amrine, an estate planning and elder law attorney. Amrine understands. For a decade, she financially supported her mother’s care, which totaled half a million dollars. She says the bulk of the burden falls on families. “Mostly you'll be paying out of your own pocket. Medicare does not pay for long term care.”RELATED: Making It in San Diego: Woman builds granny flat to finance retirementThe county projects the cost of long-term care to rise significantly within the next 15 years. Nursing home fees are expected to reach more than 3,000 per year for a private room by 2035. Both Amrine and Linda Urbina with Golden Care have advice for the sandwich generation: Even if you’re simultaneously helping mom and dad, stay focused on a savings plan and look into your own long-term care options. “Be proactive, talk to a financial planner, the older you get the more they will cost you. Speak with a trust attorney.”RELATED: Making It in San Diego: Getting started with your financial planningAlso be sure you’ve signed the documents giving you the ability to advocate for your parents as their needs change. “It’s very important to sit down with your parents and talk about who has medical directive, and who has power of attorney.”In California, some of the costs of care are covered under Medi-Cal. RELATED: LIST: Jobs available for retirees“It cost the state a lot less to keep people in their home, where they want to be anyway. So we're hoping that pace program will keep people at home.”And there are VA benefits for both veterans and their spouses. The combined benefit can total ,100 per month. It’s also there for the surviving spouse. “That is for any veteran who served in any war.”RELATED: Making It in San Diego: Retiree rents home to earn moneyUrbina says if a family can’t afford in-home care and they want to keep their parents at home, they can consider a reverse mortgage. “We can still honor them and provide for them without going into bankruptcy.”If selling their house is the best option, make sure you have the proper paperwork in place. “Treat your parents with dignity and respect and think about how you want your kids to talk to you.” 2819

SAN DIEGO (KGTV) - San Diego Police say their recruitment numbers are up, in part due to their innovative recruitment strategies. In a presentation at the Public Safety and Livable Neighborhoods Committee, data showed they've hired more people in 2018 compared to 2017 and 2016. "We had 63 candidates that applied for there and are in the academy, that was the largest, highest number academy we've had in 25+ years," Lt. Steve Waldheim, with SDPD's Backgrounds and Recruiting Unit said.So far this year, the department's hired 94 total officers, 15% are women. Here's the breakdown:2016: 3,229 took written exam, 137 hired2017: 3,184 took written exam, 126 hired2018: 2690 took written exam, 198 hiredWaldheim said their recruitment officers are doing a better job selecting applicants and preparing them for the hiring process, creating a lower drop off rate."The more officers we put on the street, the safer it is for the community, the faster response times we have," Waldheim said they need to fill 175 vacant positions, and to do so, they've gotten creative. Those innovative ways include everything from going to schools, military bases, Comic Con, working with the Padres to advertise and getting on social media."One of the biggest challenges is our unemployment rate," he said. San Diego County's unemployment rate remains low, hovering around 3% providing a limited pool to pull from.Once sworn in, Waldheim said there's multiple career options within the department, "helicopter, you can ride on a boat with our beach team, we have canines, motorcycles, we have detectives, investigations."He said the city's worked to increase their pay, to become competitive with other law enforcement agencies. In addition to that, SDPD upping the ante."We actually have an incentive of ,000 for any laterals who are looking to come over from another agency," he said, referring to law enforcement who wish to transfer to SDPD.If you'd like to apply to be an officer with SDPD, click here. 1997

SAN DIEGO (KGTV) -- Steve Fiorina has been at 10News for 35 years and, in that time, has covered some incredible victories. San Diego applauded when the Padres went to the World Series in '84, facing the Detroit Tigers. And again in '98 to take on the New York Yankees. No championship rings but the Pads made it to the grand stage. The Chargers hit the pinnacle with their '94 season, Super Bowl XXIX in Miami, January, 1995; San Francisco 49ers versus the San Diego Chargers.10News put out the word that we would simulate a road trip to Miami, flying into six cities you would pass through if driving the route. Chargers fans meeting us all along the way.People lining the street to welcome us and a massive rally at the high school gym.And the Chargers fight song rang out, too. The refrain repeated the next day in New Orleans.Final destination: Miami. A lopsided loss; 49ers trounced our guys, 49 to 26, but it was an electrifying time for Chargers fans.Every year the Padres home opener is a day-long party. Before Petco Park was built, we flew to Baltimore to illustrate the charm of Camden Yards; the template for our new ballpark.A personal thrill--seeing Tony Gwynn presented his 6th Silver Slugger award from another Hall of Famer; my boyhood baseball idol, the Cardinals' Stan the Man Musial.Last year, watching as a crowd of fans paid tribute to Mr. Padre. Tony's statue now gracing the Lake Poway Park near where he made his home.San Diego cherishes it's military; the Padres inviting and saluting our service men and women. And who can forget the pageantry of Opening Day at Del Mar Racetrack?Comic Con is magnificent! Almost a week of fun and fantasy every summer.Let's go back to 1985, when the Christian Emergency Relief Team out of Carlsbad invited us along on a mission of mercy. Flying to Honduras, along the border during the Nicaraguan War. These Angels of the Jungle built a hospital and treated these fragile refugees. There are angels out in force every spring at the Embarcadero Marina Park North. The Celebration of Champions honors the doctors and nurses at Rady Children's Hospital and raises the spirits of hundreds of children and their families fighting to live healthy, happy lives. Sports figures and media types running with these champions and honoring those tearfully paying homage to the ones who've passed. It's an emotional day.4th of July is a blast! Thousands descend on Scripps Ranch each year. Snow Summit was a bit colder but a fabulous time as well. Finally we remember a little Lakeside girl: an Angel in Heaven, Hero on Earth, Forever in our Hearts. Kiera Larsen was ten years old when the family SUV began rolling down the driveway toward her playmates. She ran over and pushed two younger friends to safety but was crushed to death herself. Kiera was recognized with a Carnegie Hero medal and a personal letter from then President Barack Obama. We celebrate Kiera. 2918
