OCEANSIDE, Calif. (KGTV) — Neighbors in North County call this "Taking Back Oceanside.""We need to cite, we need to ticket, arrest when possible," said Andrew Andrioff. It's a response to a growing homeless population that's leaving neighbors frightened and frustrated. The San Luis Rey riverbed is covered with needles, tents, trash and shopping carts. Andrioff is behind the movement to change that. He was among dozens of people who addressed city council Wednesday night. "Our concern is that we’re attracting habitual vagrants to Oceanside through these services," said Andrioff. "we don’t want to enable these people to continue to their criminal and drug-addicted lives."Councilwoman Esther Sanchez says the city has three homeless outreach teams but they need more help. "This really is a regional problem, whatever one city does everyone is going to want to go there so we all have to go at the same time," said Sanchez. The problem has only gotten worse since the city is forced to take in more people than it can handle. "Are we going to really be responsible for Orange County cities that are cleaning out the river and giving them one-way tickets to Oceanside?" said Sanchez. "I really think what we should be pushing is a blue ribbon committee, the county, the 18 cities, as well as the state."Recommendations made to the council tonight included declaring an Emergency Shelter Crisis and increasing police enforcement. Ohio State announced that it has canceled its Saturday matchup against Illinois after head coach Ryan Day tested positive for the coronavirus, OSU announced on Friday. Day is the second head coach of a Top 5 team to come down with the virus in recent days.Ohio State confirmed that there has been an increase in the number of coronavirus cases in the athletics program, but declined to say how many have tested positive. Ohio State was slated to leave Columbus on Friday, but after Day and other unnamed members of the team tested positive for COVID-19, the team conducted more testing with the hopes of traveling to Illinois on Saturday hours before kickoff. Earlier this week, Alabama head coach Nick Saban announced he tested positive for the coronavirus, and would not be in attendance for the No. 1-ranked Crimson Tide’s contest against Auburn.The Big Ten requires that coaches isolate for 10 days following a positive coronavirus test. It’s unclear exactly when he tested positive. After tomorrow’s matchup at Illinois, Ohio State plays Michigan State on Dec. 5.The coronavirus has played havoc on the college football schedule in recent weeks.One other Big Ten matchup has already been canceled this week, a contest between Minnesota and Wisconsin. Saturday’s game is the third Wisconsin game canceled this season.Ohio State had a matchup wiped out two weeks ago against Maryland.“We have continued to experience an increase in positive tests over the course of this week,” Smith said. “The health, safety and well-being of our student-athlete is our main concern, and our decisions on their welfare will continue to be guided by our medical staff.” 1665
Notre Dame became the second college this week to cancel in-person classes and move online because of a spike in coronavirus cases on campus.During an address to students Tuesday, Notre Dame President Rev. John Jenkins said the spike was likely from off-campus gatherings in the last week, according to the school’s contact tracing efforts.Every student at Notre Dame, roughly 12,000, was tested before they returned to campus to start class on August 10, and there were just 33 students who tested positive according to the school.Just a week later, on Monday, of 927 students who were tested, 147 were positive for the coronavirus.“For at least the next two weeks we will move undergraduate classes to remote instruction, close public spaces on campus, and restrict resident halls to residents only,” Rev. Jenkins told students.Students living off-campus are urged to remain there and only allow roommates into their dwelling.Rev. Jenkins also said student gatherings will be limited to only ten people. The previous limit when school started last week was 20 people.“If these steps are not successful, we will have to send students home,” Rev. Jenkins said.The University of North Carolina also announced this week they would be transitioning to remote learning following a spike in positive coronavirus tests on campus.The university reported 129 confirmed COVID-19 cases last week, and a jump in its positivity rate from 2.8% to 13.6%. The university said it has tested 954 students with 177 in isolation and 349 in quarantine. The university said that most of the infected students have mild symptoms.Also on Tuesday, Michigan State University pushed back their start date and announced they will be doing remote learning as well. In a statement posted by MSU's president, the school did not cite a specific spike in their area, but rather what they are seeing at other institutions as they return to campus. "It has become evident to me that, despite our best efforts and strong planning, it is unlikely we can prevent widespread transmission of COVID-19 between students if our undergraduates return to campus," the statement from President Samuel Stanley Jr., M.D., reads. On Friday afternoon, the US Centers for Disease Control and Prevention expanded it's warning to consumers to cover all types of romaine lettuce, now including whole heads and hearts of romaine lettuce, in addition to chopped romaine and salads and salad mixes containing romaine.Romaine lettuce has been linked to the growing number of people hospitalized due to a multistate E. coli outbreak. 53 people have been infected with the outbreak strain of E. coli in 16 states since March 13, the CDC said. Thirty-one of those ill have been hospitalized. Five of them developed a type of kidney failure associated with an E. coli illness called hemolytic uremic syndrome, which can be life-threatening.
