SAN DIEGO (KGTV) — California is "getting closer" to issuing guidance on how and when to reopen theme parks across the state during the coronavirus pandemic.Wednesday, Gov. Gavin Newsom said the state is still working on preparing guidance on when and how theme parks across the state can reopen while fighting the spread of COVID-19.“We will make determinations in real-time for theme parks, amusement parks, and the like,” Newsom said. “There’s still many areas where we are open-ended in terms of our negotiation, making progress, and advancing in the same space.”Newsom added the state is “getting closer to concluding when and how to safely reopen those sectors.”Legoland California, Disneyland and California Adventure, Knott’s Berry Farm, Six Flags Magic Mountain, and Universal Studios Hollywood have each been shuttered since mid-March after stay-at-home orders were issued for the state.Downtown Disney and Universal CityWalk have reopened outside their respective theme parks with modifications.SeaWorld San Diego reopened last month on a limited basis, requiring reservations for visitors and limited access to exhibits. SAN DIEGO (KGTV) - Border officials say they have received enough funding to replace 100 miles of border fencing along the U.S.-Mexico border.The Trump Administration will put forth about .6 billion through the 2018 Congressional appropriations.  The new border wall provides a comprehensive system of wall, lighting, and technologies, Acting Commissioner Ronald Vitiello said during a press conference Friday.In San Diego, a total of 28 miles of border barrier will be replaced. Fourteen miles of "dilapidated" border wall constructed with landing mats will be replaced with new steel bollard wall, according to Vitiello. Another 14 miles of secondary barrier inside San Diego will also be replaced.RELATED: President Trump says San Diego 'desperately' wants a border wall while touring prototypesIn Calexico, officials are on schedule to build a new 30-foot high wall, replacing two miles of pedestrian barrier, Vitiello said."We appreciate this down payment for our needs," Vitiello told reporters but added the appropriations do not fully fund their needs in other critical locations.The wall system being installed will not utilize the prototypes President Donald Trump recently visited the San Diego area to inspect. SAN DIEGO (KGTV) -- Beaches in San Diego are expected to be packed for the Fourth of July weekend as other nearby counties shut down their beaches over coronavirus concerns.Local law enforcement agencies are prepared for the influx in beachgoers, but many are hoping and wondering if people will follow San Diego County’s facial covering and social distancing requirements.On Friday, ABC 10News crews observed visitors at Mission Beach keeping their distance from each other and most of them wearing facial coverings.Many visitors came to the beach early to secure spots for what will likely be a busy weekend.The Cotus family, visiting San Diego from Arizona, heard about Gov. Gavin Newsom closing beaches where coronavirus numbers are rising. But the family took the chance that San Diego beaches would stay open.“We figured this morning we got the kids up. OK, let’s take a chance; either we can get to the beach or we can’t. If not, there’s a pool at the hotel,” Edward Cotus said.Law enforcement agencies said they will be out this weekend reminding people about the rules. However, they say it will be up to the public to follow them.The Cotus family said they understand why people don’t like wearing the face coverings, but they believe it’s everyone’s responsibility to do their part in controlling the spread of this virus.“We all have to be responsible and just try to really implement social distancing on our own. SAN DIEGO (KGTV) - At least six employees with the VA San Diego Healthcare System counseling center have tested positive for the coronavirus.On Thursday, 10News spoke with several people who work at the location. The employees we spoke with said when people started having symptoms, they asked to work from home but were told to keep showing up.Too afraid to use their names or participate in any type of recorded interview for fear of retaliation from officials at the VA, the employees detailed their concerns over the phone. RELATED: Six San Diego VA employees test positive for coronavirusOne person told 10News, “We were begging for about two weeks to do telework.”Another employee said, “We were reporting cases of potential COVID (COVID-19) and asking for telework to quarantine and keep safe, and the answers we got back were, ‘We'll look into that.’” The employees tell 10News they work with homeless veterans and veterans with histories of chronic homelessness. Employees point to one sent last week where the director wrote, “You may have seen news reports about increased telework opportunities for federal employees. Although some of you may have duties that could be performed remotely and would like to telework, at this time we need all employees who can work, to be present at their worksite.”At Wednesday's press conference with the County of San Diego, 10News asked county leaders if they aware of the cases at the VA office."The cases that are at that location are known to us and we are under an active investigation with the staff at that site," officials said. Per CDC guidance and VA protocols, individuals known to be at risk for a COVID-19 infection are immediately isolated to prevent potential spread to others.”Team 10 reached out to the VA spokesperson Thursday afternoon with additional questions regarding the allegations from employees.
