DEL MAR (KGTV): The Del Mar Racetrack will open it's fall season Friday afternoon, it's the fifth year of the Bing Crosby Racing Season."You got 16 days to basically, do everything," says CEO Joe Harper.The shorter season features smaller crowds and smaller fields, but trainer Peter Miller says that's part of its charm."It's easy to get a drink. It's easy to get a bet down. It's easy to watch the races. It's better," he says. "And it's better to train the horses on this kind of a laid back, easy going situation."Miller's horses won 31 races at Del Mar over the summer. He hopes to have similar success over the next month.Around the track, Harper says betters can have success by getting more access to horses and betting lines."It's a short meet. It's full of good horses and good racing. It's a local's meet, which I love, a little less hectic than the summer," says Harper.The track has 16 days of racing planned, and every day has some kind of theme, festival or concert. Though the numbers sound large, advocates say it will only make a dent as it is up to the states to decide how much of the leftover money they want to allocate to rent help.“Part of [the problem] is that even before the pandemic, so in February, millions people were already struggling to pay their rent,” said Martha Gomez, a principal researcher with the Urban Institute, a public policy think-tank.According to the National Low-Income Housing Coalition, 18.7 million Americans were struggling to pay rent prior to the pandemic with more than a third of those people, or 7.7 million, spending half of their income on rent each month. Gomez says nothing will help the situation as much as another stimulus package, which Congress has recently said would be its top priority this month.“The protections that are in place now for renters are really important but ultimately an infusion of cash from the federal government to allow other states and local assistance programs to meet the level of need,” said Gomez.In September, the CDC enacted an eviction moratorium that gave renters struggling to pay their monthly due some breathing room. The moratorium allowed landlords to file eviction cases in courts, but prevented law enforcement from carrying out eviction orders. When the moratorium ends on December 31, some activists worry there will be a large number of eviction orders carried out at once.“We may end up on January 1, 2021 with thousands of potential eviction orders,” said Carey DeGenaro, a lawyer with the COVID-19 Eviction Defense Project.She says the CDC’s eviction moratorium is a bandage, as it delays the negative outcome, but is not a solution, as it does not address the problem of lost income. She says using the time you have in your place before the moratorium ends could offer more negotiating opportunities with landlords. Deputies say a woman attacked a mother and daughter on a Greyhound bus that had departed from Las Vegas. According to investigators, three strangers helped to save the child's life.The bus left Las Vegas shortly after 7 a.m. Monday and was headed to San Francisco. Teresa Ann Andrade Madrigal attacked the mother and child, just 45 minutes after leaving the station in Bakersfield, authorities report."The lady had the baby in her hand," said one passenger, "...and next thing I know, I heard she has a knife."Investigators say Madrigal appeared to be delusional. They say Madrigal grabbed the child around the neck and held her at knife point. That's when the child's mother started to fight the attacker.Soon, the bus driver and two other passengers jumped into action. The mother was stabbed in the abdomen. The men were able to help get the child  away from the suspect.In total, five people were hurt. We're told Madrigal, who was speaking to herself, was initially asked to get off the bus. The driver felt that it was safe to let the woman back on the bus after speaking with her outside.Right now, the investigation into this incident is ongoing. Investigators say Madrigal also stabbed herself. The child's mother, who has not been identified, had surgery on Monday.  She is expected to make a full recovery. DEL MAR (KGTV) — For the first time, researchers set up receivers along San Diego coast with the ability to record when sharks are near. California State University Long Beach spent Wednesday working with Del Mar lifeguards as they dropped three receivers along the coast and tried tagging sharks nearby. Unfortunately, no sharks were tagged.Chris Lowe, with Shark Lab, tells 10News, “we just got money from the state to expand it throughout all of California.” They have receivers from Avila to the Mexico border but none located between Oceanside and La Jolla."This is a big gap for us,” Lowe says.Each receiver collects data from any tagged shark within 500 yards of the device. The receiver logs the time, date and is able to identify the exact shark based on the scanned tag. For a decade, CSU Long Beach has been studying the patterns of sharks and working to collect enough data to eventually predict where sharks will be at certain times of the year. 967
