If California electric utility PG&E is responsible for California's wildfires, it may not be able to afford the payouts it would owe.PG&E disclosed in a regulatory filing Tuesday that it "experienced an outage" on a transmission line in Butte County at 6:15 a.m. on November 8 -- just 15 minutes before the Camp Fire that has so far claimed 48 lives broke out.PG&E said the cause of the fire is still under investigation. PG&E said in the filing that the California Department of Forestry and Fire Protection estimates the fire won't be fully contained until November 30.The damages alone could cost up to .8 billion. according to a report from Moody's this week.PG&E may not have enough to cover the cost that, let alone any legal fees or fines it might have to pay. The utility said in its filing that it currently has .46 billion in cash after borrowing from an existing revolving credit line.Shares of PG&E (PCG) plunged more than 30% Wednesday following this disclosure and were briefly halted for volatility. The stock has now fallen by half since the Camp Fire began.The utility could need another bailout from the state of California if it's found to be liable for the Camp Fire.Governor Jerry Brown signed a bill in September that lets PG&E issue bonds backed by surcharges from the utility's customers. Those bonds would help pay for damages tied to deadly California wildfires in October 2017 caused by faulty PG&E equipment.The bill allows for the possibility that utilities could issue similar bonds for future fires, but that is not guaranteed.PG&E already faces one lawsuit on behalf of victims of the Camp Fire.A group of law firms that has dubbed itself the Northern California Fire Lawyers filed a suit Tuesday on behalf of Camp Fire survivors.The firms allege in the suit that "PG&E was negligent in failing to maintain its infrastructure and properly inspect and manage its power transmission lines." 2507

IMPERIAL BEACH, Calif. (KGTV) - Surveillance cameras captured a bizarre and dangerous accident in the South Bay. Darell Salondaguit has twelve surveillance cameras posted around his home at the corner of 15th Street and Imperial Beach Boulevard. He was taking a shower around eleven p.m. Monday when he heard a noise. "We heard a really big thud and thought it was cats in the backyard," said Salondaguit.When he woke up Tuesday morning, he discovered his wooden fence, potted plants, and palm tree were severely damaged. When he played back his cameras, he was shocked at what he saw. "Just a tire flying across from over there, crashing through here," described Salondaguit.The tire flew off of a car on Imperial Beach Boulevard, rolled across 15th Street and crashed through his fence. The cameras also show a man and a woman, casually step over the damaged fence, pick up the tire and leave."They had to come through the yard and get their tire, they didn't bother knocking or anything," said Salondaguit.He filed a report with the Sheriff's Department and hopes the people responsible will come forward."It was like really scary, cause I tend to check the plants at nighttime to see if they're properly watered because we have an automatic watering system. In advance of hurricane season, Florida Power and Light is reviewing plans to make sure power is restored quickly after a storm. This week the company is holding its annual storm drill, simulating a Category 3 hurricane. During the drill, the company says it is incorporating lessons learned from Hurricane Irma, which knocked out power to 6.7 million electrical customers, according to the U.S. Energy Information Administration (EIA).EIA reports the rate of electric service restoration following Hurricane Irma was faster than Hurricane Wilma in 2005. Five days after Irma’s landfall, the share of customers without power had fallen from a peak of 64 percent down to 18 percent -- a recovery rate of about 9 percent of customers per day.Power outages during Wilma declined from 36 percent of customers to 16 percent by the fifth day after landfall. This is an average recovery rate of about 4 percent of customers per day. FPL credits the improvement to money spent on infrastructure improvements. Since 2006, more than 860 main power lines were hardened; within the next five to seven years FPL wants to harden all of them.Strengthened power lines perform approximately 40 percent better than non-strengthened lines, FPL said.This year, FPL plans to undertake the following additional initiatives to improve the reliabilityof service: 1416
