SAN DIEGO (KGTV) -- Thousands of refugees, immigrants and asylum seekers are finding a place to stay through the Safe Harbors Network, an organization which got its start at the Christ United Methodist Church in Normal Heights. Pastor Bill Jenkins began giving shelter to Haitian refugees back in 2009. And for quite a while the church was the only immigrant welcoming shelter in southern California. Eventually, the Safe Harbors Network was created. It's a growing collection of churches, organizations, and individuals that house refugees, immigrants and asylum seekers. Pastor Jenkins says he's seen an explosion of interest from people wanting to help in recent months after Trump's zero-tolerance immigration policy went into effect. Safe Harbors works in cooperation with ICE to give shelter to people awaiting their day in court.   886

SAN DIEO (KGTV) - Parole agents checked on child sex offenders Thursday night to ensure they were in compliance, as part of the 26th Annual Operation Boo.10News rode along with California Department of Corrections and Rehabilitation Agents who went knocking on 7 doors Halloween night."The gates were closed, the lights were turned off, they kind of know what is expected of them," Parole Agent Matthew Holmes said. Some of the stops took us to National City, City Heights, even a marina where a house boat was docked."Most of the time they're compliant, occasionally somebody has to go back to jail, but we just try to hold them accountable for their conditions," Holmes said. That means no alcohol, drugs, weapons, or pornography.Thursday night everyone checked out.One parolee told 10News he's excited to take the next step after his release, "I feel fantastic, the program is great, State Parole is great. It's definitely worth it. I think all this tax payers expense, they're getting their money's worth, I'll tell you that."Operation Boo is just a small part of agents' role of checking in on parolees. Wednesday five parolees were arrested for being out of compliance. 1181

SAN FRANCISCO (AP) — A small wildfire broke out Sunday morning near Vallejo (vuh-LAY'-ho) with flames coming dangerously close to homes and forcing a college to evacuate at the northeast end of San Francisco Bay.A live broadcast on KGO-TV shows the fire on both sides of Interstate 80 and homeowners using hoses on a hillside to try and fight it.The fire forced the freeway to close and the California State University Maritime Academy to issue an evacuation order. The wildfire halted traffic at the Carquinez Bridge toll booth as the freeway became shrouded in thick smoke.Vallejo is 55 miles (88.5 kilometers) south of Geyserville where a massive wildfire forced 180,000 people to flee their communities. 714

SAN DIEGO, Calif. (KGTV) -- San Diegans have a new opportunity to go back to school without fear of being saddled with student loan debt. The San Diego Workforce Partnership and U.C. San Diego Extension are teaming up to create what's called an income share agreement. Here's how it works:People complete a roughly yearlong certificate program in digital marketing, business intelligence, front-end web design or java programming at UCSD Extension. The fund will front the student's entire tuition, plus support services to total about ,500. Grads only make payments on it if they have a job that pays at least ,000 a year. "Once you get a foothold in some of these jobs, your salary potential grows even faster," said Andy Hall, chief operating officer of the San Diego Workforce Partnership. Grads would be billed 6 to 8 percent of their pre-tax salary per month, but they'd never pay more than ,500. Plus, all payments top after three to five years. The idea is that the most successful grads can fund the next generation of those looking to retrain.Google.org, Strada Education Network and the James Irvine Foundation are backing the program, along with an anonymous donor. SAN DIEGO (KGTV) - A mountain biker wants to warn people about visiting the Tecolote Canyon Nature Trail. He tells 10News he had a disturbing encounter there with a man carrying a knife. Mike Hayes was feet from a trail entrance in Tecolote Canyon off Mt Acadia Boulevard when he was approached by a strange man on Sunday. Hayes says he was walking his bike near the man - a transient in his 20s, dressed in camouflage - when the man suddenly came forward and asked if Hayes was stalking him.  When Hayes said no, the man got agitated and had a look with "Charles Manson eyes." "Next thing you know, he has a knife in his hand and an angry look," said Hayes. "And he says 'If you follow me, I'm going to cut you.'"Hayes says he backed away slowly, got on his bike and rode off, while the man walked his bike away.     875
