BEIJING, Aug. 7 (Xinhua) -- Prosecutors will have to obtain approval from a higher-level prosecutorate before they order arrest warrants for suspects accused of defamation, officials with China's Supreme People's Procuratorate (SPP) announced Saturday.The move came only days after police of Suichang County in Zhejiang Province canceled a warrant for Qiu Ziming, a reporter from the Economic Observer News, who was accused of defamation by a publicly-listed company.The quality of handling criminal cases is the "lifeline" of the work in investigating, supervising and examining police applications to arrest persons implicated in a crime, according to a statement issued by the SPP."To issue low-quality or even incorrect arrest warrants not only violates people's legitimate rights, but also severely undermines the credibility of prosecuting authorities and tarnishes the image of the Communist Party of China and the government," it says.China's Criminal Procedural Law delegated different responsibilities to the three branches of the justice system -- the courts, the prosecutors and the police. Before formally issuing an arrest warrant, prosecutors are required to examine police applications and investigations.In Qiu's case, the reporter had been wanted by the police of Suichang after Zhejiang Kan Specialty Material Co., Ltd. (Kan) accused him of defaming the company by reporting fabricated stories.However, police of Lishui City, which administers Suichang, ordered the county's public security bureau to cancel the warrant for Qiu after a review found the warrant failed to meet statutory requirements.

MANILA, Aug. 26 (Xinhua) -- The Philippine government's high- level delegation to Beijing and the Hong Kong Special Administrative Region to brief the Chinese side the hijack crisis was postponed and would be reset soon, senior government official said Thursday.Presidential Spokesperson Edwin Lacierda, quoting the Department of Foreign Affairs as telling reporters that the Philippine government is "awaiting for the confirmation of the Chinese side on the arrangement that will ensure that the mission of the planned visit is achieved."He added that appropriate announcement will be made when the visit will take place.Earlier, Philippine authorities said the high-level delegation composed of Vice-President Jejomar Binay, Department of Foreign Affairs Secretary Alberto Romulo and Lacierda were supposed to leave for Beijing on Thursday and then proceed to Hong Kong on Friday.The officials will personally deliver President Benigno Aquino III's messages when meeting with Chinese leaders in Beijing and Hong Kong.The hostage crisis in Manila, involving a 21-member Hong Kong tour group, ended on Monday night with eight hostages killed and several others injured. The dismissed Filipino police officer, who hijacked the tour bus, was also killed during the police assault.President Bengigno Aquino has said the Monday's hostage-taking drama was "ghastly" and admitted there were "many failures". Aquino and other officials have promised a full investigation. Interior Secretary Jessie Robredo, who is in charge of the national police, has acknowledged there were problems with how the crisis was handled, including inadequacies in preparation, equipment and training.Residents in Hong Kong expressed outrage at the Philippine government's handling of the day-long bus siege. Echoing calls by the central government in Beijing, Chief Executive Donald Tsang Yam-Kuen and Financial Secretary Henry Tang Ying-yen have demanded Manila "conduct a comprehensive, thorough and impartial investigation".

  

CHANGSHA, Aug. 2 (Xinhua) -- Ten people have been confirmed dead after two manganese mines in central China's Hunan Province were flooded two weeks ago, local authorities said Monday.Water gushed into the two mine pits run by Leixin Mining Development Co. and Wenhua Manganese Co. in Huayuan County of Xiangxi Tujia-Miao Autonomous Prefecture at about 6:10 p.m. on July 20, trapping a total of 13 miners underground.Rescuers pulled three miners alive out of the mines on July 29 and sent them to hospital. Currently, they are in stable condition, a spokesman with the Hunan Provincial Work Safety Administration said Monday.Rescuers had earlier retrieved seven bodies, and they found the last three bodies on Sunday morning, the spokesman said.Local authorities are further investigating the cause of the accident, he added.
