SPRING VALLEY (KGTV) -- Some neighbors in Spring Valley want the county to do more to address the large cluster of homeless tents at Lamar Park. Residents say the park’s homeless population has skyrocketed in recent months. At least two dozen tents lined Bancroft Drive outside the park gates Tuesday morning.“Our heart goes out to the homeless people, but when there’s drugs going on, people finding needles, the dogs are running loose, you can’t even bring your kids over to enjoy the park,” said neighbor Joe Fearce.RELATED: Del Mar neighbors aid woman living in car with 300 pet ratsThe county has posted signs saying it will clear the park January 13 for a major cleaning, but Fearce and other residents say that tactic has failed before.“They came in two or three Tuesdays ago. They cleaned everything out. By 3 o’clock, [the homeless people] were all back and then some,” Fearce said. “They know they can’t be arrested if there’s nowhere for them to go.”Last month, the U.S. Supreme Court solidified a lower court’s ruling that protects the rights of homeless people to camp in parks or on sidewalks if there is no other shelter available. South Floridians breathed a collective sigh of relief on Sunday as Tropical Storm Isaias made a minimal impact as it traveled up the state's east coast.Once a hurricane, Isaias weakened into a tropical storm as it made landfall over the Bahamas on Saturday. And while the storm brought heavy rain, wind and storm surge to the Sunshine State, it never officially made landfall.Scripps station WPTV in Palm Beach reports that Tropical Storm Isaias caused some power outages in the area and caused rip tides off area beaches, but spared the region of major damage.Now, Isaias has its sights set on the Carolinas. In a 5 a.m. update on Monday, the National Hurricane Center said that the storm is expected to regain hurricane strength before reaching the Carolina coast early Tuesday morning. The agency said coastal areas near the North and South Carolina border could see "life-threatening storm surge."Isaias is also expected to bring flash-flood-causing rains to the Carolinas and the mid-Atlantic through the early part of this week. The Korean Central News Agency says Chairman Kim Jong Un observed the firing of the weapon Wednesday by the Academy of Defense Science.The agency reports that Kim said “the development of the weapon system serves as an event of very weighty significance in increasing the combat power of the People’s Army.”The agency says Kim mounted an observation post to learn about the test-fire of the new-type tactical guided weapon and guide the test-fire.The announcement came after reports of new activity at a North Korean missile research center and long-range rocket site where the North is believed to build long-range missiles targeting the U.S. mainland.The White House said it was aware of the report and had no comment.The Associated Press could not immediately and independently verify North Korea’s claim. 925
