SAN DIEGO (KGTV) - Court services are being drastically reduced due to the Covid-19 pandemic, which affects both civil and criminal proceedings. The closure will last until April 3rd.“My fear is that we’re going to have situations where individuals are going to stay in custody longer than what the law permits,” said David P. Shapiro, a criminal defense attorney. “What happens to the individuals who are in custody who have a future court date?”By law, you should have your first court appearance within 48 hours after your arrest. That excludes weekends and holidays, according to a spokesperson with the District Attorney’s Office.“We are in constant meetings with the court and the Public Defender and the Sheriff, our law enforcement partners,” said District Attorney Summer Stephan.Stephan said they have dealt with closures, such as during our past major wildfires. They are working on a system to review criminal cases to see who is suitable for community release.“This is an evolving process, but what we’re trying to do is to maintain due process in the time of crisis,” Stephan said.A Sheriff’s Department spokesperson told 10News they are “working with the District Attorney’s Office and evaluating the impact” the court closures might have.“I was personally hoping they would have an emergency department available through all this just for arraignments, just for in-custody arraignments. SAN DIEGO (KGTV) -- California state officials have issued their COVID-19 guidelines for gathering during the holidays. With less than two weeks until Thanksgiving, the guidelines include things like physical distancing and wearing a mask when not eating or drinking. There are specific guidelines for counties in the purple tier, like San Diego County. Counties in the purple tier are required to gather outdoors. Health officials recommend no more than three households and limiting the gathering to two hours or less. Infectious disease specialists say the guidelines are strict, but necessary to slow the spread of the virus. Other recommendations include having guests frequently wash their hands and having only one person serve food and beverages, with a mask on. Older and at-risk individuals are advised not to attend. SAN DIEGO (KGTV) -- County health officials have identified the woman who may have come into contact with a bat that tested positive for rabies at the San Diego Zoo Safari Park.According to the County of San Diego Health and Human Services Agency, one person, and possible others, were exposed to rabies on September 6.The county says a bat was seen flying around a previously unidentified woman around 11:30 a.m. at the Mombasa Cooker at Nairobi Village.The bat was later collected and submitted to health officials for testing. It was later determined that the bat was infected with rabies.The agency says the bat wasn’t part of the park’s collection of animals."Any other visitors who may have come in direct contact with a bat at the location and time described below should contact County Health and Human Services," the agency said. 847

SAN DIEGO (KGTV) -- At least one San Diego woman is a part of thousands who've volunteered to participate in a human challenge trial to find a vaccine for COVID-19. April Simpkins is a healthy 29-year-old. Simpkins said she felt helpless watching as the pandemic spread around the world, until she heard about 1 Day Sooner while listening to a podcast. 1 Day Sooner is an organization that advocates for volunteers willing to participate in a human challenge trial. The trial means being infected with COVID-19 in hopes of speeding up the process for a vaccine. The trial is restricted to young and healthy people. So far, there is no plan for any human challenge trials to fight COVID-19, but over 30,000 thousand people, from over 140 countries, have signed up to volunteer. The hope is to have the list of volunteers ready, if and when such a trial is approved.
