SAN DIEGO (CNS) - For the second day in a row, San Diego County public health officials reported a case rate of fewer than 100 positive COVID-19 tests per 100,000 people, indicating things may be improving locally with regard to the pandemic.If the case rate -- which was 96.5 per 100,000 people on Thursday -- stays below 100 on Friday, the county will officially be off the state's monitoring list. After an additional 14 consecutive days below that number, some schools with students in grades 7-12 could potentially reopen for in- person teaching, depending on individual school district metrics. Theoretically, if current trends continue, students could be in school by Aug. 28.Additionally, 48 elementary schools have filed waivers with the county to return to school early.While signs look positive for the region, County Supervisor Nathan Fletcher warned county residents against getting complacent."We are seeing progress, but we are in the middle of a marathon, not a sprint to the finish line right in front of us," he said Thursday. SAN DIEGO (CNS) - Narcotics officers raided a Hillcrest smoke shop and arrested a clerk suspected of possessing a third of a pound of the synthetic drug spice and nearly ,000 in cash, authorities said Thursday.The raid Tuesday at Godfather Smoke Shop in the 3500 block of Fifth Avenue resulted in the arrest of 55-year-old Loay Lawrence, who's also suspected of possessing 375 pills of the synthetic drug Kratom.Both spice and Kratom are banned under the city of San Diego's synthetic drug ordinance, which was enacted in June of last year "in response to a high number of synthetic drug related overdoses," San Diego police Narcotics Unit Lt. Duncan Hunter -- to illegally spending hundreds of thousands of dollars in campaign funds for personal purposes, was sentenced Monday to eight months of home confinement, slated to begin immediately, and three years probation.The former East County congressman's wife, who also acted as his campaign manager during much of the time the pair improperly spent campaign funds on personal expenditures, pleaded guilty to a conspiracy charge more than a year ago.Duncan Hunter pleaded guilty about six months later, then resigned from Congress the following month. He was sentenced in March to 11 months in federal prison, but has yet to serve any of his term as the COVID-19 pandemic led to a postponement of his self-surrender date. SAN DIEGO (CNS) - A newly formed steering committee is working to drastically reduce the number of hepatitis C cases in San Diego County, it was announced Monday. The county's Health and Human Services Agency and the American Liver Foundation-Pacific Coast Division oversee the Eliminate Hepatitis C San Diego County Initiative steering committee, which also includes members of the public and private medical communities. The aim is to reduce new hepatitis C infections in the county by 80 percent and deaths by 65 percent by 2030. ``By joining forces and strengthening our local efforts, we expect to eliminate this curable disease as a public health threat and improve longevity and quality of life for people living with hepatitis C,'' said Dr. Wilma Wooten, the county's public health officer. The Centers for Disease Control and Prevention estimates that roughly 3 1/2 million people in the U.S. have hepatitis C. The county reported 3,112 new hepatitis C cases in 2017. Most complications from the infection develop over the course of two to three decades, but acute hepatitis C infections can develop within six months after exposure. ``Most people with hepatitis C might not be aware of their infection because they do not feel ill,'' said ALF-Pacific Coast Division Executive Director Scott Suckow. Hepatitis C is generally transmitted through exposure to blood, especially among people who inject drugs and share needles. The infection can also be spread via sexual transmission, but it isn't as common as blood exposure. CDC officials recommend that people born between 1945 and 1965, current and former injection drug users, people with known exposures to hepatitis C and recipients of blood transfusions and solid organ transplants prior to July 1992 get tested for the infection. The steering committee, which met for the first time last week, plans to present its plan to reduce hepatitis C contractions and deaths to the Board of Supervisors by the end of next year. County health officials have already suggested that the expansion of testing and treatment access should be a priority for the county going forward. ``There is no vaccine to prevent hepatitis C, but there's a cure, so we'll be working with our public and private partners to try to put an end to the virus in San Diego County,'' Wooten said. 2333
