The average refund is 8, and that can go a long way for those who need it.”If San Diegans find their names on the list, they have until Oct. 26 to file a refund claim. SAN DIEGO (KGTV) -- The Trump campaign is asking for a recount in Wisconsin and there could be other recounts before this election is over. But recounts rarely flip the result of an election.From 2009 to 2019, there were 5,778 statewide general elections, according to the non-partisan group FairVote. In that span there were 31 completed recounts.Only three of the 31 recounts flipped the outcome of the race, FairVote found. Those recounts were a Washington governor’s race in 2004, an auditor’s race in Vermont in 2006, and a 2008 race in Minnesota that made Al Franken a U.S. Senator.Deb Otis, a senior research analyst with FairVote, said in all three of these cases, the original margin heading into the recount was razor thin: less than .05 percent.“We generally see a shift in votes during recounts on the order of a few hundred votes or maybe 1000 votes,” said Otis. “The margin in Wisconsin right now is around 20,000 votes. We have not seen a statewide recount shift votes anywhere near 20,000.”The most memorable recount was in Florida in 2000, in the race between George W. Bush and Al Gore. That recount shifted the margin by 1,247 votes. It was a significant shift in a race decided by just 537 votes, but it was still not enough to flip the outcome.The record for a shift is 2,567 votes, which happened in Florida’s 2018 senate race won by Rick Scott, but it was also not enough to flip the outcome. 1423

SAN DIEGO (KGTV) -- The San Diego County Medical Examiner's office released new details about the two victims, an 80-year-old man and his 9-year-old granddaughter, that were killed in a early Monday morning La Jolla house fire.Angie Keefe, her 11-year-old sister, and their father were spending the night at their grandfather's house Sunday. The girls and their grandfather were sleeping upstairs at the home on 548 Caminito La Paz, near La Jolla Parkway.The children's father told police he was "downstairs smoking by the fireplace while the decedent was asleep in his upstairs bedroom and his granddaughters were asleep in another upstairs bedroom," the county medical examiner's office said.The children's father told investigators that he poured kerosene on a t-shirt and burned it in the fireplace then fell asleep. The father said he was awoken at around 3:40 a.m. Monday when the fire spread to the living room. A neighbor called police five minutes later while the father tried putting out the fire.With the home engulfed in flames, he ran to the back of the house and yelled for the siblings to jump from the second floor. The older sister jumped into her father's arms but his 9 year-old daughter, who had autism and was non-verbal, remained in her bed.It took crews hours to put out the blaze which destroyed the home."Firemen located the remains of the decedent next to his bed and found his 9 year-old granddaughter in her bed, amongst the debris after the fire had been contained," the county medical examiner's office said. "They were both pronounced dead at the scene."The children's father suffered unspecified burn-related injuries and was taken to the hospital. The injured man's daughter accompanied him to the hospital, but there is no word on if she sustained any injuries.The county medical examiner's office said Robert Keefe and his granddaughter suffered "thermal injuries with inhalation of products of combustion." The office lists their manner of death an accident.The San Diego Police Department is handling the investigation. 2065

SAN DIEGO (KGTV) — The San Diego Padres took a dozen teens undergoing cancer treatment to Spring Training this week.After spending months in and out of Rady Children’s Hospital, the teens say they were excited to get to experience what it feels like to be a normal kid again. “I have osteosarcoma, it's a bone cancer, it was in my leg, and I recently got it is surgically removed,” says patient Nicholas Herrmann. But today, lab tests and screenings are the last things on his mind. “It sounds so fun. We get to go out with a great group of guys and a great group of girls here.”RELATED: San Diego Padres sell out Opening Day game with Manny MachadoThe teens signed their honorary contracts with the Padres and grabbed their jerseys before heading to Peoria, Arizona. For three days, they will get to meet players, attend batting practice and a game versus the Cincinnati Reds. This is the first year for the program. Parents say this trip is an excellent way for the teens to gain independence and form friendships with others. “It's so hard for them. My son is not in school, a lot of other kids aren’t in school either, so they’re not having that social interaction all the time,” says Nichole Elliott- Herrmann. “For us just to see them have fun and have a smile on their face, and not having to go into the hospital is amazing.”Parents will be staying behind for this trip. A group of caregivers, including doctors and nurses, accompanied the teens to make sure they are in good health. 1500

Your two favorite tiger cubs are ready for visitors at the San Diego Zoo Safari Park. Friday the zoo released video of the cubs enjoying their new home. The approximately 3-month-old, rescued Bengal tiger cub and his 4-month-old companion, a Sumatran tiger cub are settling in nicely at the Tull Family Tiger Trail. “The two cubs are adjusting really well to their new home,” said Lori Hieber, senior mammal keeper at the San Diego Zoo Safari Park. “They’re doing great. They act like little brothers; they play and cuddle a lot, and they squabble a bit like most brothers, but it’s all natural, healthy behavior.”The Bengal tiger cub was brought to the San Diego Zoo Safari Park on  August 23, 2017, after being confiscated by U.S. Customs and Border Protection officers during a vehicle inspection at the U.S./Mexico port of entry near San Diego. RELATED: Customs and Border Protection agents seize tiger cub at US-Mexico borderHe remains under the jurisdiction of the U.S. Fish and Wildlife Service. They are fully weaned from formula, and now eat an exclusively carnivore diet.As they continue to grow, the Bengal tiger will eventually outweigh the Sumatran tiger by about 200 pounds, given the difference between these two tiger subspecies.“We feel really fortunate to have these two cubs here,” said Hieber. “It was an unusual circumstance for us to acquire them, but we think they’re in the best possible hands, and they’re going to have a wonderful life while they’re here at Tiger Trail.” The cubs will be visible to guests daily from 9 a.m. to 12:15 p.m. They may also be seen occasionally on the Safari Park’s online Tiger Cam.Like all tigers, the critically endangered Sumatran tiger and endangered Bengal tiger subspecies face many challenges in the wild, from loss of habitat to conflicts with humans, but the biggest threat continues to be poaching. Tigers are killed by poachers who illegally sell tiger body parts, mostly for folk remedies. People can help protect wild tigers by avoiding products made with non-sustainable palm oil, an industry that harms tiger habitat; and by refusing to purchase items made from endangered wildlife. 2528
