SAN DIEGO (KGTV) – Crowds are already flocking to San Diego beaches for the Fourth of July weekend.On Friday, many people claimed their spots early at Mission Beach and Oceanside.While some were able to keep their distance from one another, many did not have on facial coverings when near other people.“The majority of them are not wearing masks, I would say at this point in time,” said Rich Stropky, Marine Safety Lieutenant for San Diego lifeguards.He said more people are expected to make their way to San Diego Saturday as other Southern California beaches will be closed.Law enforcement agencies across San Diego have said they will focus on education, rather than enforcement when someone violates the public health order.He said the parking lots at Mission Beach were full by noon Friday.“As far as the capacity for our beaches, what has limited capacity in the past is the ability to park,” he said. “How far are people willing to park and still walk to the beach? Are they going to Uber in? Are they going to do drop-offs?”Stropky urged beachgoers to talk to lifeguards if they have any questions and to follow the public health order and original beach rules.“We have our COVID safety guidelines, and we want everyone to adhere to that,” he said. “We have our beach regulations; there’s no glass, there’s no dogs between 9 and 6, there’s no camping.”There’s also a beach hazard statement in effect this weekend. SAN DIEGO (KGTV) — As cities nationwide remove landmarks named after Confederate or racially-charged figures, an online petition is demanding San Diego do the same at Mount Hope Cemetery.A Change.org petition is asking Mayor Kevin Faulconer to remove a memorial to Confederate soldiers at Mount Hope Cemetery."Why does the City of San Diego expect black citizens, literal descendants of the very people the monument celebrates enslaving, oppressing, and terrorizing, to maintain such a horrific monument?" the petition says.The petition has nearly 900 or 1,000 requested signatures.The monument was erected in 1948 on a plot owned by the United Daughters of the Confederacy, who supporters call such markers, testaments to history.Both Union and Confederate soldiers are buried in the cemetery.10news found the monument stone heavily damaged, with pieces scattered around the monument. Sources tell us the vandalism is a recent and ongoing issue.The monument isn't the only one in San Diego that has been subject to Change.org efforts. In 2017, the city removed a marker from Horton Plaza Park that commemorated the Jefferson Davis Highway, named for the Confederate leader. Fast forward to Wednesday, the city removed another marker from the park, this time commemorating Robert E. Lee Highway."Robert E. Lee Highway marker is gone. SAN DIEGO (KGTV) -- Chula Vista City Councilman Steve Padilla says he's tested positive for COVID-19.Padilla, who represents Chula Vista's District 3, made the announcement in video Saturday that was published on his Facebook page."After recently experiencing symptoms, I was diagnosed as being positive for the COVID-19 virus, also known as the coronavirus," he said.Padilla appeared in good spirits as he told viewers that he was doing "very well" and "feeling well."In a follow up statement, he described having a fever, body aches, headaches, chills, that "came on very rapidly." He noted he had come into contact with friends, colleagues, and the public over the last week."I’m in close coordination with County Public Health officials who are taking all precautions to ensure the health of people I’ve been in contact with," he said.He was recently in Santa Cruz County where he was conducting a hearing as California Coastal Commissioner."I want to remind everyone to keep a safe distance, wash hands, and look out for the elderly most at risk," he said.Padilla has previously served as Mayor of Chula Vista from 2002-2006, and is a former officer and detective with the Chula Vista Police Department.
