BEIJING - Chinese central government offices suffered a day without air-conditioning as they warmed to a campaign to cut energy consumption and improve energy efficiency, Xinhua news agency said on Wednesday. Worried that the nation cannot sustain resource-sapping growth, the central government has repeatedly ordered officials and companies to save energy. Efforts to clear the capital of pollution have taken on a new urgency with the 2008 Beijing Olympics just over a year away. SHENYANG, March 6 (Xinhua) -- A total of nine descendants of the Chinese painter Qi Baishi have made agreements with one of 19 publishers and received books worth 100,000 yuan (14,051 U.S. dollars) as compensation over copyright infringement, a local court said on Thursday.     The Chinese Drama Publishing House contacted Qi's descendants and decided to give them books worth 200,000 yuan with a 50 percent discount as compensation after the court handed down the petition paper on Feb. 26, according to Shenyang Municipal Intermediate People's Court on Thursday.     Qi's offspring will have 90 percent copyright of the pirated book "Wu Changshuo and Qi Baishi's Seal Cutting" during the next 49 years and the publishing house has the remaining ten percent, according to their agreement.     Qi's descendants sued 24 publishers for 10 million yuan (1.3 million U.S. dollars) in damages for copyright infringement in December 2007. The court accepted 19 of them.     The claims were made against publishers based in Shanghai, Chongqing and other places, according to documents from the court.     Qi Bingyi, the painter's grandson said all the art works of his grandfather should enjoy the protection of copyright for 50 years after his death in 1957, but the publishers printed, published and sold the copies of the works without permission and also failed to pay contribution fees.     The largest damages claim ranged from 100,000 yuan to more than three million yuan.     The evidence that the plaintiffs collected included more than 100 items, including books, gold coins, paintings and seals.     The court began hearing four of the suits on Feb. 25 and a decision is yet to be handed down.

The National Development and Reform Commission (NDRC) has given Blackstone Group the green light to buy into and help restructure chemicals giant BlueStar.The NDRC has formerly approved the US company's agreement to pay 0 million for a 20 percent stake in China National BlueStar (Group) Corp, the State-owned chemicals maker.According to a notice on the NDRC website, it has given its permission for BlueStar to tap Blackstone as a strategic foreign investor and carry out restructuring.Blackstone will buy a stake in BlueStar's parent company, China National Chemical Corp, or ChemChina, which will hold 80 percent of BlueStar after the deal.The move is intended to smooth BlueStar's strategic restructuring, international expansion and public listing in the future, analysts said."Attracting private equity (PE) funds can help BlueStar draw investment capital and carry out strategic reform", Cheng Lei, an analyst with Ping An Securities, said.BlueStar considered several PE funds before choosing Blackstone, the world's largest PE company. BlueStar will become the US company's first investment in China.Blackstone executives Ben Jenkins and former Hong Kong financial secretary Antony Leung have been appointed by Blackstone to serve on BlueStar's board, the company said."We forecast (they) will bring new ideas to the State-owned company and help it transform," said Fu Yunfeng, an analyst with Ping An Securities.Ren Jianxin, president of ChemChina, said he believes Blackstone has sufficient investment experience in the chemicals industry because of its involvement with Celanese and Nalco.BlueStar is thirsting for global expansion. China has launched a campaign to persuade more women to breast feed, worried that Chinese babies' development lags developed countries because they are not fed properly in their first months of life. The government is also worried about the growing use of powdered baby milk formula -- which many Chinese believe is more "modern" and better for the baby -- especially after 13 babies died of malnutrition in 2004 from being fed fake formula. "Breast milk is a necessary and ideal food for a baby, and the nutrients it contains are the most suitable for the baby's digestion and nourishment," the Health Ministry said on Wednesday in a statement on its Web site (www.moh.gov.cn). "For mothers, breast feeding is beneficial to post-partum recuperation," it added, without saying what the breast-feeding rate was in China. Chinese babies put on less weight in their first six months than babies in developed countries, the ministry said. "The main reason is parents lack scientific knowledge about feeding," it said, adding that problems caused by poor baby nutrition might include mental retardation. There was a particular problem in the countryside, where parents did not know when or how to best start introducing solid food to babies or how to balance their nutritional requirements, the ministry said. The government would spend more time promoting breast feeding and providing information as well as enforcing a ban on baby milk formula being sold or advertised in hospitals, it said. Studies around the world have shown that breast-feeding has many advantages for children including reducing infections, respiratory illnesses and diarrhea. Other studies have shown that babies who are breast-fed for the first six months of life grow better without getting too fat.
