Rip currents are currents of water that flow out from shore, potentially pulling swimmers and surfers away from land, according to the National Oceanic and Atmospheric Administration. 63 people in California died in rip currents between 1999 and 2013, second only to Florida in fatalities. You can greatly increase your chances of survival by swimming at a beach with lifeguards, the USLA says. Video sent to 10News by a viewer shows smoke billowing from the vessel near the Coronado Bridge. According to Harbor Police, the distress call went out around 2 p.m. An Air Marine Operations boat on routine patrol was the first on scene. The federal marine agents used fire extinguishers to put out the fire, which was confined to the engine compartment. Fortunately, conditions were calm at the time."It's very difficult to control a boat that's burning, not only do you have to deal with the people on board, you have to make sure that you ensure their safety and then you have to deal with a floating fire," said Harbor Police Lt. Victor Banuelos. The fire was quickly put out, but three people and the two officers were taken to the hospital for the treatment of smoke inhalation. Firefighters believe an electrical short in the engine sparked the fire, but the incident is under investigation.The 36 foot cabin cruiser was towed to the 10th Avenue Marine Terminal. “I am proud of the work our Air and Marine boat crew conducted this busy Labor Day,” said Hunter Davis, Director of Air and Marine Operations in San Diego. “Their vigilance helped minimize the prospect that these events would have resulted in a tragic loss of life on the water.” 1366

SAN DIEGO (KGTV) - For the first time since his arrest, the La Jolla restaurant owner charged with rape is speaking publicly. Daniel Dorado is testifying in his defense.Eight women have come forward saying Dorado drugged and sexually assaulted them over the course of a decade. The owner of the Voce del Mar restaurant in Birdrock faces 35 felony charges for allegedly raping women after drugging their drinks. RELATED: 8 women accuse Bird Rock restaurant owner of sexual assaultHe took the stand during trial Wednesday denying the drug allegations while saying each of the eight relationships were consensual. "She was interested in being alone with me," said Dorado. "She initiated the physical contact."Prosecutors say in at least two of the cases, a sexual relationship occurred after the women got visibly sick and threw up. SAN DIEGO (KGTV) - Eighteen-year-old Joseph Preissman is getting ready for his very first day as a college student. But a mistake he made last December is dragging down his final days of summer."It'd be really great to just figure out why we're getting charged so much for something so little, and something that was, like, an accident," he said. The accident happened near Idyllwild. Preissman and a friend were returning from a hiking trip, when he said it hailed. Preissman was coming around a bend and lost control of his car, running into a freeway directional sign and splitting its wooden post. Nobody was hurt, so Preissman thought the accident was ancient history. That is, until July 31, when the Preissman family got a bill from Caltrans to replace the sign - totaling 7.95. All but about of that bill was for labor. "I could even understand half that cost, but I can't understand how it could possibly take three people, let's say from 8 in the morning to 12 in the afternoon, to repair that sign," said Daniel Preissman, Joseph's father. Caltrans spokeswoman Emily Leinen stood behind the bill. She said about 0 of it went to administrative fees. Much of the rest reimbursed the crews for going out to the area and replacing the 16-foot-tall post. They had to make sure it had the proper breaking points for driver safety. Leinen added one crew member had to keep watch for other cars coming around the bend."It's rocky road terrain out there, it’s a mountain, so unfortunately they had to do everything by hand on a blind corner," Leinen said. Caltrans did offer the Preissman's a 10% discount and a payment plan, but Daniel Preissman said even with that the bill is excessive. 1710
