SAN DIEGO (KGTV) — Parents who are concerned about their traditional school district’s ability to handle distance learning this fall are running into a roadblock when seeking other options: wait lists.School choice advocates say a growing number of California parents are seeking out charter schools that specialize in “nonclassroom-based” instruction because of their long track records in distance learning, but a new state law is essentially capping enrollment at pre-pandemic levels.“Tens of thousands families are in limbo right now,” said Jeff Rice, founder of the APLUS+ Network Association, an association of 85 nonclassroom-based California charters that specialize in personalized instruction.There are at least 13,000 students currently waitlisted throughout about two dozen of the association’s schools, Rice said.Advocates have launched petitions, urging lawmakers to scrap a provision in SB 98 that capped funding for all public schools -- including charter schools -- at February attendance levels.Schools are typically funded on a per pupil basis, but the cap means funding will not scale up as attendance grows.“Some [charter] schools have wait lists of 2,000,” said Jennifer Cauzza, executive director of the JCS Family of Charter Schools.Cauzza said she’s in contact with about 30 charter school executive directors and “all of them are capped.”About 300 of California’s 1300 publicly funded charter schools are classified as “nonclassroom-based,” Rice said. The term includes home school, online and hybrid models, and is somewhat of a misnomer because students often get some in-person instruction from a credentialed teacher.These tuition-free charter schools will operate wait lists on a lottery system, not a first-come basis, so parents still have time to apply.Otherwise, parents who want to homeschool their children have two other options, and both require the parent to act as the teacher, said Elisa Hilliard, who operates the Facebook page San Diego Homeschool Mom.Parents can file a PSA, a Private School Affidavit, and essentially open their own private school within their home. Parents select and teach their own curriculum, and must fund it themselves.Parents can also join a PSP, a Private School Satellite Program. These are umbrella organizations or co-ops of parents that assist with paperwork and help swap curriculums.Parents have until October to file a PSA, so families who are unable to get into a nonclassroom-based charter school may want to see how their traditional district school handles distance learning before going off on their own, Cauzza said. 2608

SAN DIEGO (KGTV) - NASA's Mars-bound rocket launch from Southern California could leave San Diego gazers disappointed.Saturday's launch window could be blanketed behind a thick layer of morning fog, according to meteorologists. Vandenberg Air Force Base is forecasted to see partly cloudy skies through the morning hours.The fog, however, may not be enough to scrap the launch. InSight's launch director Tim Dunn said during a briefing Thursday that, "We got 'go's' from all aspects, all organizations that have a vested interest in launching InSight," Space.com reported. RELATED: Mars-bound NASA launch will be seen from San DiegoThe launch is currently scheduled for Vandenberg between 4:05 a.m. and 6:05 a.m. NASA has given a six-month time window to set InSight for Mars.Regardless of fog, officials have given the all-clear for NASA's first interplanetary launch on the west coast.But that shouldn't deter San Diegans from trying to catch a glimpse — even if just a blurry bright light in the distance. SAN DIEGO (KGTV) -- On January 1, it will be legal for businesses to sell pot in California. With that, the questions and concerns about what that means for drivers out on the roads.“I think we will see an increase in DUI marijuana’s,” said Officer John Perdue, a San Diego Police officer in the traffic division.Perdue is an expert at DUI and drug recognition. Since November 8, 2016, when California voters approved Prop. 64, or the adult use of marijuana act, he’s been hearing the same thing when he comes across drivers he suspects are driving high.“Their first reaction is one of two, either A. ‘I have a medical marijuana card’, or B. ‘marijuana is legal.’ And I have to remind them, so is alcohol, but you still can’t drive under the influence of it,” Perdue said.How exactly will police be able to tell if someone is driving high?One tool that officers will use to help is the Drager Drugtest 5000, a presumptive drug screening test that can detect seven types of drugs in a person’s system.Like an alcohol breathalyzer, Perdue said, “the person has every right to refuse this.” But unlike alcohol, it doesn’t have a percent limit.If the Drager reads positive, Perdue said, “it doesn’t necessarily mean they’re impaired or under the influence, it just says that chemical or drug is in their body.”  So to be arrested for DUI, it’s still up to the officer to decide if the driver shows impairment.But that can be tough. Look at the Drager as an extra tool that’s used along with field sobriety tests, what an officer smells, sees or finds in the car, to formulate that officer’s opinion of whether a driver is high.“The hardest thing will be, because there is no per se limit right now, the officers are really going to have to be aware of the signs and symptoms,” Perdue said. 1808

  

SAN DIEGO (KGTV) -- No citations were issued at City of San Diego beaches for violation of county and state health orders over Memorial Day weekend as San Diagans headed to the beach during the holiday, according to San Diego Police. Police say they contacted thousand of people on the sand to educate them about proper use of the beaches, but no citations were issued for violation of the county and state order. "We encounter very good crowds and received little to no opposition and gained compliance," a spokesperson for the department said. Although no citations were issued for violating state and county orders at city beaches, other citations were handed out for alcohol in public, public urination, and dogs on the beach. 738
