DENVER — Colorado lawmakers have tabled legislation that would require schools to notify parents of the arrests of teachers and school employees for certain crimes, prompted by a series of reports by Scripps station KMGH in Denver.House Bill 18-1269, which has sponsors from both parties in both chambers of the legislature, faced its first hearing in front of the House Judiciary Committee Thursday. The committee recommended a number of changes to the bill and tabled it without a vote. The bill requires school districts, charter schools, and local education providers to notify parents in writing within two days being informed of the arrest of an employee whose job involves contact with students. The requirement is limited to arrests for offenses that could require the denial, suspension or revocation of a teacher’s license – offenses that include sexual assault, unlawful sexual behavior and felony child abuse, among others.The requirements would also apply to former employees who resigned or were terminated within one year of the charge being filed. The bill also requires schools to send follow-up notification if the employee is acquitted or if the charges are dismissed.The bill's sponsors asked KMGH reporters to share findings exposing previously hidden arrests at Thursday’s hearing. KMGHs Parents in the Dark reports uncovered numerous arrests of teachers and school employees charged with sexual crimes against students that parents were not notified about, in some cases for months.The bill's sponsors said they plan to make changes to its language to address the concerns raised by judiciary committee and hope to bring it back for another hearing in the coming weeks.   1737

Del Mar, Calif. (KGTV)- California Governor Gavin Newsom signed a series of gun bills into law Friday, including a bill that will prohibit gun and ammunition shows at the Del Mar Fairgrounds. The bill was authored by State Assemblymember Todd Gloria (D-78)."People have the right to continue to buy guns at private establishments. The state just shouldn't have a role in facilitating the flow of guns into neighborhoods where children are killed," Gloria told 10News in an interview shortly after returning from the bill signing in Sacramento.Gloria was inspired to act by anti-gun violence advocates who began protesting the Crossroads of the West Gun Show, held five times each year at the Fairgounds. Groups such as "Never Again CA" began the protests shortly after the deadly school shooting in Parkland, Florida.Crossroads President Tracy Olcott told 10News the company plans to sue the stop the law from taking effect. "Gun shows are not the place where gun violence is created. We're the ones who are educating about gun safety and I think when you have an environment where you can talk about it and educate people, I think that's an important part of curbing gun violence."The next gun show will be held in December. Dates for five more have already been scheduled for 2020, before the new law goes into effect. 1328

(KGTV) - About 400 horses displaced by the Lilac Fire will move back to their original home at San Luis Rey Downs next week, according to trainers at the Del Mar Racetrack.The horses have been living in Del Mar's stables since the fire tore through the downs on December 7. Nearly 50 horses died in the fire, and several trainers and stable workers were also injured.Del Mar has become their second home in the four months since."I joke that it's like losing your home and being put up in a proper hotel,"' says trainer Ed Freeman.He has 16 horses living at Del Mar and says he's not sure what the emotions will be like returning to the site of one of the worst days of his life."I'm a little worried it will be stressful for the workers," Freeman says. "Our barn isn't there, we'll be in a new spot. But it's still going back to the scene of the crime."Del Mar racing officials had targeted mid-April for the move-out. They need their stables back to begin preparations for this summer's racing season. Nearly 3200 horses will be using the track to train and race over the next few months."It's vital for Del Mar for people to have a place to bring in young horses that are going to be beneficial during our race season," says Racing Secretary David Jerkens.But, he adds, Del Mar was happy to help out."Sometimes it takes a tragedy to see the good in people," says Jerkens.A GoFundMe page run by Del Mar and Santa Anita Racetrack helped raise more than 0,000 to take care of the horses, trainers and workers displaced by the fire. DETROIT — A 12-year-old girl takes a challenge and a dare that could have cost her life.It’s called the "fire challenge." Young people pour flammable liquids on their bodies and set themselves on fire.Brandi Owens says her 12-year-old daughter Timiyah Landers did the challenge with her friends last Friday.She ended up engulfed in flames. Brandi and her fiance extinguished the blaze from her baby girl and rushed her to the hospital.Timiyah is now at Children’s Hospital with second and third-degree burns over 49 percent of her body. Her mom says kids find these dangerously “outrageous” challenges on social media and Youtube. She is angry and has a message for those behind the sites that post these videos.“They need to delete this mess," Owens said fighting back tears. "It should be censored. That’s nothing that a kid should come across. I could have lost my baby, by the grace of God she’s alive. If I wasn’t home, I would have walked in to my baby dead."Owens says Timiyah knew better. So, she is urging parents to monitor their kids, their friends and their internet and social media platforms.Timiyah will likely be in the hospital for several months and will undergo several more surgeries. 1272

DELAWARE COUNTY, Pa. — A mother was arrested in Ohio for allegedly creating child pornography of her own 3-year-old daughter, the Pennsylvania Attorney General's office announced on Tuesday.Kayla Parker, 26, of Dayton, Ohio, was charged with felonies including the sexual abuse and exploitation of children, endangering the welfare of a child and indecent assault.According to the office of Attorney General Josh Shapiro, Parker lived with her ex-boyfriend, David Carbonaro approximately four years ago. During that time, Parker committed inappropriate sexual acts with her daughter, the 3-year-old victim, including the creation of child pornography.“This is an egregious case – a mother who preyed upon and sexually abused her own three-year-old daughter,” Attorney General Josh Shapiro said.When investigators executed a search warrant at Carbonaro’s residence in July, they reportedly found hundreds of images and several video files of a 3-year-old girl in various stages of undress. At least one file depicted an adult female’s hand reaching inside the victim’s underwear.Carbonaro identified the victim and her mother to agents.According to a probable cause affidavit, Parker told investigators that, "Carbonaro would watch her abusing the victim and often masturbate during the act."During that same interview, Parker allegedly told investigators that, on numerous occasions during the time she lived with Carbonaro, she undressed and escorted her 3-year-old daughter to a bedroom, shut the door and left her alone with Carbonaro. Carbonaro was arrested in July, following the raid at his residence. He is currently awaiting trial in Delaware County for the possession, production and distribution of child pornography.Parker was recently arrested in Ohio and was extradited to Pennsylvania, where bail was set at million, pending a preliminary hearing on October 26. 1926
