ANTANANARIVO, Nov. 11 (Xinhua) -- visiting Chinese top legislator Wu Bangguo met here Tuesday with Madagascan Prime Minister Charles Rabemananjara. The two sides exchanged views on bilateral trade ties and reached important consensuses.     Wu, chairman of the Standing Committee of the National People's Congress (NPC), said China's top legislature has attached great importance to development of the political ties between the two countries, and that the substantial cooperation is of key concerns for both sides.     China will expand the cooperation with Madagascar in fields like energy, mining, hydropower, agriculture and human resource, and encourage the Chinese companies to establish projects with their Madagascar counterparts, Wu said. BEIJING, Oct. 20 (Xinhua) -- China's top economic planning agency on Monday said it would raise the minimum purchasing price for wheat by as much as 15.3 percent starting next year.     The move by the National Development and Reform Commission (NDRC) aims to boost rural income and grain output. The country, with a population of more than 1.3 billion, relies mainly on domestic production for food.     By hiking grain purchasing prices the NDRC hopes to motivate farmers to increase agricultural production.     The government's minimum purchasing price for white wheat next year will be 0.87 yuan (12.7 U.S. cents) per 500 grams, 13 percent higher than prices in 2008. In addition, prices for red and mixed wheat will be 0.83 yuan per 500 grams, up 15.3 percent.     The agency also pledged to further increase subsidies for agricultural production materials, machinery and crop seeds.     It will also increase commercial reserves of fertilizer to help ensure market supply and price stability.     The NDRC would like to expand China's grain production capacity by 50 million tons.     On Oct. 11, China's Ministry of Agriculture predicted an increase in grain output for the fifth consecutive year.     According to estimates from the State Grain Information Center, this year's grain output should reach 511.5 million tons, up 10 million tons from 2007.     The central government allocated 102.86 billion yuan (15.1 billion U.S. dollars) in agriculture subsidies this year, doubling the money from 2007.     The NDRC also plans to raise the minimum purchasing price for rice next year, although it did not give further details.

The panda pair will take a chater flight to go to Taiwan on Tuesday if the weather condition is ok.     YA'AN, Sichuan, Dec. 23 (Xinhua) -- A pair of giant pandas offered by the Chinese mainland left here Tuesday for Taiwan.     The pandas left Ya'an, Sichuan, at around 8:20 a.m. in an enclosed truck. They would first be transported to Sichuan's provincial capital of Chengdu, about 120 km from Ya'an, and then be flown to Taiwan.     Before their departure, the pandas had their breakfast – carrot and steamed corn buns.     A brief ceremony was held at the Bifeng Gorge Base in Ya'an before the pair's departure.     Zhang Hemin, director of the giant panda protection center, said at the ceremony he hoped the pair would bring happiness to Taiwan compatriots.     The 4-year-old pandas, Tuan Tuan and Yuan Yuan, have been living at a breeding base in Ya'an, Sichuan Province, since the May 12 strong earthquake which damaged their former home in Wolong.     Qu Chunmao, the pair's keeper in Ya'an, spoke in tears, "I wish them a happy life in Taiwan."     A Taiwan keeper, who would accompany the pair to the island, said the pandas were in good condition.     "They had a good breakfast to sustain them on the long journey," she said.

BEIJING, Dec. 1 (Xinhua) -- China was strongly opposed to the accusation of the European Union and Austria over its execution of Wo Weihan, a man spying for Taiwan.     "Chinese judicial organs made the verdict and this was completely a matter within the Chinese judicial sovereignty," Chinese Foreign Ministry spokesman Qin Gang said in a statement.     He made the statement in response to a reporter's questions: The EU and Austria expressed strong dissatisfaction over Wo's execution in their statement. China's action undermined the mutual trust and mutual respect of human rights talks and would lead to severe effects on human rights talks. The U.S. has also expressed concerns over Wo's case.     Qin said: "The trial procedure was just and fair and the rights of the accused were well protected."     "China is a rule-of-law country and Wo is a Chinese citizen," Qin said, "the evidence of his crime has been verified."     "The accusation against the Chinese judicial authorities intervened brutally into Chinese judicial sovereignty, trampled the spirit of the rule of law, and undermine the basis of the healthy development of the bilateral talks on human rights."     "We were strongly dissatisfied with and opposed to (the accusation) and urged all concerned parties to immediately correct the mistake and stop the words and actions concerning interventions of other country's judicature," Qin added.

WUHAN, Jan. 14 (Xinhua) -- Former U.S. President Jimmy Carter said Wednesday he believes the incoming administration of President-elect Barack Obama will expand common interests of the United States and China.     Carter, 84, flew to central China's Hubei Province after attending a series of events in Beijing to mark the 30th anniversary of China-U.S. diplomatic ties.
