OCEANSIDE, Calif. (KGTV) - Oceanside could be getting a new active sports complex, complete with a man-made wave pool, perfect for surfing competitions, according to Mayor Peter Weiss. The idea is in it's beginning stages, no formal paperwork has been submitted to the city clerk. 10News spoke with her Wednesday and she said the developer, Zephyer Partners, has been talking with council members.Neighbors have already been hearing construction equipment hacking away at the remains of the drive-in that operated before the swap meet took over."When I was driving by and I saw you standing here I thought I need to find out because she probably knows more than I do," Neighbor Liz Lewellen said.She said the neighborhood has been wondering what could happen to the lot. Mayor Weiss told 10News the developer gave him this pitch, "n active sports complex, there would be a BMX track, a climbing wall, things like that, it would also have a hotel and then sports oriented retail." He also described a wave pool that mimics the Kelly Slater Surf Ranch in Fresno. The facility is state-of-the-art and perfect for competitions.The idea sparking interest in the community. Lewellen was shocked and excited when she heard."I love the idea that it's commercial coming in because this area desperately needs more restaurants more things," Lewellen said. "So that's really exciting, I know that we have the skate park up the street and that's been a god send for the kids and the active people in the neighborhood."Thursday Zephyr Partners will host a community workshop at Saint Mary Star of the Sea School from 6-8 p.m."It's something unique, I think I'd like to actually see the plans what they're proposing," Weiss said.When asked if Lewellen would try out the wave pool, "I've always wanted to learn how to surf," she said laughing, "so maybe, we'll see, if it's the perfect wave, maybe someone can train me how to perfectly get up on the board."Lewellen had one concern though, wondering how traffic would affect her drive to and from home.Zephyr Partners did not respond to 10News's request for comment. OCILLA, Ga. — A nurse at an immigration detention center in Georgia says authorities performed questionable hysterectomies, refused to test detainees for COVID-19 and shredded medical records.Advocacy group Project South has filed a complaint with the Homeland Security Department's internal watchdog that relies heavily on the nurse's words.That nurse, Dawn Wooten, worked at the Irwin County Detention Center in southern Georgia. In addition to holding detainees for Immigration and Customs Enforcement, it also serves those arrested by the U.S. Marshals and the Irwin County Sheriff's Department.In her complaint, Wooten called a gynecologist who works outside the facility, "the uterus collector." She claimed that nearly every inmate who saw the doctor received a hysterectomy and claimed the doctor removed the "wrong ovary" on at least one patient.Wooten said it was unclear if the patients — particularly immigrant women — knowingly agreed to the procedure, which would prevent them from having children in the future.She says she saw a sick-call nurse shred a box of detainee complaints without looking at them.Wooten claimed she was eventually fired from the facility for raising concerns about COVID-19. She said she was demoted after she missed time for presenting symptoms of the virus.She claims that inmates were likely infected with the virus at a rate much higher than reported because the facility declined to use two rapid-testing COVID-19 machines. Officials with Operation Warp Speed confirmed Wednesday that they remain on track in their goal to distribute 20 million initial doses of COVID-19 vaccines by the end of the month.Health and Human Services Sec. Alex Azar, as well as Operation Warp Speed chief medical adviser Dr. Moncef Slaoui and the operation's chief operating officer Gen. Gus F. Perna, said Wednesday that the first shipments of Pfizer's COVID-19 vaccine were delivered largely without issue.The briefing comes just two days after medical centers across the country began administering the first initial doses of a COVID-19 vaccine made by Pfizer. That vaccine was approved for Emergency Use Authorization by the FDA last Friday and was formally recommended by the Centers for Disease Control and Prevention over the weekend.The briefing also comes a day before a vote by an FDA panel on whether to recommend a COVID-19 vaccine produced by Moderna for Emergency Use Authorization. Should the panel vote in favor of the recommendation, it would keep the Moderna vaccine on track for authorization by next week.In a report released Tuesday, the FDA reaffirmed Moderna's safety and efficacy statistics that were published following the conclusion of the drug's Phase III trial. (AP) — A federal judge has stopped the 2020 census from finishing at the end of September and ordered the once-a-decade head count of every U.S. resident extended for another month through the end of October. U.S. District Judge Lucy Koh said in her ruling late Thursday that a shortened schedule would likely produce inaccurate results. A coalition of civil rights groups and local governments had sued the Census Bureau in an effort to prevent the 2020 census from stopping at the end of the month. They said the shortened schedule would undercount residents in minority and hard-to-count communities.Koh said inaccuracies produced from a shortened schedule would affect the distribution of federal funding and political representation. The census is used to determine how .5 trillion in federal spending is distributed each year and how many congressional seats each state gets.Government attorneys had argued that the census must finish by the end of September to meet a Dec. 31 deadline for turning over numbers used for deciding how many congressional seats each state gets.Koh’s preliminary injunction suspends that end-of-the-year deadline, too.
