SAN DIEGO (CNS) - Santa Ana winds and low humidity levels will keep the risk of wildfire high across the San Diego area into Tuesday, as they did for much of last week.To alert the public to the combustion hazards posed by the gusty and arid conditions, the National Weather Service issued a red flag wildfire warning for local mountain and western-valleys communities, effective through 10 p.m. Tuesday. A high-wind warning also will be in effect from 6 this evening through noon Tuesday in those same areas.Outdoor burning, mechanized brush clearing and other potentially spark-creating activities should be avoided over the period, as any fires that develop will spread rapidly, according to the NWS.As of late this afternoon, San Diego Gas & Electric had instituted public-safety power shutoffs in parts of Descanso, Jamul, Potrero, Ramona, Santa Ysabel and Valley Center in a bid to avoid any blazes ignited by transmission equipment. A total of 2,807 addresses were affected, and the utility advised another 47,676 of its customers across the East County that their power might be shut off as a precaution as well.Conditions are expected to warm up Tuesday and Wednesday, after which temperatures will drop slightly on Thursday and Friday, forecasters said. 1275

SAN DIEGO (CNS) - The Herbert and Nicole Wertheim Foundation announced Tuesday a million donation to UC San Diego to help establish a school of public health.UCSD plans to match the gift and hopes to raise another million to construct a school of public health building pending approval by the University of California. The gift from the Wertheim Foundation is dependent on whether UC's leadership approves UCSD's request."Public health is a field of study and practice that endows individuals and communities with the ability to promote health and prevent disease," said UCSD Chancellor Pradeep K. Khosla. "As a nation, we face unprecedented health challenges. Our university, committed to the greater good, is leading the charge toward understanding, preventing and eradicating threats to public health locally and globally. This philanthropic investment from the Wertheim family will help transform public health as we know it."UCSD currently offers a bachelor's degree and a master's degree in public health, as well as a joint public health doctoral program with San Diego State University. UCSD also opened an Institute for Public Health in 2014, and school officials believe the current public health infrastructure makes UCSD a persuasive candidate for a school of public health."As UC San Diego builds our vision for a healthier world, we are committed to leveraging all of our resources -- across campus, across disciplines and across institutions -- to fully address the complex dynamics that affect public health," said David Brenner, vice chancellor for UCSD Health Sciences.Scientist, clinician, entrepreneur and philanthropist Herbert Wertheim, inventor of eyeglass tints that block ultraviolet light, said he and his wife Nicole made the donation for their 48th wedding anniversary."The most important thing we can achieve is making our communities healthier across the lifespan, and thus more productive," he said. "Prevention is, and always will be, the best medicine."The Miami-based founder and CEO of Brain Power Inc., which manufactures ophthalmic instruments and chemicals, said Brenner "has been a friend for five years, and we've talked about this initiative. ... We are excited for the opportunity and our partnership with UC San Diego to support public health at UC San Diego."The fundraising is part of UCSD's Campaign for UC San Diego, a billion effort to improve student experiences, campus facilities and research opportunities. The real struggle and hardships my neighbors are facing became second to the media blitz filled with negativity that just served as a distractor.''The San Diego Union-Tribune reported earlier this year that Barrios was under criminal investigation for alleged mishandling of campaign funds and was the subject of a California Fair Political Practices Commission complaint alleging he used thousands of dollars in contributions to political committees for personal use.Earlier this month, additional media reports alleged Barrios did not disclose more than ,000 he received while working for Laborers Local Union 89, and did not report a brief overlap that existed while he worked for both the union and Gomez's office.Barrios' name will still appear on the November ballot despite the campaign suspension.Barrios' campaign opponent, Sean Elo-Rivera, tweeted a statement saying Barrios suspending his campaign ``will allow our community to move away from focusing on scandals and toward focusing on the brighter future San Diegans deserve.''``Our campaign will continue engaging the community and building the momentum we'll need to make San Diego a world-class city with opportunity for all,'' the statement said. 1793

  

SAN DIEGO (CNS) - San Diego's Metropolitan Transit System announced today 40 local high school students who took part in an annual essay contest were awarded new laptop computers and backpacks.Students from more than 70 high schools around the county entered the MTS and Coca-Cola Laptop Scholarship Contest, which required the applicants to submit an essay on ways to get more students to use public transit such as lowering student transit passes.The winning students, from 27 schools, received a 15.6-inch HP Touch-Screen laptop and a Northface backpack that doubles as a laptop case. MTS officials honored the winning students on Friday at the 12th and Imperial Transit Center."It was great that winners came from so many campuses,'' said MTS CEO Paul Jablonski. "Their essays presented convincing ideas. Students were required to think critically about the way public transit shapes our communities.''The contest comes from a partnership between MTS, Coca-Cola Refreshments of San Diego and the San Diego County Office of Education. SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted unanimously Tuesday to discuss the reorganization of the county's fire protection and emergency medical services into two separate agencies at its July 7 meeting.The reorganization would allow more flexibility for, and accountability of, dependent fire and medical services in the county's unincorporated areas, Supervisor Jim Desmond said.One of the agencies would be the Fire Protection District, which would provide fire services to the jurisdictions within the current service area. The other would be the Fire Authority, which would continue focusing on public safety radio communications.The supervisors formed the San Diego County Fire Authority in 2008 and developed a plan to cover and consolidate 1.5 million acres. The authority is currently part of County Service Area 135, which provides the government structure to organize and fund fire protection and emergency medical services in the unincorporated area.Since the creation of the authority, the board has invested more than 0 million to boost fire and emergency services capabilities. Currently, the Fire Authority contracts with the California Department of Forestry and Fire Protection to provide services. Collectively, the services are known as County Fire.According to a staff report, County Fire has more than doubled in size in the past five years. The proposed reorganization of the agency was proposed by Supervisor Dianne Jacob, who described its evolution as like a "baby" growing into an adult.If the board agrees to separate the two functions "to better meet current and future demands," using Jacob's recommendations, it would divest County Service Area 135 of its fire protection and emergency services powers and subsequently create the San Diego County Fire Protection District, which would be a committed county function. The service area would then be left with public safety radio communication powers. 1966
