BEIJING, March 6 (Xinhua) -- China aims to "basically eradicate poverty" by 2020 while greatly raise its poverty line, in order to help more people in need, Chinese Premier Wen Jiabao said here Sunday.The State Council is drafting a new ten-year poverty-reduction plan (2011-2020), in which the current poverty line of 1,196 yuan per year (about 0.5 U.S. dollars a day) will be greatly raised, Wen told a panel meeting of the ongoing session of the National People's Congress (NPC).The nation will intensify its poverty alleviation efforts through aids and development, focusing on large areas of destitute population, he said to a group of NPC deputies from Gansu, one of the poorest regions in China.According to the United Nations' standard of one dollar per person each day, China still has 150 million people under the poverty line.Wen said lack of water was the bottleneck for Gansu's social-economic development, urging the province to expand the use of water conservancy technology.Wen also urged the province to coordinate economic development with environmental protection, and reverse environmental degradation in Dunhuang, a historical city with world cultural heritage threatened by decertification.

BEIJING, Feb. 1 (Xinhua) -- Senior Chinese official Zhou Yongkang Tuesday called on law enforcement personnel to take more preventive measures against crime and accidents during the Lunar New Year holiday.Zhou, a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, visited community security personnel, a district court, and police patrolling downtown Beijing Tuesday.He also visited a police station that is responsible for keeping public order in the area surrounding the central leadership compound of Zhongnanhai.During his visits, Zhou, who also heads the Commission for Political and Legal Affairs of the CPC Central Committee, said China was seeing the travel peak for the Spring Festival and some regions were suffering icy weather and lingering drought.He asked the police to take effective measures in traffic control and fire-fighting work, and maintain social order during the holiday season.He commended the practice of deploying special police to patrol the surrounding areas of the Tiananmen Square in central Beijing, saying it could deter crime and enable quick responses to emergencies.During his visit to the district court, Zhou warned there were still "many social conflicts."He asked local courts to solve social conflicts more effectively, promote innovative social management and law enforcement in a just and clean manner.The Spring Festival, or Chinese lunar New Year, is the most important festival for Chinese. SUVA, March 14 (Xinhua) -- Some 300 diabetes patients undergo amputations every year in Fiji and the trend is worrying the authorities.This is according to research carried out by the country's Physiotherapy Associations which shows that majority of these amputations occur in the 40 to 60 age group, physiotherapist Lusia Tikolevu told radio FijiVillage website on Monday.Tikolevu said that they are trying to formulate a protocol for physicist to better understand diabetes in Fiji.A visit to the Colonial War Memorial Hospital in Fiji's capital city of Suva by Xinhua reporter reveals the increasing number of bed ridden patients affected by diabetes in wards.Tikolevu said that diabetes is a prevalent disease and needs the involvement of the whole community for a successful preventative measures.Shocking figures show four out of every 10 people in Fiji have diabetes, putting it amongst the highest in the world.The Fred Hollows Foundation in New Zealand that completed the first survey of its kind in Fiji also showed the diabetic rate in the island nation is four times more than in New Zealand.The survey across 34 communities in Fiji found 40 percent of the people have diabetes."When we found out that 40 percent of the population had diabetes the scope and the depth of the problem just hit us. The impact in terms of costs family aspects, economic issues its just going to be staggering," says Doctor Tom Schaefer from the New Zealand foundation.The survey results also showed a third of those with diabetes did not know they had the disease and women were almost twice as likely as men to have it.The magnitude of the problem is worrying for a health system which has committed staff but little resources."The cost of medication alone is going to outstrip the ability of any health system to do it," says Schaefer.The existence of the sugar cane industry in the island nation may be a contributing factor to the high level of diabetics.

KUNMING, March 13 (Xinhua) -- Local authorities said all earthquake victims had found shelter after nearly 9,000 tents were set up in the earthquake-hit Yingjiang County in southwest China.Altogether 53,000 people are being housed in large-sized tents erected in county plazas and village squares, said Jiang Zhaogang, spokesman with the rescue headquarters.Others moved in with friends, relatives, or makeshift houses for temporary accommodation, said Jiang.A 5.8-magnitude quake struck Yingjiang County in southwest China's Yunnan Province Thursday, leaving 25 dead and 314 injured. The tremor also toppled the homes of 1,039 families and left 4,994 others seriously damaged.As of Sunday, the central and local governments in Yunnan have disbursed 10,000 tents, 15,000 quilts and 15,000 coats for the homeless victims in the quake-hit region.White coated medical personnel patrolled and disinfected the tents every day, and no sign of epidemics have been detected.In one tent area, a local medical team was brewing traditional herbal juice for disease prevention, while residents lined up before the steaming wok with bowls, bottles, and even wash basins at hand."I invented this herbal brew especially for the disaster victims, which can help prevent flu and alleviate rheumatic pains," said Chen Benshan, an experienced practitioner of traditional Chinese medicine.Though the rebuilding of the county has not been put on schedule, less damaged schools are expected to resume classes on Monday."We want to start counseling classes as soon as possible to help the children recover from the terror of the earthquake," said Jin Xiasi, a member of the local rescue team.
