Gavin Newsom reversed a parole board's decision to release a 59-year-old man who was a teenage gang member when he killed a San Diego police officer in 1978, the San Diego County District Attorney's Office announced Tuesday.Jesus Cecena was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena, then 17, fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range.Cecena, who is serving a life sentence, was granted parole in June, a decision that was heavily criticized by the San Diego County District Attorney's Office.Newsom reversed the parole board's decision on Monday, marking the second time he has reversed a parole grant for Cecena. Jerry Brown also reversed parole grants for Cecena in 2014, 2016 and 2017.Newsom cited Cecena's gang motivations as a major factor in his decision."Mr. Cecena still is unwilling to acknowledge the underlying or causative factors that are in evidence, specifically that he belonged to a gang where killing a peace officer was seen as an ultimate goal, that a more senior and respected gang member handed him a firearm so he could kill Officer Buggs, and that killing Officer Buggs was a way for Mr. Cecena to gain more respect and power within his gang," Newsom wrote. SAN DIEGO (CNS) - A teenage suspect was behind bars today in connection with the 7-month-old slaying of another young man in a Southcrest- area neighborhood.Raheem Malik Meals, 18, was arrested Friday on suspicion of murdering 20-year-old Ismail Abouabid on Jan. 15, according to San Diego police.Patrol officers responding to a report of a possible traffic accident in the 4000 block of Boston Avenue shortly before noon that day found Abouabid mortally wounded behind the wheel of a parked vehicle, bleeding from the head, Lt. Matt Dobbs said.Abouabid, who had recently relocated to San Diego from Erie, Pennsylvania, was pronounced dead at the scene.Witnesses told investigators three male teenagers had been with the victim just prior to his death and walked off toward a nearby park just before he was found.Police initially reported that Abouabid had been shot to death but later backed off from those statements.``The mechanism for the (victim's) injury is not being released at this time,'' Dobbs said Tuesday.The lieutenant also declined to disclose a suspected motive for the alleged slaying or reveal what led investigators to identify Meals as a suspect in the case. 1186

SAN DIEGO (CNS) - Firefighters extinguished several rubbish fires today in alleys in the Logan Heights neighborhood, police said.The fires were discovered at 12:32 a.m. in the 1900 block of Kearney Avenue and in the 2000 block of Julian Avenue. They were put out by units from the San Diego Fire-Rescue Department, said Officer Tony Martinez of the San Diego Police Department.Earlier reports of a fire on the side of Calvary Baptist Church were incorrect, Martinez said.San Diego's Metro Arson Strike Team was dispatched to the fire scenes, according to Sgt. SAN DIEGO (CNS) - Federal authorities said today that a woman who fled federal custody and ran into a crowd of protesters was later taken to a hospital after she became distressed during the confrontation.The incident occurred Saturday in the 220 block of West C Street near the gate into the Western Region Detention Center. The woman's escape and the following confrontation between federal agents and protesters was captured on video and widely shared on social media, garnering over 15,000 views as of Monday.According to the San Diego office of the FBI, the woman -- who was arrested on suspicion of dealing methamphetamine, heroin, and fentanyl -- opened the rear passenger door of an unmarked car while handcuffed.She then allegedly ran into a nearby crowd that was protesting police brutality. Agents pursued the woman and regained custody, while the crowd of protesters surrounded the agents and the woman, the FBI reported.Protesters then confronted the two agents who pursued the woman, officials said. Video recording shows a crowd of around 50 protesters attempting to separate the woman from the FBI agents by pulling at her and the agents, until the woman becomes distressed and suffers a seizure.Protesters then encircled the woman and blocked the agents from her. A member of the protesting group designated as a medic then assists the woman, according to the video.The two agents, who wore civilian clothes, walked back to their car near the San Diego jail and called for medical assistance, the federal authorities reported.Paramedics responded to the scene along with a large police presence, which separated protesters from the woman. She was then taken to a local hospital, the FBI said.According to federal investigators, the woman's initial arrest was not related to the nearby protest. She had been arrested by the San DiegoCounty Sheriff's Department on suspicion of conspiracy to distribute meth, heroin and fentanyl to a 2019 federal gang and narcotics case.
