EL CAJON, Calif. (KGTV) - City leaders in El Cajon want to add harsher penalties to punish stores that sell tobacco products to underage customers.Current law says stores cannot sell tobacco or nicotine related products to anyone under the age of 21.Under El Cajon's current Tobacco Retail License statute, any store caught selling will face either a fine or a 30 days suspension of their license for the first offense.A second offense brings a 90-day suspension. The third offense bumps that up to a year. If a store is caught selling to underage customers four times in five years, their license gets revoked.But some city leaders feel that's not harsh enough."I think that they looked at the ,000 fine and said that's just the cost of doing business," says City Councilman Gary Kendrick. "I think it's greed. These stores are profiting from the future suffering of our children, and I am going to stop it."Kendrick wants to make the first offense a 90-day suspension and raise the fine. He also wants more enforcement.The move comes after 15 stores got citations during enforcement stings during the spring. That's a big spike from previous years where as few as one store was cited.Of the 15 stores cited, eight are filing appeals. Six paid the fine for the first offense, and one store took a 90-day suspension for a second offense."This is a huge problem," says Kendrick.But store owners say more punitive penalties are not the solution."Is that going to solve the problem? I don't think so," says Isam Habib who owns the Ranch Liquor store on Washington Avenue."What can you do? When you have to hire employees in and out, and they're young, you train them, you teach them, and they make a mistake," he says.Habib says store owners don't think they should lose a large chunk of their business for one mistake."We just gotta check the IDs," he says. "Make sure they're 21."Kendrick says the City Council will look into the new rules during October. 1964

(KGTV) -- The City of El Cajon is hoping someone comes forward to claim a tortoise found traveling the city's sidewalks Thursday afternoon. According to a post of the city's Facebook page, paramedics came across the "patient" slowly making its way down the sidewalk near Emerald and Washington Streets. The city said jokingly that the creature may be suffering a little "shell shock."The tortoise was taken to the El Cajon Animal Shelter to be checked out and held until the owner comes forward. Check out the full Facebook post below:  581

According to California Highway Patrol, the fire sparked around 6:30 p.m. on eastbound Interstate 8 near El Cajon Boulevard. EL CAJON, Calif., (KGTV) — The combination of good old fashioned police work and advancements in DNA science helped put an Oregon man behind bars after he killed a La Mesa man in 2006. Today, Hon. Judge Robert Amador announced Zachary Bunney's sentence: 12 years in a California prison for voluntary manslaughter. Before his sentence was announced, Bunney read an apology letter to the family of Scott Martinez. "I just wanted to say I'm sorry for the pain that this has caused the Martinez family. If I could go back in time and change the course of events that led to this, I would. I know that words cannot bring back to life, but I am truly sorry."Bunney referred to the night of June 27, 2006. La Mesa Police said Bunney went into 47-year-old Scott Martinez's apartment and used a sword to stab Martinez 30 times, killing him. For 12 years, Bunney evaded police, and the case went cold. Until this January, investigators linked the killer's DNA left on a bloody tissue paper, to Bunney's distant relative who was registered on a public genealogy database. "The defendant's DNA was uploaded into the system," Deputy District Attorney Brian Erickson said. "A relative of his had uploaded her DNA, and then they do the family tree backwards, and they were able to trace it through that."Detectives discovered that the DNA on the bloody tissue belonged to Oregon resident Zachary Bunney. "I didn't think anything like this would be what cracked the case," Martinez's daughter, Angelina Panek said. By November, Bunney pleaded guilty to voluntary manslaughter. In exchange for dismissing the murder charge, his stipulated agreement was that he would get 12 years in state prison. "The amount of years that he was on the run, and this is the amount of years he is going to be given as a sentence. It was a sign. And I had to take it," Panek said. Panek said she will always wear her father's ashes in her special necklace, knowing that he is watching over her and her family. "I'm just grateful that this day has come. I couldn't ask for a better Christmas gift." 2070
