NANJING, Feb. 3 (Xinhua) -- China's Vice Premier Wang Qishan said on Monday that the country should take advantage of the rare opportunity to expand the outsourcing industry.     The State Council has identified 20 pilot cities to take part in a program that offers perks to businesses that opt to participate in outsourcing. The program will help ensure economic growth, industry restructuring and the job promotion -- notably for the college graduates, according to Wang in an industry meeting held on Monday in the east city of Nanjing.     The government would offer more support in tax breaks, financing, and vocational training, Wang said.     The Vice Premier noted it was important to nurture China's outsourcing industry, and local governments should create sound legal conditions to pave the way for the industry expansion.     Twenty cities, including Beijing, Shanghai, Xi'an, Suzhou and Hangzhou, have been designated for pilot service outsourcing programs. Beginning Jan. 1, these companies are eligible for tax breaks, financial support, subsidies and intellectual property rights protection, the Ministry of Commerce (MOC) said on Monday.     More multinational companies and financial institutions, hard hit by the global financial crisis outsource their business to less costly regions. This creates an opportunity for Chinese outsourcing companies, said vice minister of MOC Ma Xiuhong.     McKinsey, the New York based consultancy, said in a report last month that China posted rapid growth in the business but was lagged behind India, whose market value was nine times that of China.     The report said that despite the challenges, China still had potential to become the main outsourcing destination in the future.

BEIJING, March 15 (Xinhua) -- China's advertisement sector generated 189.96 billion yuan (27.78 billion U.S. dollars) of revenue in 2008, up 9.11 percent over the previous year, China's State Administration for Industry and Commerce (SAIC) said Sunday.     The revenue from TV commercials reached 50.15 billion yuan, an increase of 13.22 percent over the previous year. It accounted for26.4 percent of the total, the largest share of the market.     Income from newspaper advertisements rose 6.36 percent from a year ago to 34.27 billion yuan in 2008.     The number of foreign-funded advertisement companies in China soared 27.73 percent from the previous year to 737 by the end of 2008, which accounted for 0.4 percent of the total advertisement firms across the country, according to the SAIC.

BEIJING, Feb. 28 (Xinhua) -- The global financial crisis has not yet hit bottom and its impact is still spreading, said Chinese Premier Wen Jiabao during his first-ever online chat Saturday.     He also promised that China is "ready to take firmer and stronger actions whenever necessary." The major impact of the crisis is on the country's real economy instead of its financial sector, which after more than 10 years of reform, is relatively stable and healthy and capable of withstanding the crisis, he said.     Wen said China's east coastal areas were hit hard, where the economy is more export-dependent and labor intensive. The decline of international market demands also caused the unemployment of a great number of migrant workers. "Starting from mid February, power generation and consumption have both resumed growth," he said.     "We must fully realize we are facing a long-term and arduous task," he added.     "We must strengthen confidence in the face of the crisis and be ready to take firmer and stronger actions when necessary."     CONCERNS ON EMPLOYMENT, INCOME GAP AND PROPERTY     Wen said migrant workers had been hit the hardest during the financial crisis.     About 20 million migrant workers in China had returned to the countryside from cities without jobs, said Chen Xiwen, director of the office of the central leading group on rural work, early this month.     Other government officials estimated the number at 12 million.
