(KGTV) - Residents of a small mobile home park across the street from the proposed Newland Sierra development, Measure B on the March ballot, say they fear a "yes" vote to approve the project could do irreparable damage to their community.Deer Springs Oaks is made up of 32 mobile homes off Deer Springs Road, directly across the street from the Newland Sierra site. That plan, if voters approve, would allow for around 2,100 new homes, along with open space and infrastructure changes. Residents of Deer Springs Oaks, funded by the nearby Golden Door Spa, have been making the case to voters that Measure B will make a bad traffic situation worse and create a dangerous trap in a wildfire zone. But they also worry that the project could have a more direct impact on their homes. The building of Newland Sierra would require the widening of Deer Springs Road, as well as changes to the nearby interchange with I-15. While Newland Sierra developers say these will not affect the mobile home park, the residents say they are not getting any guarantees from Newland Sierra, the County, or CalTrans."We don't know what they're going to do, how they're going to do it," said resident Georgeann Higgins. "They're so arrogant as to not inform us. These are our homes." Lawyers representing many of the residents obtained plans for some of the alternatives being considered by CalTrans. At least two would cause major changes to Deer Springs Oaks, including the possibility of residents losing property and a road being moved to go through the center of the complex."They impact the park big time," said resident Tony Eason. "They would destroy the park."A spokesperson from Newland Sierra told 10News that the maps being used by the residents are outdated. He sent 10News at statement: “This is just another desperate attempt by the Golden Door Spa and its army of lawyers to try to confuse and scare voters. This alternative was one of more than a dozen road improvement alternatives that was studied. It was ultimately rejected by CalTrans and is no longer an option. The real truth is that Measure B will create affordably priced homes for working families with open space, parks and trails - a better choice than the current General Plan that permits a two million square foot mega-commercial development, mansions and parking lots." Calls to CalTrans to check the accuracy of the claims made by both sides were unavailable to be returned because of the federal holiday. 2494

(KGTV) - A local driver is warning of an unusual encounter with a dark SUV Saturday night on a North County freeway.Dashcam video captured on Interstate 15 shows an SUV with a light bar across the top. The driver tells 10News she initially thought it was a police vehicle and then spotted the back windshield, which was lit up by blue lights that resembled audio levels.Not long after, she says she heard a siren noise coming from that same SUV, as it approached a red light.MAP: Track crime in your neighborhood10News showed the video to CHP officer Jim Bettencourt who said he believes the blue light, the light bar, and siren are all vehicle code violations."If they were utilizing that to get people to move out of the way or caused a crash that would be another slew of charges," said Bettencourt.Bettencourt said because the SUV didn't have a symbol representing law enforcement, the driver wouldn't face an impersonating an officer charge. 972

(KGTV) - Three people are dead and two people were injured Friday when a bluff collapsed just north of Grandview Surf Beach in Encinitas, San Diego County Sheriff's deputies confirmed.The bluff fell about 3 p.m. near a lifeguard tower at the Grandview Beach staircase located in the 1700 block of Neptune Avenue, just below South Ponto State Beach.One person was flown to the hospital in critical condition. A second victim was transported to a nearby hospital with serious injuries. Both of those victims have succumbed to their injuries. Officials closed part of Highway 101 temporarily Friday afternoon to land a life flight helicopter.Map of most recent San Diego County bluff collapsesTwo others suffered minor injuries and their conditions are unknown at this time. There were no children among the victims, deputies said during a news conference Friday.Search and rescue dogs are assisting crews to determine if anyone else may be trapped under the debris.SATURDAY PRESS CONFERENCE:One person who talked to 10News said he arrived at the beach moments after the collapse and saw crowds trying to clear rocks away from the collapse to save anyone who was trapped."It's just horrifying that the people underneath were there in the moment," said Fabian. Beach chairs and surfboards that had been positioned near the cliff were scattered as rescue teams began their work.The chunk of cliff that collapsed is about the size of a bus and is as heavy as a concrete wall, said geologist Dr. Pat Abbott. The area is 25 by 30 feet, lifeguard officials confirmed, adding that the debris reaches 10 feet at its highest point.Rising waves are creating a dangerous situation for first responders. The disaster happened about an hour and a half before low tide, with "one of the highest tides of the year" expected late Friday night, lifeguards said.RELATED: Encinitas bluffs are a trouble spot known to geologists"This will continue to the point where it becomes unsafe for teams to get in there and work," said Larry Giles of Encinitas Lifeguards.Soil experts were also concerned about a potential second collapse, but said homes on the cliff were not at risk.Officials requested heavy equipment to remove debris and "meticulously break it apart to look for anyone else."Lifeguards closed the beach from the Leucadia-Carlsbad border to just south of Grandview for their rescue effort.“No one woke up thinking this would happen," said a deputy on the scene. "We're going to do the best we can to get through this."Today, a bluff collapsed at approximately 3 p.m. near the 1700 block of Neptune Avenue north of Grandview Beach. ENCINITAS (CNS) - A woman is dead today after being struck and killed by a vehicle in Encinitas, authorities said.At 8 p.m. Saturday, the victim, in her 50s, was hit by a vehicle traveling northbound on the 2600 block of South Coast (101) Highway, according to the San Diego Sheriff's Department.``The driver of the involved vehicle stopped immediately and remained at the scene of the collision,'' said Sgt. Jeffrey Houser, with the NorthCoastal Station. ``The driver and nearby bystanders rendered medical aid to the injured pedestrian.''The pedestrian was transported by ambulance to a nearby hospital where she was pronounced dead.Drugs or alcohol are not suspected to be factors in the collision. The driver is cooperating with investigators, according to the sheriff's department.Anyone who may have witnessed the crash is asked to call the department at 858-565-5200. 882

  

ESCONDIDO, Calif. (KGTV) -- Police in Escondido have made an arrest in connection with a cold case homicide that happened in 1986.Police said at a news conference that Nathan Eugene Mathis, 62, was arrested for the 1986 murder of 75-year-old Richard Finney.According to police, Finney was stabbed more than 30 times at his apartment on November 13, 1986.The case was reopened in 2007 by a retired detective and FBI agent. After reopening the case, authorities say they were able to come up with a blood profile."We made a promise to that family several years ago that we'd do everything we could to solve the brutal slaying of their 75-year-old grandfather," said Chuck Gaylor, a cold case investigator. During the news conference, police said blood and a fingerprint found at the scene matched Mathis.Mathis was arrested after police obtained a search warrant.Finney's family says they are glad justice is finally being served. "Never thought the day would come. It's been 32 years so finally to have this happen is just fabulous! I'm just sad my mom and uncle aren't here with us because this would mean a lot to them," said Gina Curry, one of Finney's grandchildren. A preliminary hearing for Mathis is scheduled for May 3. Watch the full news conference in the player below:  1312
