BEIJING, Dec. 26 (Xinhua) -- Top Chinese political advisor Jia Qinglin has called for adequate preparation for next year's annual session of the National Committee of the Chinese People's Political Consultative Conference (CPPCC).     A meeting of the CPPCC National Committee's chairperson and vice chairpersons decided Saturday to open the annual full session of the top political advisory body on March 3 next year.     Jia, chairman of the CPPCC National Committee, said the session, together with the annual full meeting of the National People's Congress, is of great significance in deepening reform, tackling the global financial crisis, advancing social and economic development, and ensuring stability next year.     Zhao Qizheng, chairman of the Foreign Affairs Committee of the CPPCC National Committee, was appointed the spokesman for the annual session in March. COPENHAGEN, Dec. 18 (Xinhua) -- Chinese Premier Wen Jiabao met here with U.S. President Barack Obama on Friday to discuss climate change.     Wen said climate change is a global challenge and an important field for cooperation between China and the United States.     The key to this issue is to stick to the principle of "common but differentiated responsibilities," said Wen.     The Chinese government has announced its goal of controlling greenhouse gas emissions, which demonstrates China's sincerity and determination to deal with climate change, and work with the international community on this issue, said the Chinese premier. Chinese Premier Wen Jiabao (L) meets with U.S. President Barack Obama in Copenhagen, Denmark, Dec. 18, 2009    China has voluntarily launched mitigation measures and put the munder the supervision of domestic law and mass media, said Wen.     China is also willing to carry out international dialogue and cooperation on transparency of its mitigation measures, he said.     The Chinese side welcomes the promise of the United States to provide financial support to the least developed countries, said Wen, noting that the key is to take concrete action to help developing countries deal with climate change.     China is willing to strengthen communication and consultation with the U.S. side to enhance mutual trust, and to push for a fair, reasonable and practical deal at the Copenhagen conference, thus delivering hope and confidence to the whole world, said Wen.     Obama told Wen that the principle of "common but differentiated responsibilities" should be followed in the global fight against climate change.     Obama said China's emission reduction target is ambitious and impressive and important for the entire world.     As a developing country, the largest challenge China is facing is to develop its economy and relieve poverty, he said. Therefore, China should not be required to adopt the same measures as the United States or other developed countries.     Obama said he appreciated China's willingness to have transparency on its voluntary emission reduction measures. The United States is ready to work with China for a successful Copenhagen climate change conference and to strengthen long-term cooperation in the fight against climate change.

BEIJING, Dec. 24 (Xinhua) -- A report on the building of rural social security system was submitted Thursday to the ongoing session of the National People's Congress (NPC), China's top legislature, for deliberation.     Sun Wensheng, vice chairman of the NPC Agriculture and Rural Affairs Committee, said steady progress had been made in the development of rural social security system when delivering the report at the session of the NPC Standing Committee.     A total of 833 million rural residents, or 94 percent of the rural population, have joined the rural cooperative medical care system, up 2.5 percentage points from the beginning of this year, according to the report.     The rural cooperative medical care system, a government initiative implemented in 2005 that intended to make health services more affordable for the rural poor, had alleviated illness-caused poverty among farmers, it said.     The report said 320 counties, or 11.6 percent of the country's total, had been or would be approved to try a new rural social pension insurance system, which would benefit more than 15 million rural residents.     Under the pension system, senior rural residents will receive a monthly ole-age pension of varying amounts, which will be set by government according to the local income standards.     However, some local governments were financially challenged to implement the rural social security programs and only a relatively small percentage of migrant farmer workers were covered, Sun said.     The report was the result of a nearly four-month investigation conducted by the NPC Agriculture and Rural Affairs Committee.     Initiated in September, the investigation covered 17 provinces, municipalities and autonomous regions.
