(KGTV) — President Trump stood by his demands for border wall funding, following a meeting with Democratic leadership Friday, ensuring more debate into the weekend over .6 billion for his border wall to end the government shutdown.In a press conference, the president discussed his meeting, calling it productive and saying he believed progress with Democrats had been made. However, House Speaker told reporters outside the White House that, "We cannot resolve this until we open up government, and we made that very clear to the president."Here are six takeaways from President Trump's press conference:On the government shutdown...During his meeting with Democratic House Speaker Nancy Pelosi and Senate minority leader Chuck Schumer, President Trump confirmed he said the government shutdown could last for months or even a year or longer."I don't think it will, but I am prepared," Trump told reporters. "I hope it doesn't go on even a few more days. It really could open very quickly."He added later that the government wouldn't reopen until the issue of border security and wall is solved. Trump added that California's leadership, specifically the governor position, "complains" and but wall construction was held anyway.He went on to say that the "brand new wall in San Diego" is "working really well."Continuing claims Mexico will pay for the wall...President Trump continued his claims that Mexico would pay for a border wall, saying the money saved in a renegotiated trade agreement between the U.S., Mexico, and Canada would net more money than the border wall would cost."We will be making billions and billions of dollars a year ... and that is paying for the wall many, many times over," Trump said. "What we save on [the USMCA] just with Mexico will pay for the wall many times over just in the period of a year, two years, three years. I view that as absolutely Mexico is paying for the wall."Bypassing Congress for the wall...When asked about granting himself emergency powers to construct the wall, President Trump said he had already considered it, but want to negotiate with lawmakers first."Yes, I have. And I can do it if I want," Trump told a reporter. "We can call a national emergency. I haven't done it. I may do it. I may do it. We can call a national emergency and build it very quickly. It's another way of doing it."On the border wall...President Trump said a team of people would work through the weekend to address border security, "the look" of the wall, and ports of entry. "I think they're going to be really successful. I found the Democrats really want to do something," Trump told reporters.Trump went on to deny previous assertions that the wall be made of concrete and touted possible steel construction, saying, "If I build a wall and the wall is made out of steel instead of concrete, I think people will like that." (KGTV) - The man suspected of opening fire at a Church’s Chicken in Otay Mesa West earlier this month was arrested Friday in Memphis, Tennessee, the U.S. Marshals Service confirmed. Albert Blake is charged with shooting and killing Maribel Merino-Ibanez, 28, and wounding two men Nov. 6. The three victims were employees of the restaurant on Del Sol Boulevard. Police said the shooter had been to the Church's earlier in the day and tried to use a counterfeit bill to buy food. "The suspect got into a verbal argument with employees and left the restaurant. (KGTV) - Support has been pouring in for a California hot dog vendor who's money was seized by a University of California officer over the weekend in Berkeley.A GoFundMe for "Beto" has raised ,526 as of Tuesday at 4:30 p.m. The account was started by Martin Flores, who shot the now-viral video of a University of California Police (UCPD) officer taking Beto's money and citing him. RELATED: Outcry after police take hot dog vendor's money outside UC Berkeley football gameThe UCPD officer said Beto did not have a permit to sell hot dogs outside the Cal football game on Saturday adjacent to the campus's Memorial Stadium.The video soon prompted an outcry from the Internet at large."Yeah, this is law and order in action," the officer could be seen saying in the video. "That's how it works."The officer then takes the money, which was booked into evidence.Since the video was released, UC Berkeley Vice Chancellor Scott Bidd issued a statement saying they, "have instructed our officers to monitor illegal vending outside our event venues. This action has been motivated at least in part by issues of public health, the interests of local small businesses and even human trafficking.""In addition, while I cannot comment on the specifics of this particular case, our practice is to issue warnings before giving a citation. A "miracle drug" aimed at helping offenders in Arizona jails and prisons beat an Opioid addiction is having limited success, roughly nine months after two separate programs launched.Both the Arizona Department of Corrections and Maricopa County Correctional?Health Services launched separate but similar Vivitrol programs in the summer of 2017.Vivitrol is an injectable form of Naltrexone and designed to block the brain's opioid receptors. Essentially, the monthly shot is designed to prevent an opioid user from getting high.However, experts warn counseling must come along with the medication. Eligible inmates receive a shot of Vivitrol before their release, with counseling and services set up to try and ensure success once back in the community. According to the Arizona Department of Corrections, 13 eligible inmates enrolled in the program since August, with just two making it to their third shot after leaving prison.In Maricopa County, nine eligible county inmates have opted for Vivitrol. Of those nine, county officials only know of three who continued seeking treatment after leaving jail. "I can say that I would have hoped for a better success rate," said Dr. Grant Phillips, the Medical Director for Maricopa County Correctional Health Services.  He also noted the number of people who become eligible for the treatment program is intentionally kept low, to ensure they are providing proper education and services, such as counseling, for when the inmate leaves jail. Essentially, it's a small sample size, but Vivitrol will continue as an option as a part of their larger substance abuse program. "The drug itself is effective when used in combination with counseling and strong social support," Phillips said. "Let's face it, someone leaving jail is lacking in a lot of those things."Phillips says while only nine patients have opted for Vivitrol, they have more than 100 methadone patients just in 2018. "There may be a lack of interest," Phillips said, noting inmates in the substance abuse program regularly discuss various treatment methods.  "Some will have had good experiences, some will not have good experiences, they'll talk about it and they'll kind of share these ideas."The goal is to help inmates better their lives while reducing the rate at which offenders wind up back behind bars. Vivitrol programs take many different shapes across the country. For example, in Madison County, Indiana, Vivitrol is sometimes tied to a condition of probation.The Chief Probation Officer there said roughly 55 percent of participants either successfully completed, or are still a part of, their Vivitrol program. They count that as a success. Perhaps it's too early to evaluate the programs here in Arizona. "The anecdotal success is a reason to be optimistic about it," Phillips said. "Offering choice of all the options that are out there and realizing that Vivitrol is going to work for some individuals, we want to make sure it is available to them." 3177
