(KGTV) - Trains passing through southern Orange County were delayed Monday night causing headaches for thousands of travelers.According to Amtrak, a train became stalled on the track between Oceanside and San Clemente “due to mechanical issues.”The Metrolink Twitter account said train 609 that was disabled.The Pacific Surfliner Twitter account said train 583 was also having mechanical issues. The delays resulted in the cancellation of train 590.Metrolink wrote on Twitter that they canceled OC Line 603 to LA Union Station Tuesday morning because of the issues with train 609.Metrolink offered busses from Laguna Niguel down to Oceanside, but one traveler who was stranded at the San Juan Capistrano station told 10News that Amtrak did not offer any busses to complete the trip. OCEANSIDE, Calif. - A U.S. Border Patrol agent was arrested in North San Diego County on suspicion of possessing heroin and a short-barrel rifle, Oceanside Police reported Tuesday.Officers were patrolling an apartment complex on Los Arbolitos Blvd. where a suspicious person had been reported last week. That's when they reportedly found Brandon Herrera. He was passed out in the driver’s seat of a Ford pickup truck parked on a nearby street, police said.Oceanside Police said they found more than five grams of heroin and a weapon at the scene.The U.S. Border Patrol confirmed with Scripps station KGTV in San Diego it is gathering information about the report.Herrera is due in court April 17. 719

(CNS) - Oceanside's police chief has called for an internal investigation into an arrest in which one officer used a stun gun to subdue a carjacking suspect, causing him to fall backward onto his head, before two other officers forcefully twisted him to lie facedown.Video of the Tuesday incident was captured on a witness' cellphone and shared on social media, according to Oceanside Police Department Chief Frank McCoy.Police officials Wednesday released an officer's body-worn camera footage of the arrest along with the cellphone video, plus an open letter by McCoy providing more details.Dispatchers received reports around 4 p.m. Tuesday that the man attempted to carjack several people at multiple locations in Oceanside's Mesa Margarita neighborhood while armed with a knife, McCoy wrote in the letter. That victim went back outside a short time later and saw the suspect fighting with another person down the street.The man was still armed with the knife when officers approached him Tuesday afternoon at an undisclosed location in the Mesa Margarita neighborhood, McCoy said.The officers on scene were armed with two types of less-lethal weapons as they approached, according to McCoy.In the videos released by OPD, the man appears to have dropped the knife to the ground and has both hands on his head as one officer approaches from the front and two approach from behind. The man appears to kick something on the ground -- possibly the knife he had dropped -- and then takes a few steps toward it while shouting at the officers.As this was happening, the officer in front of him can be seen taking several steps toward the man before using his stun gun. The man goes stiff and groans as he falls backward, hitting his head on the ground.The two officers behind him then rush in and grab him before forcefully turning him over onto his stomach. In the videos, it appears the man's face hits the ground as officers turn him, and he groans again.Paramedics treated the man at the scene before taking him to Tri-City Medical Center for treatment of undisclosed injuries, McCoy said.The man, identified as 32-year-old David Hernandez Avila, was booked into the Vista Detention Facility around 9:30 p.m. Tuesday on suspicion of felony carjacking, attempted carjacking and assault with a deadly weapon, among other charges, according to jail records. Maybe he has too much reverence for every laborious twist and turn of the gigantic novel, which seems more comfortable in a miniseries format rather than a tight two-hour package.You could hardly dream up a better cast. Dev Patel thrives in the lead role as adult David, granting him a can-do attitude that makes him easy to get behind amid all the challenges he faces.Hugh Laurie is deliciously cantankerous as the ne'er do well Mr. Dick, and Tilda Swinton is regal as Betsey Trotwood, whose own riches-to-rags tale echoes that of David.The producers assembled a refreshingly diverse cast to tell the old tale, and the choices largely make sense in historical context. Played by a man of Indian descent, the subtle racism and structural disadvantages David faces are all the more searing and impactful when they're based not on happenstance but partially on skin color.If only the story itself was injected with such reimagination. While the costumes and set design are exquisite, there's a stolid and creaky feel to the show that recalls a stuffy theatrical repertory production. Even at its best, Dickens is dense and bulky, and without much effort to recast and slim down the storylines for modern times, it's easy to get hopelessly lost amid the barrage of plodding plot developments.Despite its flaws, the film is a welcome sight for sore, theater-deprived moviegoers jonesing for a reason to grab a soda and bucket of popcorn and get back to the old routine.
