WASHINGTON, April 24 (Xinhua) -- China's central bank chief on Friday called for the International Monetary Fund (IMF) to accelerate its process to shift its quota to emerging market and developing countries."The quota structure is the core issue in Fund governance. The severe underrepresentation of emerging market and developing countries in the IMF seriously affects the Fund's legitimacy and effectiveness, and must be promptly corrected," said Zhou Xiaochuan, governor of People's Bank of China at the IMF and its sister institution -- the World Bank's spring meeting in Washington.The Group of 20 (G20) Pittsburgh Summit in September had called for a shift of at least 5 percentage points, and protection of the voting rights of the poorest countries before January 2011.But so far the quota adjustment process is slow. The previous quota reform, which was already approved by the IMFC -- the IMF's steering committee -- in 2008, has not been completed until now.Zhou said that the IMF is a quota-based institution, and quotas should be its primary resource.He emphasized that quota adjustment and reform is not a zero- sum game. "A Fund with a more reasonable governance structure will be better able to protect global economic and financial stability which will benefit all member countries. WUHAN, March 26 (Xinhua) -- China on Friday started building a canal from the middle section of the Yangtze River to a tributary that connects with China's South-North Water Diversion project.Costing more than six billion yuan (880 million U.S. dollars), the 67.23 km project will divert 3.1 billion cubic meters of water every year from Yangtze's Jingjiang section to the Hanjiang River, one of the major sources of water for north China once the diversion project is complete.China's South-North Water Diversion project is designed to divert water from the water-rich south to the dry north.The central part of the project will divert water from Danjiangkou Reservoir on the Hanjiang River to north China cities like Beijing and Tianjin.According to research by Hubei provincial environmental protection bureau, without water from the canal the Hanjiang River would only have one third of its average runoff once water is diverted, and the water level of middle and lower reaches of Hanjiang would drop by 0.5 meter.The canal, which will be completed in 2014, will prevent problems arising such as algae pollution if water levels were decreased dramatically, said Shen Xiaoli, an engineer with the Hubei Environmental Sciences Institute.The canal is expected to benefit about 8.9 million people and 43,000 hectares of farmland in the lower reaches of Hanjiang.Once completed the five to six meters deep canal could be used by ships weighing more than 1,000 tonnes, facilitating transportation of coal from the north to the south, said Xu Shaojun, head of the Hubei Provincial Investigation and Design Institute of Water Resources and Hydropower.

SHANGHAI, April 3 (Xinhua) -- Environment authorities in Shanghai will ban burning waste straw in the suburban agricultural areas to ensure air quality during the World Expo period.The Shanghai Municipal Environment Protection Bureau will use satellite remote sensing to monitor the burning of waste straw during the Expo period from May 1 to Oct. 31, the bureau said in a statement Saturday.Statistics show that about 170,000 hectares of barley, wheat, paddy and rape are planted in the suburban agricultural areas of Shanghai, which can produce up to 1.3 million tonnes of waste straw every year, according to the bureau.Burning waste straw will produce carbon dioxide and other pollutants to pollute the air, it said.To help dispose of the waste straw, more than 40 organic fertilizer plants in Shanghai have planned to use more straw as auxiliary material in fertilizer production, the bureau said.The Shanghai World Expo, with the theme of "Better City, Better Life," is expected to draw 70 million visitors from around the world during the six-month period.
