BEIJING, Nov. 9 (Xinhua) -- The third China-UK Economic and Financial Dialogue concluded here Tuesday, with both sides coming out of it committed to a range of policies to return the world economy back to strong and sustainable growth. While addressing the press after the one-day dialogue, Chinese Vice Premier Wang Qishan, who hosted the talks, said both China and the UK agreed the world should "jointly promote strong, sustainable and balanced global growth."According to the combined policy outcomes of the talks, both sides have recognized although the global economic recovery is underway, it remains uneven. The two nations "pledged to continue implementing economic policies conducive to sustainable economic growth," while "the UK has committed to a clear, credible, ambitious and growth-friendly medium-term fiscal consolidation plan," said the document.Chinese Vice Premier Wang Qishan (L) and UK Chancellor of the Exchequer George Osborne pose for photos during a press conference after the third China-UK Economic and Financial Dialogue in Beijing, capital of China, Nov. 9, 2010. Wang Qishan and George Osborne co-chaired the third China-UK Economic and Financial Dialogue here Tuesday. China, for its part, is committed to speeding up transformation of its economic development pattern and further strengthening the "role of domestic demand" in boosting economic growth. The upcoming Group of 20 (G20) summit in Republic of Korea (ROK)'s capital of Seoul was also highlighted in the bilateral discussion.Strongly supporting the G20 as the major forum for their international economic cooperation, the two countries welcomed the ambitious agreement reached by the G20 Finance Ministers and Central Bank Governors at Gyeongju, ROK, to reform the IMF's quota and governance. These reforms aim to help deliver a more "effective, credible and legitimate IMF, and enable the IMF to play its role in supporting the operation of the international monetary and financial system."The policy outcomes also call for further bilateral ties in trade and investment, including high technology and infrastructure."The UK is already one of the most open economies in the world to trade and inward investment and welcomes more Chinese investment, including from sovereign wealth funds," said UK Chancellor of the Exchequer George Osborne who co-chaired the talks with Wang. Both China and the UK said they would resist all forms of protectionism, and continue working together to further lower trade barriers and make efforts for a comprehensive and balanced conclusion to the Doha Development Round. The UK also reaffirmed its support for China's full market economy status at as early a date as possible and will continue to play a constructive role to encourage EU recognition. The two nations also vowed to drive forward the reforms of international financial regulation and supervisory standards, and to enhance transparency and accountability in the financial sector.

BEIJING, Jan. 12 (Xinhua) -- Traffic congestion has eased "obviously" in Beijing since authorities launched a string of new, stricter traffic rules and opened five new subway lines last month, a local transport official said Wednesday."On average, the duration of traffic jams has been reduced by more than two hours per day, from 3 hours and 55 minutes before the new year to the current 1 hour 45 minutes since Jan. 1," said Li Xiaosong, deputy director of the Beijing Municipal Committee of Communications.Li's committee has unveiled an index system of Beijing's traffic congestion, the first for the city.According to the system, 0-2 signified traffic was "smooth," 2-4 "generally smooth," 4-6 signalled "slight congestion," 6-8 "moderate congestion," and 8-10 "heavy congestion," Li said."Before the New Year, Beijing's congestion index usually stood above 8.2, but it has been 6 since Jan. 1," she said.Li attributed the improvement to the new traffic rules and subway lines.Massive traffic jams have long been a headache for Beijing, a city of 20 million people and 4.8 million vehicles. Last year, an average 2,000 new cars hit the city's streets every day.On Dec. 23, authorities in Beijing announced they will slash new car registrations to ease traffic gridlock. This year, the city will allow only 240,000 vehicles to be registered, about a third of the number of last year. Moreover, Beijing municipal government agencies and public institutions were prohibited from increasing the size of their vehicle fleets over the next five years.Other measures include higher parking fees in the city's central areas, and stricter traffic rules for cars registered outside Beijing. An odd-even license plate number system was introduced to allow cars to be driven every other day in peak hours in some congested areas.Beijing opened five new suburban subway lines on Dec. 30 with a combined length of 108 km, bringing the city's total number of subway lines to 14 and the total length to 336 km.Beijing was building more subway lines, Li said. The number of lines in the city would reach 19 by 2015. Then, their combined length would total 561 km. By 2020, the total subway length would increase to 1,000 km, she said."Developing public transport, especially rapid rail transit, is an important move for Beijing to ease traffic congestion and improve urban functionality," she said.Li Feng, who lives in Daxing, a suburban district in southern Beijing, told Xinhua Wednesday that he had felt the positive changes in Beijing's traffic."I used to drive at a speed of only 20 km per hour when I entered and left the city in the morning and evening rush hours, but now I can drive at 40 km per hour," he said.Yet many people are waiting to see the long-term effect of the measures as Beijing still faces pressure from the huge demand for private cars. The Beijing transport authority on Sunday revealed it had received 215,425 new car license applications, after this month's application period closed late Saturday night. But only a tenth of the applicants will get license plates this month, after a lottery is held on Jan. 26.

SHANGHAI, Jan. 16 (Xinhua) -- The Shanghai municipal government bore unshirkable responsibility for a high-rise fire that took 58 lives two months ago, Mayor Han Zheng said Sunday at the city's parliamentary session.Though the final investigation report on the fire has not been released, the accident exposed chaos and a lack of safety supervision in the construction market, for which the government was responsible, Han said in a report to the annual session of the Shanghai Municipal People's Congress, the local legislature.Han said his government would draw lessons from the incident and strengthen management and supervision to ensure work safety. The fire on Nov. 15, 2010 engulfed a 28-story residential building in Shanghai after welding sparks set nylon netting and scaffolding on fire.Officials blamed the fire, that killed 58 people, on unlicensed welders, illegal sub-contracting and poor management. On Jan. 11, the Shanghai municipal government issued new regulations to tighten supervision of the city's construction industry. The 22-article regulations covered eight aspects, such as construction processes, risk control, contractor management and government supervision.

BEIJING, Jan. 18 (Xinhua) -- China on Wednesday will begin its annual Spring Festival travel rush, with an expected 2.56 billion passenger trips in the coming 40 days.Airlines and trains have been added to cope with the passenger surge, which is 11.6 percent up year on year, according to the Ministry of Transport. The airport in Harbin, capital of northeast China's Heilongjiang Province, announced Tuesday it would add another 252 flights for the travel peak period. The capacity of airlines in the Inner Mongolia Autonomous Region will be raised 30 percent. In southwest China's Chongqing Municipality, a major hometown to migrant workers, 12 flights with 5,100 seats will be added between Chongqing and Guangzhou, capital of south China's Guangdong Province.Except for the temporary trains, more high-speed trains have been put into operation for the Spring Festival. The high-speed train will be increased to 88 pairs this year, 55 more than last year's 33 pairs in Wuhan, capital of central China's Hubei Province, which largely eased the difficulties of buying tickets for passengers.Snow and sleet has struck five provincial level regions, including Hunan, Guangxi, Chongqing, Guizhou and Yunnan since Monday, disrupting transportation networks. The Ministry of Public Security Tuesday ordered police in the five hard-hit areas to go all out to keep traffic flowing and make sure no expressways were shut down due to slippery roads.Police in the five localities were ordered to clean snow and ice on the roads and store emergency response materials, such as snow blowers, and maintain control of the flow of vehicles heading to the hardest-hit Guizhou province."Snow and ice will bring great difficulties to transportation," said Weng Mengyong, vice minister of the Ministry of Transport (MOT).Five aspects of work, including anti-ice preparation, information release, monitoring network, emergency reaction and cooperation with public security bureaus, had been arranged ahead of the travel peak, Weng said.In early 2008, freezing weather across southern China caused power cuts and transportation chaos, preventing many residents from going home for family reunions during China's lunar new year.Other new services are also being supplied as the pressure of transportation is increasing this year. The Wuhan Railway Administration started ticket delivery services for migrant workers this year and about 3 million tickets will be delivered. In south China's Guangxi Zhuang Autonomous Region, the Nanjing Railway Administration opened micro-blogs on Sina.com and QQ.com to offer railway transportation information. In the next 40 days, not only passengers, but also railway crews, will face great challenges."Patrolling is like a sauna to me," said railway police Zhao Hongye in Lanzhou, capital of northwest China's Gansu Province."It is too crowded. The 18 carriages are only 450 meters long, but it takes me at least two hours to go though," Zhao said."It is the homesickness which makes the huge migration," said Li Jiwei, a college student in Lanzhou, who had been counting the hours to get on his train home."It's only 10 hours left," he said. "I cannot wait to go home. The warm of home can offset all the difficulties on the journey," he said."There is no Spring Festival if you are not at home," said Zhou Changnong, a migrant worker, heading from Xining, capital of southwest China's Qinghai Province, to his home town in central China's Hunan Province.

BEIJING, Nov. 19 (Xinhua) -- Officials from the Ministry of Housing and Urban-Rural Development on Friday ordered local governments to begin a campaign to inspect projects under construction to eliminate safety risks in the wake of recent fire accidents.Local authorities should work on "effective prevention of accidents" and improve safety, especially in winter when fire and gas poisoning accidents tend to be more frequent, the ministry said in a statement on its website.Special monitoring should be undertaken of reconstruction work and of projects involving the expansion of existing buildings, it said, urging a "serious" crackdown on illegal practices during building operations, according to the statement. The notice followed the call from the State Council on Wednesday demanding tougher fire prevention measures, after a blaze Monday gutted a high-rise apartment building in Shanghai, killing at least 58 people, and another fire engulfed a 99-year-old building at Tsinghua University in Beijing on Nov. 13.
