SAN DIEGO (KGTV) - Following a heated battle over new regulations for short-term vacation rentals Wednesday, the San Diego City Council approved new regulations in a 6-2 vote.The new rules will go into effect July 2019.The rules, which were based on a plan by Mayor Kevin Faulconer, adopt the city’s first license-based system to manage the rentals, charge cost-recoverable fees to administer licenses and enforce code violations, establish a “Good Neighbor” policy to preserve neighborhood quality of life, hire additional staff to respond to complaints about nuisance properties, and implement a per-night fee that would generate funding for affordable housing projects.RELATED: San Diego City Council approves new rules on short-term rentalsAlthough the plan initially called for homeowners to be allowed two licenses for a primary and secondary home, the council later amended the provision before the plan passed its first vote in July.Faulconer’s proposal was changed to allow a host to be issued a license for a primary residence and a dwelling on the same land as the primary residence.Faulconer also had a provision in his plan allowing no limitations on the number of licenses available to hosts within Mission Beach when it was introduced in June. SAN DIEGO (KGTV) — Hundreds of San Diego Gas and Electric customers around the Point Loma area were without power on Black Friday.The outage was reported just before 10 a.m., according to SDG&E's outage map. The outage affected more than 1,000 customers in the Ocean Beach, Midway, and Point Loma areas.Lindbergh Field was listed under the affected areas, but the airport told 10News they were not aware of any issues.By 6 p.m., power was restored to all customers, except for 11 households, according to SDG&E.Crews say they needed to repair a piece of equipment.10News has reached out to SDG&E for more information. 637

  

SAN DIEGO (KGTV) - Flames shot out a window of a Spring Valley apartment that caught fire Thursday morning.The fire broke out at the home in the 10,000 block of Austin Drive about 10 a.m.No one was injured but the family who lives there says their cat died in the fire."I heard the beep beep beep and ran up the stairs," said Jacquline Amey, "I looked in the other room it was all smoky - opened the closet and it was engulfed in flames."San Miguel, Heartland, La Mesa firefighters and the San Diego Sheriff’s Department assisted in the emergency.The cause of the fire remains under investigation.  636

  

SAN DIEGO (KGTV) – Hate crime charges were filed against two men accused of assaulting a Black journalist who was covering a peaceful Black Lives Matter protest in Imperial Beach in June.The San Diego County District Attorney’s Office announced felony assault and battery charges, and hate crime allegations, were filed against 38-year-old Jeffrey Brooks and 32-year-old Henry Brooks Jr. in connection with the June 7 incident at a beach near Veterans Park.Warrants have been issued for the arrest of the two men.RELATED: Man says he was sucker punched at Imperial Beach protestThe DA’s Office alleged Brooks and Brooks Jr. were at the peaceful march in Imperial Beach when they began “verbally and physically antagonizing the protesters.”At one point, Brooks Jr. allegedly threw eggs at a group of protesters.“While recording the scene, the victim was sucker punched in the head by Jeffrey Brooks, causing him to fall backwards and hit his head on the ground,” the DA’s Office said in a news release.If convicted of all charges, Brooks faces three years in custody; Brooks Jr. faces six years.District Attorney Summer Stephan said, “Protecting our community from hate crimes is a priority for my office because hate erodes our right to equality and fairness, and it leaves an impact on the victim and everyone who shares the victim’s race. We will not tolerate the intimidation or violent interference with protesters or a journalist who are exercising their First Amendment rights.” 1492
