SAN DIEGO (KGTV) - A new court program in San Diego Juvenile Hall will help victims of sex trafficking find their way out of forced slavery.The RISE Court (Resiliency is Strength, Empowerment) will work with as many as 40 kids who have been victims in sex trafficking, giving them help to put their lives back together."We don't view them as an object to be used and abused," says District Attorney Summer Stephan. "We see them as whole human beings who need to be free to thrive in society."Many of the kids come to the court because they commit other crimes as part of their role in the sex trade. After they go through the criminal system, they fall right back into human trafficking because they have nowhere else to go. Sometimes, it's their pimp who is waiting to pick them up outside of Juvenile Hall .The court will work to find the underlying cause that drove the kids into human trafficking in the first place, and help them break the cycle."Some of them don't recognize themselves as victims or they don't see it as a problem or they don't think it's a big deal that they're involved in certain activities because they think it's normal," says Judge Carolyn Caietti, who will oversee the courtroom.Human sex trafficking is San Diego's 2nd largest underground economy, behind drug sales. A recent study by the University of San Diego estimates it brings in 0 million per year.Meanwhile, San Diego ranks in the top 13 of cities in the nation for human sex trafficking, according to the FBI. SAN DIEGO (KGTV) — A pillar in San Diego's art community says it's being forced out of the neighborhood by high rent.La Bodega Gallery and Studios announced Tuesday it's closing its doors after six years following failed lease negotiations. SAN DIEGO (KGTV) - A Halloween carnival at the Rancho Bernardo Community Park could be saved with a controversial decision.The park is short-staffed and in desperate need of volunteers.The City of San Diego allows people to volunteer one time per year without needing the usual criminal records check.Some parents are concerned about who would be volunteering near their children.The City sent 10News an email Friday indicating only volunteers who passed a background check would directly supervise or interact with children.Any volunteer does not go through a background check will be in support roles such as setting up tables and directing traffic. 669

SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308

SAN DIEGO (KGTV) - A Linda Vista grandfather is missing a pricey, sentimental piece of jewelry after trying to help out some strangers.Steve Phakdy says his 71-year-old father was attending an event at a Buddhist temple in Chollas View more than a week ago, when a white Chevy Tahoe pulled up. "Flagging him down, saying, 'Hello mister.' The husband says, 'It's my wife's birthday. Can you give her a blessing?'" said Phakdy.Phakdy says his father did something to acknowledge the birthday. A woman in her 30s then got out of the SUV."She hugs my dad," said Phakdy. In the backseat was a baby in a car seat."The husband gets out and says, 'We have some jewelry to give you or show you,'" said Phakdy.Together, the two placed rings on his hands, wrapping necklaces around his neck and arms."The husband was grabbing his wrist. Turning it around doing this and doing that," said Phakdy.His father offered to pay for the jewelry, but the couple quickly drove off. "Was looking at the bracelet they gave him and hey, wait, where's my bracelet?" said Phakdy.Gone was a 24-karat-gold-and-diamond bracelet, an anniversary gift from his wife.
