SAN DIEGO (KGTV) - Two local hikers are back in San Diego and after making a bizarre discovery on a remote trail in the Sierra Nevada mountain range.On a beautiful day two weeks ago, Tyler Hofer and Brandon Follin were in their second day of a hike up Mt. Williamson, the state's second's highest peak."Very remote, very rugged," said Hofer.The 14,000-foot summit was just three hours away when they got a bit off track in a boulder-filled area near a lake."It's called the Williamson Bowl. It's a bowl at the foot of Mt. Williamson," said Hofer.Inside the rocky bowl, the two were stepping across boulders when something caught Hofer's eye."I look down and see what appears to be a different color rock. Instead of gray, it's white," said Hofer.Wedged under a small boulder was a human skull."We just start removing rocks about one to two feet in diameter," said Hofer.Under those rocks was a skeleton, mostly intact."The arms were crossed on its chest ... as if you were lying in a casket or coffin ... almost as if someone laid it there peacefully," said Hofer. Also buried in the rocks: the remnants of a leather belt and rubber shoes. "In shock and in awe of what we found and the context in which we found it," said Hofer.The two reached the summit to get cell service and reported their findings to Inyo County deputies. Investigators say there are no signs of foul play and no matches to any missing persons reports. Based on the state of decomposition, the coroner believes the skeleton is several decades old."I'm just honored to be part of uncovering this mystery, because that's what it is," said Hofer.Hofer, a local youth pastor, is hopeful the discovery will lead to answers."That gives me a lot of joy knowing someone is going to get closure. That is someone's loved one," said Hofer.Investigators say they're following up on tips that have poured in. They also plan to conduct DNA tests, before matching results against genealogy databases. SAN DIEGO (KGTV) — With California's theme parks and other family activities closed or restricted because of the pandemic, pumpkin patches have become an even more popular source of seasonal joy.The patches are able to operate under certain restrictions, though some operating rides may be at odds with public health orders.Cell phone video taken this week at The Pumpkin Station on Camino del Rio South in Mission Valley shows lots of visitors, some wearing masks and others not, and some small rides operating.The owner of the patch told ABC 10News they have a capacity limit of 250 people and require employees to undergo temperature checks and wear face masks. The owner said the location can't make customers wear face masks if they don't want to. As for the rides, the owner said calls to the San Diego County Health Department about whether rides are allowed were not returned. The owner said the rides are sanitized between each use as well.The county referred ABC 10News to California's guidelines for amusement and theme parks, which says all operations must be closed in the red and purple reopening tiers. San Diego County is currently in the red tier.As for other spots, like the Strawberry Fields in Carlsbad, there are no rides but there are inflatables.The owner of Carlsbad Lagoon tells ABC 10News that they've been working with the county ever since they reopened and that there are no specific guidelines for inflatables. The county says that as long as they are not completely closed, things like inflatables, slides, and obstacle courses are allowed.Carlsbad Lagoon added that they sanitize frequently and restrict admission to adhere to social distancing guidance. 1694

SAN DIEGO (KGTV) -  As the San Diego Airport plans a Billion expansion to Terminal 1, concerns over how to get people to and from Lindbergh Field are creating problems for the project."We are the first and last impression people have of San Diego," says Dennis Probst, the Airport VP of Development. "We want to make it a good one."The airport served a record 22 million passengers in 2017. They expect that number to grow to 28 million by 2035.  Getting all of those people to and from Lindbergh is a big part of the expansion.Plans put forward by the airport call for a new three lane roadway connecting Harbor Drive to Lindbergh. It would start near Laurel Street and take people directly to the new terminal and proposed parking garage."No stop lights, no stop signs, free-flowing," says Probst. "It's gonna take about 45,000 cars a day off Harbor Drive."But other San Diego agencies say the airport needs to think bigger and focus on different modes of transportation, instead of just cars."Connecting the airport to transit is something we've been talking about for a long, long time," says Rafael Castellanos, the Chair of the Port of San Diego. "If San Diego wants to be a world class city, we need to have world-class infrastructure."The Port owns the land that the airport sits on. They've proposed a light rail-style people mover that would connect trolley stations nearby to the terminal.Meanwhile, SANDAG and the County of San Diego released a study proposing a skyway with gondola rides that could run from the Convention Center to the Airport."I think the only obstacle is getting everyone to the table quickly," says Castellanos. "That's something that can be easily overcome."The airport says they're willing to look at all options, but they can't take a stand or incorporate any into their current plans because they can only control what happens on airport property."The view from the airport's side is that we're not the region's transit planning agency," says Probst.Funding is also an issue. The expansion project will only use FAA and airport-generated money. Because of that, FAA rules say they can only spend money to improve things at the airport or directly related to the airport. A tram or skyway that spans all of Harbor Drive would require an exception to that rule and would need money from other agencies as well.Probst says the airport has already started talking to the FAA about that option. They got a similar exception to help with infrastructure improvements when the airport built the rental car center a few years back.Right now, the airport is reviewing comments from their Environmental Impact Report. The next step is to put together environmental quality reports for the state and the federal government. Probst says the debate over transit is slowing down the process, to the point where he doesn't think they'll be able to start construction until after 2020. 2932

SAN DIEGO (KGTV) — Two people escaped uninjured after a sailboat crashed into an Ocean Beach jetty, before the vessel itself was crushed by high surf.The 25-foot long boat collided into the North Channel jetty in Ocean Beach with the two individuals on board, according to San Diego Fire-Rescue Department spokeswoman Monica Mu?oz. San Diego Lifeguards used a personal water craft to reach the vessel and safely pull the two individuals after they were forced to jump from the boat. The boat was attempting to leave the jetty area when a large wave forced them to pull a U-turn. SAN DIEGO FORECAST: Wednesday's rains to strengthen heading into ThursdayWind caught the sails and instead sent the vessel back into the jetty, according to witnesses at the scene.Those two people were uninjured in the wreck though the sailboat was crushed by high surf and sunk within the channel's entrance, according to Mu?oz.The boat's owner is now responsible for making arrangements to tow the boat from the channel.RELATED: Where to get free sandbags to protect your home from floodingA storm system forecasted for San Diego County has brought high sets to local beaches Wednesday. SAN DIEGO (KGTV) -- Tuesday evening, San Diego’s City Council approved a strategy that will make it easier to create housing in commercial areas.The changes allow more businesses to add living spaces and authorize more locations where live/work quarters are permitted.The move created an amendment to the rules currently in place on living and working quarters as part of an earlier update to San Diego’s land development code.“This is going to put underutilized commercial and industrial spaces to work in tackling San Diego’s housing crisis,” Mayor Faulconer said. “Lifting restrictions on housing will bring new life to old buildings and allow businesses owners to live where they work.
