SAN DIEGO (KGTV) - Family members of a DUI crash victim shared emotional stories about their loss at the driver’s sentencing hearing Friday. Lauren Freeman cried as statements were made about the Feb. 2018 crash in Ocean Beach. Prosecutors said Freeman drove the wrong way on a transition ramp between I-5 and I-8, crashing into Justin Callahan’s car. “I'm Justin's father, he is buried next to his sister who died in 2005. So I think that there's a rule somewhere that children aren't supposed to die before the parents,” said Callahan’s father. Callahan was headed home to Ocean Beach from his job in Chula Vista when he died. She also said she hopes Callahan’s family can one day find it in their hearts to forgive her. Freeman pleaded guilty to several charges, including gross vehicular manslaughter while intoxicated. She was originally charged with murder but that was dropped during a plea deal. As part of her agreement, Freeman will serve 11 years, eight months in prison. 1176

SAN DIEGO (KGTV) — Efforts to streamline the construction of a massive transportation hub in the Midway District and update the Navy's Old Town campus have been approved by the state.Gov. Gavin Newsom signed AB 2731 this week, which will allow the San Diego Association of Governments (SANDAG) to quicken the environmental review process in order to build a transit hub connecting to San Diego International Airport and redevelop the Naval Information Warfare Systems Command (NAVWAR) Old Town campus site, should the Navy partner with SANDAG.The bill, introduced by California State Assemblymember Todd Gloria and Senate President pro Tempore Toni G. Atkins (D-San Diego), will allow SANDAG to use the Navy's environmental document as the basis of its California Environmental Quality Act document and requires most legal actions over the project to be resolved in 270 days.RELATED: Mayor Faulconer, Acting Navy Sec. agree to make NAVWAR facility a transit hubThe bill will also require the transit hub to meet high environmental benchmarks, such as LEED Gold certification, reducing vehicle miles by 25%, and be greenhouse gas neutral in exchange for the streamlined environmental process."This bill represents a unique opportunity to protect the existing 5,000 Navy jobs from relocation, create a 21st-century transportation system in San Diego, and provide desperately needed economic stimulus to our local economy in the wake of COVID-19," said Gloria. SAN DIEGO (KGTV) -- Following several years of record-breaking fires around California, the state’s department of insurance is letting residents know they have options if their insurance gets dropped. Under Proposition 103, a law approved by voters in 1988, insurers are required to file rate changes with the California Department of Insurance. Although the department doesn’t set rates, state law requires that insurers’ rates are based on a demonstrated risk of loss. New laws that both took effect in 2019 also offer some protection. One of the laws specifies that homeowners living in a declared wildfire disaster area or adjacent zip codes receive one year of protection from non-renewal. The state also extended protections against non-renewal for people who suffer a total loss during a fire to two automatic renewals or 24 months. If you find yourself in the middle of a non-renewal, the department lists specific rights California residents have: The notice of non-renewal must be sent at least 45 days prior to policy expiration. That notice of non-renewal must contain: (1) the reason or reasons for the non-renewal; (2) the telephone number of the insurer's representatives who handle consumer inquiries or complaints; and (3) a statement indicating that if the consumer has contacted the insurer to discuss the non-renewal and remains unsatisfied, the policyholder may have the matter reviewed by the Department. The insurance company must determine whether to renew or non-renew based upon its underwriting guidelines, which must be objective, have a substantial relationship to the risk of loss, and be applied consistently among insureds in the particular group being non-renewed.For anyone who can’t find insurance, the department has another option. The FAIR plan is available to all homeowners as a last option for coverage. The maximum limit written by the plan on residential property is ,500,000. SAN DIEGO (KGTV) — Even though Americans could start getting vaccinated in days, experts say people who get the shot will still need to wear masks and practice social distancing until scientists can answer a key question: whether immunized people can continue to spread COVID-19.The clinical trials by Pfizer and Moderna showed the two vaccines were about 95 percent effective, but what that really means is they were 95 percent effective at preventing COVID-19 symptoms.The trials did not measure whether vaccinated volunteers got infected without showing symptoms.That means “it is possible and conceivable” that immunized individuals could still be silent spreaders, said Dr. Christian Ramers of Family Health Centers of San Diego. “You’re not going to get sick, but you still get an asymptomatic case, pass it on to your grandmother and kill her.”Both the Pfizer and Moderna vaccines are injected into the arm muscle to stimulate production of antibodies. From there, the antibodies can quickly get to the lungs to fend off severe infection. But experts say the antibodies may have less access to the nose and throat, the primary entry points for the virus.Some studies have suggested that people without symptoms can still have high enough levels of coronavirus in their nose to infect other people.“The vaccine is doing something to prevent disease. We don't really know yet if it prevents transmission,” said Dr. Ramers. “So we have to fall back on all those fundamental things like distancing, masking and washing hands.”Still, experts say there are encouraging clues that vaccinated people may be less contagious. A study in October found antibody levels in the blood were similar to levels in saliva.AstraZeneca had volunteers in its trial test themselves for signs of infection and reported there were fewer asymptomatic cases. However, the company has not yet provided details and its vaccine relies on different technology than Pfizer and Moderna’s mRNA candidates.Until we know more, doctors say vaccinated people will have to keep wearing masks -- potentially until there we achieve herd immunity.“There is modeling to suggest that it will be summer until we reach the point where there are enough people vaccinated that this curve of new cases really starts to go down,” Ramers said.There’s a chance we could get good news before then. Both Pfizer and Moderna say they’ll start testing their volunteers’ blood to reveal if they got infected after vaccination.Pfizer plans to examine a subset of its volunteers. SAN DIEGO (KGTV) - Following a four-month-long sting known as "Operation Red Beard," dozens of people have been arrested for selling drugs in East Village.Thirty-two arrests have been made so far. The District Attorney’s office announced the arrests were made in multiple locations within a one-mile radius. The largest bust locations were on K Street and 17th Street, each with at least nine arrests. The D.A.’s office and the San Diego Police Department joined forces in April to launch Operation Red Beard after residents complained of the among of drugs being sold in the area. Those drugs included methamphetamine, heroin, cocaine, oxycodone, and Xanax. RELATED: Victim testifies in East Village sexual assault caseIn October, a grand jury was impaneled to hear evidence and brought down 30 indictment against 41 people. Warrants were issued and 32 arrests were made. The D.A.’s office says 70 percent of offenders had prior felony records. 954
