San Diego (KGTV)- Heart- pounding moments for visitors at the San Diego Zoo Safari Park. Powerful gusts tossed riders on the Balloon Safari from side to side. Riders on the balloon held on tight during the gusty landing. “There were some points where the basket was almost tipped completely sideways,” says Jordan Lapidot, who was visiting the park with her family yesterday afternoon. “I have this image in my mind of this guy, and he’s grabbing the outside of the cage as they get just thrown.”The San Diego Zoo Safari Park says the balloon has a long cable in the middle of the cage that safely brings it down from the sky. That cable never broke during the windy ride. “They were trying to get it down as quickly as possible,” says Lapidot. The Safari Park tells 10News if the wind reads over 29 miles per hour they will shut the ride down. They sent us a statement about the incident, saying in part: “As the sudden storm arrived and winds picked up, some operations at the Park, like Balloon Safari and Flightline were closed to public use.”No one was hurt while on the ride. 1090

SAN DIEGO, Calif. (KGTV) - A third gender option will be available for California drivers licenses and ID’s starting in 2019. The law, SB 179, was signed by Governor Jerry Brown in October. It will allow people to apply for a ‘non-binary’ gender marker if they do not identify as either male or female. “For me, it was surprising to see this change,” said Al Johnson, a transgender activist and member of Trans Family Support Services. Johnson is non-binary and uses pronouns they/them. But with that surprise, came excitement. “Not only does it mean we’re being recognized by society and the people around us but were also being recognized by government entities as valid and real people,” they said. Johnson says they know people who plan on changing their gender to non-binary, but so far, they have not decided to do it on their own license. “I’ve definitely considered it, but in the end I don’t think I’m going to,” they said. “I just came out to my parents and in my personal life I’m trying to navigate that.” The DMV’s website is encouraging those who want to apply for the change to schedule an appointment as early as January 2, 2019. 1154

SAN DIEGO, Calif. (KGTV) - A former North County Boy Scout said he is one of hundreds of sexual abuse victims in a new lawsuit against the Boy Scouts of America.Matt, who only wanted to use his first name, joined the Boy Scouts when he was around 13 years old. He really loved the outdoor activities.“We had a lot of great trips… a lot of good camp outs,” Matt said. Roughly a year after he joined, things changed.“We had an assistant Scoutmaster that started to join us on trips,” Matt said. “He just started spending more time with kids and a lot of these bad things started to happen.”The new lawsuit alleging sexual abuse was filed on behalf of one former scout in Pennsylvania. The total number of alleged victims in this latest wave of accusations is more than 850, according to attorney Andrew Van Arsdale. Matt is one of them.“Our oldest [alleged victim] is in his late 80s. Our youngest is 14-years-old,” Van Arsdale said. Van Arsdale is one of the lawyers involved in the group “Abused in Scouting.” The group came together after hearing the Boy Scouts were potentially filing for bankruptcy. They began a campaign telling victims that they no longer have to be in hiding. “It’s time to come forward. It’s the right time now and the response was overwhelming,” Van Arsdale said. He said he is “100 percent” expecting more people to come forward. For Matt, time has not healed all wounds of what he said the assistant Scoutmaster did to him.“He had come at me on multiple times. I think the first time, I was able to get him away from me,” Matt said. He was able to get away the first time, but not every time. He specifically remembers a camping trip in Camp Pendleton.“I woke up and he had gotten his hands on my genitals and massaging me… I woke up and pushed him off,” Matt said. “I think I just really kind of put it at the back of my head and just tried to forget about it.” But he didn’t forget and he said other kids in his troop were also abused by this man. In a statement, the Boy Scouts of America said that they “believe victims” and that the organization has “taken significant steps over many years to ensure that we respond aggressively and effectively to reports of sexual abuse.” The full statement can be read here. San Diego (KGTV)- While millions are bracing for Hurricane Dorian, San Diegans are preparing to take part in relief efforts. Volunteers and first responders are making their way to the impacted areas. A handful of American Red Cross volunteers left Monday. Twelve others are already getting their assignments in Florida, Georgia and the Carolinas. “This is a major response for us,” says Sean Mahoney, Regional CEO for the American Red Cross. “We sent 99 semi-trucks full of sheltering equipment, cots, blankets, and everything needed for folks when they’re put out of their homes.”Mahoney also left Monday heading to the Carolinas. In total, 16 volunteers from the San Diego area are assigned to help with relief efforts, but more are ready to go if needed. “We have 22-hundred volunteers in the San Diego and Imperial counties region. They’re all checking their status, just making sure that they have the qualifications needed.”Volunteers would assist with mass care, feeding, and shelter. The San Diego Urban Search and Rescue team spent the morning loading up supplies. After a morning conference call with FEMA, David Gerboth says the team could be called to the east coast. “They are looking at mobilizing additional search and rescue teams now from the west coast,” says Gerboth. “So we’re configuring our cache to be able to mobilize at a moments notice.”The team is prepared to spend at least a week on the east coast, assisting victims with search and rescue, collapsed structures, and more. The San Diego Urban Search and Rescue team has already sent five members to assist with logistics. Those helping with storm relief would typically drive to the impacted areas. But this time around, if they are called out, first responders will fly to get there by the time the storm makes landfall. “We know when we go and help our friends on the east coast, they’re also ready to come in case we need it on the west coast.” 1936

(KGTV) - The warmest ocean temperatures on record are making things interesting for San Diego’s fishermen.Local fisherman say they are seeing more game fish closer to the coast than even before.“2018 is a season that has been off the charts,” said Frank Ursitti, the owner of H & M Landing.Scientists recorded ocean temperatures at more than 80 degrees last week.Ursitti says his tours are lining in more dorado, yellowtail, yellowfin and bluefin this time of year than usual.  “Often time times anglers or recreational fisherman will have to venture 8 to 15 days at seas for certain kinds of fish,” said Ursitti, “but now some of anglers are venturing just 12 hours offshore for the fish of a lifetime.”Fisherman Magnum Scuro says they have all noticed the warmer waters, but he is curious for what may be it consequences next year.“There are some negative things that can happen with the warm water - it can kill the kelp,” said Scuro, “ (the) hot water is going to expose a lot of areas where there hasn’t been kelp so we can get to it, but there’s going to be be a lot of kelp that’s going to be gone.” 1151
