A bipartisan group of lawmakers introduced legislation Wednesday that aims to overhaul the way sexual harassment is treated on Capitol Hill, as fresh stories of misconduct involving sitting members of Congress have rocked Washington this week.Rep. Kirsten Gillibrand of New York, both Democrats, unveiled companion bills in the House and Senate to reform the sexual harassment complaint process on the Hill and boost transparency around the sensitive issue. A San Bernardino County jury recommended the death penalty in June 2019 for Charles “Chase” Merritt. The recommendation came after Merritt was found guilty in the deaths of Joseph McStay, his wife Summer, and their two sons, Gianni and Joey Jr. A sentence was expected to be delivered Friday. The hearing will now resume on Tuesday.The family was last seen at a Fallbrook home in February 2010. Investigators had few leads in the case, at one point believing the McStays had crossed the border into Mexico voluntarily. Merritt alerted authorities to the disappearance and filed a missing persons report. That led to the discovery of the family’s remains in a shallow grave less than 20 miles from Merritt’s home. One year later, Merritt was arrested. During his trial, which started in January 2019, prosecutors said Merritt had been forging checks linked to the business he shared with Joseph McStay. During Friday's sentencing, Merritt tried to fire his attorney, Rajan Maline, after returning from the court's lunch break. The defense had spent the morning giving several motions about new cell phone evidence. The prosecution had yet to have the chance to argue against the motions before Merritt moved to fire Maline mid-trial. The judge denied Merritt's request and allowed the defense to continue arguments for a new trial because of the new evidence and alleged misconduct by the prosecution. 1795

A 24-year-old man was tricked into giving up his personal possessions late Saturday night in Detroit.Police say he was in the area of Cadillac Square and Randolph Street approached by two men who identified themselves as police officers, despite not showing badges or ID cards. No jurisdiction was claimed.The suspects reportedly acted as if they were talking on the radio, and one of them stated he was part of a "sting," asking the victim to surrender his cash, cell phone and credit cards.The victim said he had just smoked narcotics. Believing he was under investigation, he turned over his property to the suspects.According to police, the suspects took cash, credit cards and his iPhone 5. The first suspect is described as a black man, five feet ten inches tall, with a full beard, wearing a gray Tiger hoodie with black jeans. (KGTV) -- Proponents of Proposition 15, a measure that would affect commercial and industrial properties, said it would bring in much needed money to local governments and schools.“In public schools, we are in dire need of full and fair funding,” said Christina Benson, an elementary school teacher in National City and president of the National City Elementary Teachers Association.Prop. 15 would base property taxes for commercial and industrial land and buildings on current market value rather than original purchase price. This would apply to properties more than million. According to the Legislative Analyst’s Office, this could bring in anywhere between .5 to .5 billion per year.Benson said part of that would go toward teachers’ pay as well as programs, materials and supplies for classrooms.The ad for Yes on 15 said it would “close big corporate tax loopholes, protects homeowners, and cuts small business taxes.”Lynn Reaser, chief economist at Pt. Loma Nazarene University, questioned the use of the word “loophole.”“Businesses and homeowners all now face the same rules—large companies, small companies, wealthy homeowners, poor homeowners. It’s really an issue in terms of businesses, between… generally new businesses versus older businesses,” Reaser said.The campaign has major funding from the California Teachers Association, the SEIU California State Council, and the Chan Zuckerberg Initiative Advocacy.The Chan Zuckerberg Initiative Advocacy was founded by Facebook founder Mark Zuckerberg and his wife, Dr. Priscilla Chan. It aims to help “build a more just, equitable future.”Communications Director for the Yes on 15 campaign said loopholes do exist for corporations. “[They] can structure commercial real estate deals in a way to avoid majority change of ownership and thus avoid reassessment and avoid paying fair market value taxes,” Alex Stack wrote to Team 10.Benson said the fear that property tax assessments for homeowners could be affected in the future is unwarranted. "That is absolutely false," she said.Prop. 15 does provide some tax relief for small business owners , in that businesses with less than half a million dollars worth of equipment would not have to pay taxes on it start in 2024. "The bottom line, there are these benefits to huge transfer of money that goes to state and local governments and schools," Reaser said. "But that money is not magically created.
