SAN DIEGO (CNS) - San Diego City officials Saturday will rededicate a Skyline-area police substation in honor of a patrolman gunned down nearly four decades ago during a traffic stop two blocks from where the precinct house now stands.The SDPD Southeastern Division headquarters will be renamed the Archie Buggs Memorial Building during a late-morning ceremony on the 39th anniversary of the slaying. Two of the late lawman's relatives -- his sister, Gwen Buggs, and cousin, Pam Jones -- are scheduled to be present for the event.Buggs, 30, came under fire in the early morning hours of Nov 4, 1978, after stopping a 1968 Chevrolet driven by 17-year-old gang member Jesus Cecena in the 7100 block of Skyline Drive.The teen fired five times at Buggs, then paused, walked toward the downed officer and shot him in the head at point-blank range. Buggs died on the street, his hand on his service revolver.Cecena was convicted of murder and sentenced to serve life in prison without the possibility of parole in August 1979. Because of his age at the time of the killing, his sentence was reduced to a seven-years-to-life term in 1982.Three years ago, a change in the law made Cecena eligible for youth offender parole. His release was approved by the state Parole Board in April 2014, but Gov. SAN DIEGO (CNS) - Sales of previously owned single-family homes and attached properties like condominiums and townhomes increased between September and October while home prices decreased, according to data released by the Greater San Diego Association of Realtors.Sales of single-family homes increased from 1,605 in September to 1,644 in October, a 2.4 percent jump. Attached property sales rose 8.8 percent from 820 in September to 892 in October.The increases are a minor rebound after SDAR data showed sales of single-family homes and attached properties fell 25 percent from August to September.Monthly home prices dipped slightly for both single-family and attached properties. Single-family prices fell 0.4 percent from 7,000 to 5,000 while condo and townhome prices fell 2.7 percent from 9,000 to 8,000."The temperature of home prices seems to be cooling, which may lead to a period of calm for the rest of the year," SDAR President Steve Fraioli said. "However, the strength of the economy and the strong job market remains great news for buyers and industries related to real estate."Year-over-year increases show significant declines in listings sold and increases in home prices. Single-family home sales fell 16.8 percent from October 2017 to October 2018, from 1,977 to 1,644. SAN DIEGO (CNS) - The proposed .8 billion budget that San Diego Mayor Kevin Faulconer unveiled today includes the most infrastructure spending in city history, and prioritizes public safety, street repair and recreation centers, as well as initiatives to fight homelessness and illegal dumping.The spending blueprint also closes a million deficit without significant cuts to major programs, according to the mayor."We're continuing to put neighborhoods first by maintaining the key services we've restored in recent years," Faulconer said. "This balancedbudget will keep our foot on the pedal when it comes to fixing more roads, helping people into stable housing, keeping libraries and rec centers open for children, creating more housing affordability for working families and putting more police officers on the street to protect our communities."The budget proposal includes the largest recruitment and retention package in San Diego Police Department history, the equivalent of 390 miles of street repair and the highest level of library and rec center operating hours in a decade, according to the mayor's office.It also reserves 3 million for initiatives related to the Climate Action Plan, including 1 million to advance the Pure Water San Diego water recycling program.
