On Election Day, TikTok says it will limit premature victory claims until the Associated Press has declared a result.The company said in a press release that they are doing this to make sure no one is intimidated or suppressed by voting.The social media company added that they'd be partnering with fact-checkers to "reduce discoverability of content that prematurely claims victory in a race" before results are confirmed.TikTok says if the results cannot be verified or fact-checking is inconclusive, they will limit the content's distribution.The company added that they'd also add a banner that'll point users to its election guide on content with unverifiable claims about voting, premature declarations of victory, or attempts to dissuade people from voting by exploiting COVID-19 as a voter suppression tactic. 825

OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. (KGTV) - A state-wide program to help community college students transfer to 4-year schools has found increased success at Mira Costa College.The Puente Program helps educationally disadvantaged students navigate the complicated process of applying to 4-year schools, while also bringing them up to speed with other students who start their college careers at universities."They would transfer, but they were not ready," says Mira Costa Puente Counseling Coordinator Sinar Lomeli. "They didn't have the reading or writing comprehension skills. So they couldn't compete with students who were already there."The Puente Program began in 1981 at Chabot College in Hayward. It's now in 64 community colleges around the state. The students take two semesters of English reading and writing classes, and also get mentoring and counseling to guide them towards a 4-year degree."When I got to school, I was like a dog chasing a car," says Mira Costa Sophomore Manny Ramirez. "Getting into the Puente program gave me a sense of belonging. I could say I belong at college, and I can do whatever I set my mind to."Mira Costa's Puente Program is celebrating its 30th anniversary in 2019. This year they're expanding to let current Puente students volunteer at elementary schools around Oceanside and Vista. That helps them get public service hours they can put on a college application. It also helps inspire the next generation to see college as a possibility."It gives us hope that we're leaving behind something for them to build on," says Ramirez.Results of the Puente Program have been well documented. Between 2013 and 2016, Puente student enrollment at UC schools has increased by 59%.
