HANGZHOU, Nov. 19 (Xinhua) -- Rescue efforts are continuing to save a worker trapped 18 meters under sea surface for almost 18 hours in Jiaxing Harbor, east China's Zhejiang Province, local authorities said.The worker, 43, surnamed Fan from central China's Hubei Province, was stuck at the bottom of a steel shielding canister in which he was working at 9 a.m. Thursday. The shielding canister deformed under sudden increase of hydraulic pressure from flood tide, according to local media report.The shielding canister, a part of an offshore platform, is one meter in diameter. Fan was working at the bottom of the canister that joins a cement column when the incident happened.Rescue staff said, "We are making slow progress because of complex geological conditions. The deformed section, about two to four meters under the sea surface, has been squeezed to only 3cm wide at the narrowest part."Thankfully, the shielding canister has not fractured, though seriously deformed.Rescue workers have decided to cut the cement column off the seabed to lift the shielding canister.Rescue efforts started at 10 a.m. Thursday. Food, including ham sausages and drinking water were supplied to the worker, through a flexible pipe. Fan asked for some cigarettes.Fan's family members have arrived at the site, praying for him at the bank.

CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. I believe Mexico will continue to keep the principles to try to get the results of balance at the Cancun Conference," he said.Su noted that the ministers will arrive in Cancun in the second week of the conference. BEIJING, Dec.23 (Xinhua) -- China is tightening regulation on foreign investment in the real estate sector to crack down on speculation, according to a statement from the Ministry of Commerce(MOC) on Thursday.The ministry urges local authorities to increase checks and supervision on property investment that involved foreign investors and strengthen risk controls on the sector, said the statement posted on the MOC web site.According to the statement, foreign-funded developers are not allowed to make profits through buying and reselling real estate projects, which will be strictly monitored by the MOC along with the Ministry of Land and Resources and the State Administration of Foreign Exchange.The ministry also required local authorities to tighten scrutiny over foreign-funded investment companies and not to allow those companies to enter the real estate businesses, while closely examining the exact amount of foreign funds used in new real estate projects.Foreign direct investment(FDI) into China's property sector jumped 48 percent to 20.1 billion U.S. dollars in the first eleven months of this year, compared to a 17.73 percent growth in the total FDI in the same period, according to earlier MOC data.China introduced a group of measures to crack down on property market speculation and rein in skyrocketing home prices since the beginning of this year, including prohibiting the issuance of mortgage loans for third home purchases and raising down-payments.The government is also guarding against possible "hot money" inflows that might complicate China's policy to fight inflation.Property prices in 70 major Chinese cities rose 0.3 percent in November, month on month, and 7.7 percent year on year, according to the National Bureau of Statistics.
