SAN DIEGO (KGTV)-- A man was shot in the leg Friday morning in downtown San Diego's East Village neighborhood by a man who approached him asking to buy drugs, San Diego police said.The shooting was reported around 4:40 a.m. on 16th Street between K Street and Imperial Avenue, just west of Interstate 5.According to police, a man who looked to be in his 20s approached the victim on 16th Street, and walked off when said the victim replied that he didn’t sell drugs.About 20 minutes later, the same man returned and confronted the victim, pulled out a handgun and shot him in the leg.The victim was taken to a hospital and is expected to survive.The gunman was described as a 5-foot-8 black man in his 20s with a heavy build and curly black hair. San Diego (KGTV)- After a second vote, a marijuana production facility is given the green light to move forward. Dozens of people, on both sides of the issue, were there as city leaders made their decision. Planning commissioners voted 4 to 2, giving business leaders the conditional use permit they needed to move ahead with plans. “We’re elated that the decision was in our favor,” says Jared Angell, CFO of THinC. “We followed all the rules and regulations and were glad to see that the planning commission could uphold that.”Business leaders were hoping for this decision after a deadlock vote of 3 to 3 last week. The over 21,000 square feet building on Ruffner Road will be used for the marijuana production site. During today’s vote, some planning commissioners asked that the building, moving forward, be more transparent by adding more windows. Commissioners also requested storage items be housed on the top level. Community members were concerned about the safety and future of their neighborhood, but business leaders say ThinC is committed to working with everyone.“We reached out to a lot of local business and community members, and we’ve been working with them to ensure that our business will not negatively affect them in any way,” says Angell. “It sends a strong message about the strength of community,” says community member Ping Wang. “I would be overjoyed for our community coming together, banning together, and supporting each other.”The site will be used for manufacturing and distributing marijuana products. SAN DIEGO (KGTV) -- U.S. Customs and Border Protection officers over the weekend seized 461 pounds of narcotics worth more than .1 million and captured 14 fugitives.Officers intercepted 350 pounds of methamphetamine, 71 pounds of cocaine and 36 pounds of marijuana.The drugs were seized and the arrests made between Friday, October 27 and Sunday, October 29.The drugs were discovered in vehicles’ floor, car battery, seats, gas tank, tires and quarter panels, according to the agency.The 14 fugitives were arrested for charges including homicide, wire fraud, robbery and parole violations.One of those arrested was Deven Bargas, 20. Authorities say Bargas was wanted by the San Jose Police Department for homicide. 724
