SAN DIEGO (KGTV) — California public health officials say the Southern California region has run out of ICU bed capacity.The region, which includes San Diego and 10 other counties, hit 0% capacity, as the state reported 52,200 more coronavirus cases on Thursday. California officials say regional ICU capacity is calculated based on the total number of adult ICU beds minus neonatal and pediatric ICU beds. Adult ICU capacity includes staffed ICU beds and ICU surge beds.San Diego County said Thursday that it was currently at 16% ICU capacity after adding 2,604 new virus cases. There are 295 ICU cases in the county out of 1,186 hospitalizations. SAN DIEGO (KGTV) -- As school districts across San Diego County work to piece together how the next school year will look like and how they’ll pay for it, others are joining forces to try and get more resources.Two of the largest school districts in California, Los Angeles Unified and San Diego Unified, announced they plan to pool their purchasing power to secure PPE and other equipment that’s needed to safely reopen.They join the other districts in the struggle to find out how to fund all the changes they’ll have to make to keep up with the state’s guidelines in dealing with COVID-19.Last week, the state’s superintendent of schools released a handbook that looks at the options of possibly splitting up students based on grade level, having them report to school on two designated days, and doing distance learning on the other days. They’re also looking to stagger start and dismissal times.While some parents believe having students return to school is easier than virtual learning, San Diego Education Association President Kisha Borden said, “I also think it will create a need for more teachers, we may have to utilize more of our visiting teachers.”The state superintendent is also recommending face coverings before entering campus. They will not need to wear it while eating.In a statement, LA Unified Superintendent Austin Beutner and SD Unified Superintendent Cindy Marten said:“Schools across the state are working around the clock to plan for reopening because students must have the chance to continue their education. Unfortunately, last week the state published 55 pages of new guidelines on districts with no funding attached. Unless the funding needs are addressed comprehensively in the state budget, there is no way schools will be able to follow all the new recommended guidelines required for a safe, responsible reopening in the fall. It is inappropriate to pronounce public guidelines as recommended best practices and then leave districts without the necessary funding to implement them. Schools must be able to reassure parents, students and staff that their wellbeing is being addressed and these guidelines will now be viewed as a minimum threshold.”Meanwhile, in Sacramento, lawmakers just approved a state spending plan that rejects Gov. SAN DIEGO (KGTV) — At least six companies are working on COVID-19 vaccine candidates in San Diego, all within a 1.5-mile radius of where the I-5 and I-805 split.Locally, the farthest along appears to be Inovio Pharmaceuticals, which plans to launch a Phase 2 trial next month, potentially with a simultaneous Phase 3 trial. A Phase 3 trial is the final step in vaccine testing, with thousands of participants.The company is developing the vaccine using a DNA technique that isn’t used in any other vaccines on the market, although some are in the final stages of testing, said Dr. Kate Broderick, who leads Inovio’s vaccine program.To ensure the DNA enters a person’s cells, the company uses a proprietary device about the size of a toothbrush to deliver doses into the skin rather than a needle and syringe. The company announced Tuesday it secured a million grant from the Department of Defense to speed up production of the devices.Just down the street, TriLink Biotechnologies is working with researchers in London on a vaccine candidate that replicates itself in the body. It just started a Phase 1 trial this month.Nearby, Sorrento Therapeutics is working on both a COVID-19 vaccine and a treatment, but it hasn’t advanced yet to human trials. 10News previously featured the company’s efforts, which are based on techniques developed to fight cancer.On the other side of the 805, Arcturus Therapeutics is working with Duke University on a vaccine based on RNA, which acts as a messenger for DNA. There are no vaccines approved for humans that use this RNA approach. Trials are expected to begin in August, according to a tracker by the Milken Institute.UC San Diego is developing a vaccine using plant virus nanotechnology, leveraging an approach that’s used in vaccines against Hepatitis B and shingles. SAN DIEGO (KGTV) - Attention is now turning to the southern border after Wednesday's border closure with Canada.On Thursday, the walkway into Tijuana was nearly empty but the San Ysidro Port of Entry remains open, for the time being. “It's going to have major implications for us, particularly for us here in Southern California, if we see a closing of the U.S.-Mexico border,” says Dr. David Shirk with the University of San Diego, where he works as a professor with an area of expertise in U.S.-Mexico relations.
