Candles on Tap in downtown Encinitas is taking the chance."Today is a big, nerve-wracking, exciting day but we are opening to the public," CEO and co-founder Chantel Johnson said. She and CFO and co-founder Marcus Wandell are hopeful about their new venture. "The feature event is the scent bar where you pull up a chair and pour your own blend," said Wandell. Johnson added, "We are a custom scent bar so when people come in, they’re able to hand pour their own soy candles, diffusers, and fragrance sprays and they get to choose from over 90 scents." Wandell says some of his personal favorites in their shop include a scent called "old books" and they also have a "cannabis" smell.The two are well aware of what they’re getting into. "We're opening in the middle of a pandemic and it's a brick and mortar store so what could go wrong, right?" Wandell said jokingly.Yet, they say they see this time as the perfect opportunity. “There's pent up energy and demand to get out and do something as long as it’s safe so we're seizing on that need in the community for folks to find an experience to do with their loved ones and friends,” says Wandell.The pair are not alone. ENCINITAS, Calif. (KGTV) -- The city of Encinitas has voted to move forward with a plan to create a safe parking lot for people living out of their cars. The city council voted 4-1 to start negotiating with Jewish Family Service, with the goal of opening the safe parking lot by the end of the year. Both supporters and opponents spoke during Wednesday's city council meeting, 30 in favor and 15 opposed. Those opposed to the lot said they were worried about their safety and property values. Those in favor said this would help people get back on their feet and keep them from becoming chronically homeless. The lot will be operated by Jewish Family Service on the Leichtag Foundation's property. Once the plan is finalized it will operate 365 days a year, seven days a week from 6 p.m. to 7 a.m. It will have overnight security, bathrooms, hand-washing stations, food and resources to help people get back into permanent housing. Everyone is vetted to make sure candidates don't have any violent criminal conviction and are not on the registered sex offender list. The city says the plan won't cost taxpayers a dime. (KGTV) — A Vietnam veteran who is struggling with memory issues says a "mistake" could cause him to be evicted from his Escondido apartment.Orrin Donohoe's studio apartment in the Adult Village complex isn't spacious, but it is home. For how long?"I'm scared of what's going to happen to me," said Donohoe.Donohoe, who served as a deckhand for three years on the USS Columbus CG-12 during the Vietnam War, was later diagnosed with PTSD. "Constantly stressed, afraid I'm going to forget something," said Donohoe.Problems with short-term memory steadily grew worse."Missing doctor's appointments, missed bills, forgetting to get gas, forgetting to check the mail. Goes on and on," said Donohoe.The memory issues that cost him so many jobs could now cost him his home. Donohoe depends on Section 8 housing vouchers to pay most of his rent. A few days ago, Donohoe got a letter from his landlord: A three-day notice to pay his overdue rent.Donohoe believes he forgot to fill out the paperwork for the annual renewal for his housing voucher."Scared and depressed," said Donohoe.He owes more than 0 for this month's rent."I don't have it. I have a 0 in the bank and I haven't paid my electric yet," said Donohoe. Donohoe thinks he could be evicted at any moment. He says the County Housing Authority told him he could reapply for a voucher in six months. Until then, he'll likely have to live on the streets."No sense of security ...
